Our Northern people must buy Southern places for their winter residence; and fortunately the chances to do so on favor? able term-? aro very abundant. That thousands of our citia-'ua will avail themselves of thom wo have no doubt." -Tho horrors of the emigrant passage, which was so vividly illustrated a year ago on board the North German ships, have now a parallel ia the story of the sufivrings of the crew and passengers of the Janies Foster, an American phip. This vessel left Liverpool eleven weeks ago, with one huidred aud fifty steerage passeogers^ and arrived at Hew York two or threo da,.\8 since, with tho loss of foar passengers and twelve of her crew from ship-fever, while nearly forty of tho former are now snfferiuR from ship-fever, or dian boot*. The passengers givo a terrible account of their Bufferings uudcr tho lyrar.ny of the captain aud officers. They were compelled to do seamen's duty, and struck und drag? ged from their beds, wheu they protest? ed. Their food was in.-ufBcieut, barely sufficiug tor two meagre meals a day, and also of bad quality, the carpenter, who serv? ed it ont, adding curses when they complain? ed, and sometimes throwing it overboard and tellicg them to go starve, lhe steerage, where they were confined, one hundred and forty-six m uumber, was but fifty feet long by thirty five wide, and imperfectly ventilated. The" cheering fire of tba galley was denied them except at cooking momenta, and the carpenter, in f.eaks ot ill-will, would often extinguish the coals in thal part ol the range devoted to their nee by throwing a bucket of water on them. I hey also tell o feeble men kicked and beaten by tho officers until they yielded to death; of teeth knocked out of complaining passenger's heads by tbe carpenter, and of a siek cabin boy who was hauled to tho upper deck by a rope and left there exposed to di-. Since their arrival, two have become insane from their bufferings, ene has died, and three others are not expected to survive. The captain and xna>to are also confined to their beda with fever. An investigation is making concerning the alleged ci nellies. CHARLESTON. -o THUBSDAY MOBNING, MARCH 18, 18G9. 1 he Westminster ltevicw and South Carolina. We have all beard of the benighted for? eigner who, when ?bout to run the block? ade during thc wnr, wanted to know whether noytiiing grew in South Carolina besides rattlesnakes and palmetto trees. We are well aware that thc continental and insular unwashed are firmly convinced that all Southerners have fiat noses and kinky heads. We are Accustomed to hear it eaid that there is neither intelligence, refine? ment nor wealth outside of O.d and New England. And yet it ia strange tbut South Carolina should still be a terra incognita to the traveller and the critic, and that ajour? nai of so high a li.erary obaroeer as the Westminster Review should know as little of thc cradle of thc rebellion as of thc F.irtoriul peculiarities of the man in the moon or the vagrant wanderings of a run? away comet. But, knowing lhe fog of pre? judice through which we are dimly ceeu, and the peculiar manner in which travellers "do" the South, wc are inclined to be indul? gent sud to extend our beuny forgiveness LO all who are inuoo ntly atfuult. Yet must wp, when mit-represented, take up the cudg? els in our own behalf, and say a good word for ourselves, even although we offend the majesty of an Euglish reviewer. Tne Wesiminster Review quotes the fol lowing paragraph from "Last Winter in the "United States," a book written by F. Bar nam Ziacke: "South Carolina tl utterly and "helplessly crushed. Its best estates were "in the sea islands, which, as they were "very fertile and their produce fetched "exceptionally high prices, were densely "inhabited by blacks. The result has been "that throughout South Carolina the most "abjeot and irrecoverable poverty reigns, "precisely where formerly there was most "abundant wealth;" and the reviewer then lay a: "For this State there appears to be "ne resurrection, except in some new order "of things, under which a net? set of pro? prietors will occupy tho land, and oulti "vate it with Northern sapital, and some "what in the Northern fashion." Wo pro? pose to confine ourselves to the statement that throughout this State irrecoverablt pov? erty reigns, that this State is utterly and helplessly orushed, and that for this State there appearB to be ne resurrection. At the dose of the war it did seem that we had left all hope behind, and there were many of our people who cried unceasingly "We are utterly and helplessly ruined." Others fled despairingly from their native State lo seek a home among Birungers. And they found their exouse ia the sembr? pall which covered our desolate land. Four hundred thousand slaves, valued at two hundred million of dollars, were set free in South Carolina alone. Lands which, with slave labor to work them, brought eighty and ninety dollars per acre, became a drug in the market. The