M. Alexander and B. M. Strobe1, Esq. The latter gentleman is said to be a favorite among the colored element. THE STATE ASSESSMENT. We learn through official sources that ac? cording to tho retains already tn from twenty, nine counties, with two more to lear from (Richland and Charleston.) tho indications ate that the amount assessed as the Taine of teal and personal property in the State will not ceed one hundred and thirty millions of dollar. The probabilities are that the State Board Equalization will raise the assessment of pro porty to about two honored millions in orde that the per centum of taxation shall not coed one-half of one per centum, or fifty cen ti on one hundred douars. To fix the rate taxation with an assessment of one hundred and thirty millions would be very nearly dollar on the hundred. The returns of personal property are uni vcr sa'ly very much below what was expected. Foi instance, the whole number of horses return ed ia forty-two thousand, and the highest aver age value eevontv-f]ve dollars. The retaras merchants 'stocks are also tar below expect a tiona. In the matter of real property there is ven little difference iu the present valuation ovei that of 1867. As an example of the way in which property has been assessed, the average value of arable lands in Orangeburg is $1 75 per acre, while the highest average of the beet lands will found ia Georgetown County at $18 per acre The county which returned the highest gener? al average of land t h roux hou t is Darlington which is about $5 per acre. We learn that the State Auditor, Mr. Tom linaon, as soon as the per centum of taxation is fixed, will make a full statement of the turna for publication. Over $900,000 past doe inter eat, ie to bo paid ont of -tho taxation for the current year.: Comparing the valuation of 1867 and that the present year, we find that the average value of real property, in Abbeville County, for 1867, was $3 per acre ; the average value of the same property this year is $3 per acre. 1867, Abbeville returned 593,590 acres ; in 1868 the returns are 620.213 ; Barnwell County re? turned in 1867, 991,355 aerea, at a valuation 12,542,050 ; in 1568, the returns are 920,238 acres', at a valuation of $2,974.985. Darlington County, ia 1867, returned 405,483 acres, at valuation of $931,170; in 1868, the returns show 157.067 aeres, at a valuation of $2,280.6791 Dar? lington is the only county in which there has been any considerable increase over the. valua? tion of 1867. TBB STEAMS a? MANHATTAN.-It affords us satisfaction to notice the regularity and dis patch which nuuk the movements of the supe rior steamships now employed from this port Lo New York. Their speed, accommodations and the security and reliable character of the vessels, both as passen ger and freight carriers, are all that the public can desire. Among these 'steamers, the Manhattan, of the "Adger line," ha s been particularly successful, and we are pleased to learn that this fine ship, which lift hate on Saturday last, reached New York in the quick time of fifty-two hours, arriving at that city yesterday.. There i8 great feeling in the Republican ranks because Mayor Pillsbury has not ap? pointed men of their party as delegates to the Memphis Convention. It was ordered that Luke Smith, of York, show oause on the 25th Instant why he should not be declared a bank? rupt. The jadge rendered tus decree in the case of the owners and crew of the steamship Oriental against the brigantine J. L.. Pye. He decreed salvage to the amount of $4700 ia favor Of the libellant. Others represented that they r?ceived two loaves of bread and a similar quantity of meat as above. We took occasion to test this state? ment by examining other prisoners, and have brought with us a small pcrtion of a ration of mash, and also a piece of bacon, which is tbe amount of the daily ration. The bread distri? buted to some of tue prisoners in lieu of muBb was of a good quality. One ot the pns mers, Isaac C. Williams, complains that at the time of his com-nitment instruction was given to the jailor by a detec? tive officer, by the name of Neal, not to allow him to bold any communication with any of his friends, and that he was brought to trial without hayingbad any opportunity to obtain counsel for his defence. "Wehave no means of ascertaining if this statement is true, bat we deem it proper to present this subject to your noticA. i., i In the coarse of our examination, a prisoner by the name of William C. Davis claimed our attention. He represents himself as a seaman, who arrived in Charleston on-fte brig Eva M. John son; that be had been discharged and sent to hospital, and that '.forwards he had taken lodgings with one Henry May. in Qaeen-etreet. and while being an inmate had been arrested and taken from his bed by a State constable, and lodged in jail without his [knowing whit offence was chargea, or without being brought before a magistate. We would also present, aa a case of hard? ship, the cases of Ben Johnson and William Taylor, the former Bick and in hospital, and the latter confined in a cell in the tower, which was in a filthy condition. They were arrested on a oharge for burglary, and lodged in jail on the 8th of May, 1868, and have not yet been brought to trial. These two last prisoners are State prisoners, bat we still bee leave to pre? sent them to your notice. The prisoner Wil? liam Taylor claims to be a British subject. Very respectfully, FBANOTS G. After the business of the evening bad been dispatched, tho magnificent Atlanta prize bowl was placed on a centre tab'e and the members and some invited guests present partook of frequent libations of delicious punch. Major Buist, of the Stonewalls, entertained the company with a speech that made the banner-decked and flower-crowned hall ring with applause. Speeches were also made by various members of the Palmetto and the Stonewall, and sentiment succeeded senti? ment, until the elegant emblem ot Georgia liberality and Charleston pluck was drained of | its refreshing contenta.
