Clubs are rapidly reorganizing, and tho sixty day rule will be adhered to this year, which allows lio player to take part in a match gamo unless ho has been a member of the com? peting club tor sixty days. -The Selma (alabama) Times says that Colonel B. M. Woolsey, superintendent of lands and immigration, has received probably the most extensivo order for lands ever sent to any agent in the United States. The order is colossal in its proportions, being for one mil? lion and forty thousand acres. -Mr. McPhorson, Clerk of the House of Representatives, bas made a roll-call for the 4th of March. After excluding representatives from Georgia and Louisiana, and several names whose seats are contested, the number foots up 137 Radicals and G7 Democrats, thus giving the Republicans more than two-thirds. Tho Democrats claim 71 members. -A Washington dispatch of Friday says : The Southern representatives bad a conference to-day. All t he States were represented. The affairs of the South ware generally discussed, and it was decided to draw up a document to present to General Giant setting- forth the condition of thiDgs, and also suggesting th jt the South have a member of the Cabinet. If General Grant accedes to the suggestion, an? other meeting will be called, and a Dame be selected to be presented to General Grant. -The Republican party of Georgia is now hopelessly split in twain. One faction is headed by Governor hi,Hock, who wants the State again kicked out of the Union, and the other is headed by the Atlanta Era. The Bullock wing bad a meeting at Atlanta on the night of the 15th, and resolved that "reconstruction was not complete in Georgia;" whereupon th* Era avers that "the meeting did not represent the sentiments of tho Republican party in Georgia," and protests against the proceedings of all such meetings. -The Californians aro dealing practically with the woman question, so far as labor is concerned. They have a Woman's Co-opera? tive Umon, which has boes in existence but six months, and baa already cleared $1000, having about $8000 in stock on hand. Their labot is directed to sowing-childrens' and la? dies' clothing, shirts, general needlework, &o. -and they have recoived three diplomas for their work from agricultural and mechanical State fairs. They give employment to over one hundred and sixty women. -The Supremo Court is proposed to be en? larged by having an addi io.ial Associate Justice- an add di t ion very necessary to lessen the labors <f the. court. Senator Trumbull's bill, just passed by the Senate, makes this ad? dition, and it further provides for nine Circuit Judges-one for each of the nine in .ioial die> iriots. These circuit Courts are tobe held "by the Justice of the Supreme Court allotted to the circuit, or by the circuit judge of the circuit, or by the district judge of the district, sitting alone, or by any two of them coming to? gether." -A lato letter from an Amorioan in Cuba contains this passage: ,<ck> mach alarm is felt here that Amerioans seldom go out in the evening, or even move about, exoept with great caution, at all times. Report says that there are somo two thousand five hundred Cubans confined in the 'Moro,' among whom are many of the best abd most respectable people of Havana. Thea > people aro often taken from their homes at night, carried to prison-that is, Moro Castle-and there locked up, without having their eases investigated in the least. Great fears are entertained that there will be a serious outbreak in Havana on the S2d of Feb? ruary, that being the day ?han the amnesty expires." -Under th? stimulus of the passage by < he -floase of Rapreaentativesof Mr. Sohenck's bill, solemnly pledging the faith of the United SUtes to th* payment or the national debt in coin, and of the almost assured concurrence of the Senate in the measure, five-twenties ad? vanced ls 4 Thursday to 81} in Loudon. The quotation being on the old valuation of H u to the pound sterling, is equal to 89} at the pre sont par of exchange in gold, or nearly 120 in currency. The last crop was all profit and there were no drawbacks of old debts, the business of last year being on a strictly cash principle, not only between our merchants and the South, but between tho Southern merchants and their home custom? ers. The yield in money from the crop now in process of exportation is not lesa than $250,000,000, the profits on which sum will come back to gratify the naturally luxurious taste of the South. The West is slower to maka her purchases." CHARLESTON MONDAY MORNING, MARCH 1, 1889. The Savannah ?nil Charleston Rail? road. Our readers throughout the low-country will be rejoiced to learn, by the advices from Columbia, whieh we publish this morning, that the Lower House of the Gen? eral Assembly, has passed without opposi? tion (and with a slight amendment, whieh will doubtless meet with the concurrence of the Senate) the measure which will give us speedy and direct communication by rail with the Forest City. Governor Scott, we understand, has expressed himself favora? bly te the bill, which will deubtless receive