newly emancipated negroes, rich ia all the novelty of freedom and revelling in the expeotaiioa of confis? cated sores, confiscated beasts of barden, and confiscated granaries and barns, scented the very name of work. Sherman, like a destroying angel, had swept across thc State, leaving blackened wails, and smoking ruins, and weeping women and children, io mark his bloody pith ami st au J eterual monuments of thc licensed ferocity of his soldiery. The fl ? wer of our young lueubad faden under the b-ihncr of tho Sou'h under the er iss which was borne with honor, and is us venerable now as when it floated over serried ranks flushed with tho ruddy wine of viotory. Our old nvn were faint aud weary; cur women were filled with sor? rowing care. Then we were penuile?s and desolate, with no ray of light to cheer our murky way. But it was blood, not waler, which filled thc veins of our people. The hands which oculd wifld the glaive might guide thc plough. The brain .which had direoted the evolutions of thousands might plan the campaigns of oyrumeroe. Tue musket gave way :o lhe hoe; the thundering caisson to the loaded cars of trade. E.toh true mau waa enrolled in thc army of every day lifo There was no wrangling for precedence. They who could not lead were content to follow; and, armed with Bclf-reverence, self-knowledge and self control, our people worked-aud ure working still. And what have been thc fruits cf four years of work and self denial? Tue hard Bhips of thc war taught economy. Thc un? certainty of free negro labor taught eclf relianoc and self help The difficulty of borrowing money made it hard to oontract new debts, and tho terrible weight of old liabilities made men ?low to add to their burden. In one year from the dote of the war, it was thought that the worst was over. But the second year was unfortunate, and the third was like unto the second, and until thc beginning of the present Benson it was not certain that this State had reach? ed the turning in the long lane of adversity. Old debts had been swop', away, old habits of luxury had been overcome, old expecta? tions of a bright future had been born anew. The freedmen were working better than they had done before. Political juggling, it was felt, was not ruin. The South Caro? linian had met the giant adversity and bad conquered, and as the result of tho labors of the year 1888, as ?he value of the colton, rice, phosphates and miscellaneous produce of the State, there waB the grand total of TWXSiY-FIVE MILLION OP DOL-LAttS. This amount of money, of which at least FIVE ""MILLIONS were net profit, was produced in one year in a State which is fwd to be' "utterly and helplessly crushed." And it ii not tn the matter of money alone that our progress may be seen. We have improved our lines of internal communica? tion, and have established direct steamship communioation with Liverpool. We have piid especial attention to the encourage? ment of manufactures, and shall be able within a short time to make important ad? di; ions to the spinning capacity of the Si ate. We have introduced white labor in the up? per districts, and have about 400 German? working In Ne? berry alone. We have dis? covered a new fertilizing agent-the South Carolina phosphate-which is daily be? coming more valuable, and of whioh mil? lions of tons He hid beneath our soil. We have found ourselves ts be possessed of resources of which we knew little or noth? ing while slavery and oolton bales gave us all that we desired. Wo have tried free negro labor, and know that we can make it I profitable. All this has been done in less than four years, in the faoe of a myriad of di (fi mit jes, social, financial and political. Such bas been the iruit of the labors of our people, the vin? dication of their manhood and worth. Nor does poverty reign in South Carolina save over those who had rather starve in idleness than live in industry. The whole State is financially sound, new debts are small and few, we know that we have no insuperable difficulty ia the future; and all this in Sooth Carolina, where, according to the Westmin? ster Review, "abject and irrecoverable pov "erty reigns." This is enough for to-day. To morrow we will consider thc assertion that "for this "State there appears to bc no r?surrection "except in some new order of things, under "which n new jet of proprietors will occupy "thc land, and cultivate it with Northern "capital and somewhat in the Northern .fashion." IN OUR remarks on the Bubject of State taxation, the other day, incidental allusion was made lo the probable effect upon the extent of the return, of the cm ploy m nt of ignorant and inexperienced officials in making the assessments. Justice requires that we should say that, while these terms are certainly applicable to the great mass of those to whom the assessment is to be entrusted, there aro, in some eve?, per? sons acting as assessors whom we believe to be fully oompetsnt to perform their official duties.
