The publication in THE NEWS, yesterday, of the Loyal League ?Sate for city offices, created a prodigious stir among the faithful of that organisation, and a little consternation among some of the would-be candidates. Several new aspirante for official honors rose to the surface yesterday, prorate mt among whom wats the re? nowned Sam Dlekenon (colored,) who intimai, ed that be would have* no objection to being j olerk of tho Board of Firemastera. We loam through official souroes that ac? cording to tho returns already tn from twenty nine oountice, with two moro to l.oar from (Richland and Char lesion.) tho indicatio?saie that the amount assessed as the value ol' teal and personal property in tho State will not ex coed one hundred and thirty millions of dollars. The probabilities are that the State Board Of Equalization will raiao tho assessment" of pro? perty to about two hundred millions in order that tho per centum of taxation shall not ex ooed ouo-half of one per centum, or fifty cents on one hundred dollars. To fix the rate of taxation with an assessment of one hundred and thirty millions would be very nearly one dollar on tho hundred. Tho returns of personal property are univer? sally very much below what was expeoted. For instance, the whole number of horses return? ed is forty-two thousand, and tho highest aver? age value aoyonty-flvo dollars. The roturns of marchants' stocks are also far below expecta? tions. In the matter of real property there is very little difference in the present valuation over that of 1867. ?s an example of the way in whioh property has been assessed, the average Value of arable lands in Orangeburg is $1 75 per aore, while the highest average of the beet lands will be found in Georgetown County at $18 per acre. The county whioh returned the highest gener? al average of land throughout ia Partington, whioh is about $5 per acre. We learn that the Slate Auditor, Ur. Tom linaon, as soon as the per centum of taxation is fixed, will make a full statement of the re? turns for publication. One-fourth ot tho reve? nue to be raised will go to pay $250,000 past due interest on the Statehouse debt. " To pay the running expenses bf the State Government would not require more than one-quarter per oent. taxation.. Over $500,000 past due inter? est is to bo paid put of the taxation for the curreut year. ?;\ Comparing the valuation of 1867 and that of the present year, we find tha.t tbe average value of real property, in Abbeville County, for 1867, was $3 per acre ; the average value ot the same property thia year is $3 per acre. In 1867, Abbeville returned 593,590 aores ; in 1868, the returns are 620.243 ; Barnwell County re? turned in 1867, 994,355 aerea, at a valuation of $2.542,050 ; in 1868, the returns are 920.238 aores, at a valuation of $2.974.985. Darlington County,, in 1867, returned 465,483 scree, at a valuation of . $984,170; in 1868, the returns show 457,067 aores, at. a valuation of $2,280,679. ? Dar? lington is the only county in which there bas been any oonsiderabie increase over the valua? tion or 1867. > . " ? ? ? Tax STEAMSHIP MANHATTAN.- lt affords us satisfaction to notice the regularity and dis? patch which mark the movements of tho supe? rior steamships now employed hom this port, to New York. Their speed, accommodations, and the security and reliable character of the vessels, both as passenger and freight carriers, are all that tho public can desire. Among these steamers, the Manhattan, of the "Adger line," has been particularly successful, and we are pleased to learn that this fine ship, which left here on Saturday last, reached New York in th? quick time of fifty-two hours, arriving at that city yesterday.