his prompt approval. We congratulate the people of the region between here and Sa? vannah, upon the prospeot for. an early restoration of the important transportation facilities of whieh they have been so long deprived. s ? Grant and the South. As tho day of inauguration draws near, the sayings of the President elect are becom? ing invested with an extraordinary degree of interest. On general polit ics he mani? fests his usual retioence ; but with regard to the reconstruction of the South, he has recent ly expressed very deoided views. To a gentleman with whom he was conversing on the subject, he said that in his opinion the States of North Carolina, Virginia and Alabama were the three best practically reconstructed of the entire ten. There was more observance of law and order and a better disposition existing between the black and white races and between the po? litical parties in these States than in any other. This, he declared, he knew from extensive and reliable information, and he had no doubt whatever if political incendi? arism was put at rest, the other seven States would very soon settle down to a model eondition of oivil order and harmony. He said it was the South, and almost the South alone, that filled his thoughts when he made use of the expression in his letter, .'Let us have peace." If the disorder and agitation in that aeotion could only be at onoe and forever disposed of, there were no fears to be apprehended for the rest of the country. The South had always been a source of anxiety to the nation ; but there was every prospect now that it would soon become as tranquil and prosperous as any ether aeotion of the Union. " When that time arrives," exclaimed the General, "the United States will be the strongest and happiest country on the globe." These re? marks of General Grant are well authenti? cated ; and it is further intimated he in? tends to offer at least one of the Cabinet positions to a Southern man. Important Movement in the Waat, There was a Railroad Convention at New? ark, Ohio, on Wednesday. The call for the convention inoluded representatives from West Virginia, the Carolinas, Kentucky, Tennessee, Georgia, and Alabama. The purpose was to take steps that may lead ultimately to the construction of a road from Zanesville southeasterly to the Ohio River and thence to the seaboard at Nor? folk and Charleston, connecting with roads to Mobile. From Zanesville north two roads are suggested, one te Cleveland and one' to Toledo, and perhaps one to Sandus? ky. The object is to drew trade from the lakes to the Southern Atlantic seaports. The Cleveland Herald, in noting this convention, observes that " there is no rea? son why New York should for all time be the sole focus for the vast business of the West and Northwest that there now is, and which is to go on increasing for indefinite years to a volume in aise not now dreamed of. Philadelphia and Baltimore are mainly manufacturing cities as compared with New York, and can never approach New York in their foreign commerce. But there are harbors on our Southern coast that are equal to that of New York, and but for the inonbus of slavery, large cities would long ago have been built on their margins.'* We are glad to Bee the business interests of the great Northwest thus awaking to the im? portance of speedy and direot railway com? munication with the Southern seaboard. The Rlannfhetnre ot Cotton. The National Assosi.tion of Cotton Man? ufacturers and Planters has just issued a report, whieh contains some highly inter? esting information. It appears that the number ef eotton mills in the Northern States is at present 664, running 6 359,020 spindles, and consuming annually 885,962, 021 pounds of eotton ; while there are in the Sonthera States 86 mills, running 225, 068 spindles, and oonauming annually 81, 415,750 pounds of eetten. In the Northern mills each spindle is made to spin, on an average, 60 peunds ef cotton a year, while ia the Southern mills eaoh ene spin? 188 pounds, showing that a eoarser quality of goods is manufactured at the South. There ?re, altogether, nearly 100 fewer mills is operation new than there were in 1860 The total consumption of sefton fer manu? facturing purposes last year was 460,000, 000 pounds, whish, at tho usual estimate of 400 pounds to a halo, equals 1.126.000 bales, or nearly one-half the production of the United States. The total consumption In 1868, in Europe end the United States, was 2 094,106,000 pounds, against 1,976, 620,000 pounds in 1858, and 2.284,901,000 pounds in 1869, At the press?t relative pri?es of raw cotton and eotton cloth, there is no profit on the maaufaoture of the latter. The proposed amendment, in the shape io which it will now go to the Legislatures of the several States for rati? fication or rejection, reads as follows : Be il resolved, &c, two-thirds of both Houses concurring, That the following amendment to the Constitution of the United States be sub? mitted to the Legislatures of the several States, and whoo ratified by throe-fourths thereof it shall be a part of said constitution.
