They claim that the vehi? cle causes abcesaes and malformations. -Dalton, Ga., is said to be in a whirl of ex? citement in consequence of the discovery of a vast coal mine in John's Mountain, a few miles from that place. -Tbsre is an outbreak against Chinese labor in Oregon, and a woollen factory company at Oregon Cuy arc threatened with diro calami? ties if they persist in hiring Chinese operatives. _The Now York Timos says that an abio en? gineering officer, who was chiof of staff of one of the promincut generals of tho army of tho Southern Confederacy, left this country ?br Cuba some time ago, to take a leading position bi the command of the Cuban revolutionary forces. -Baie ball matters are already lively at New York, and an exciting seasor is predicted next summer. Clubs are rapidly reorga nziug, and the sixty day rule will be adhered to this year,*] which allows no player to take "part in a match gamo unless ho has boen a member of the com? peting club lor sixty days. -The Selma (Alabama) Times says that Colonel B. M. Woolscy, superintendent of J lands and imii.igriliou, has received probably i the most extensivo order fer lands ever sent to any agent in the Uuited Stator. The order is colossal in ita proportions, being for one mil ?lion and forty thousand acres. -Mr. McPhoraon, Clerk of tho House of Representatives, has made a roll-call for tue 4th of March. After excluding representatives from Georgia and Louisiana, and several names whose seats aro contested, the number foots up 137 Radicals and 67 Democrats, thus givin the Republicans more than two-thirds. Tho Democrats claim 71 members. -A Washington dispatch of "friday cays The Southern representatives had a conference to-day. All the Slates were represented. The affairs of the S'?uth were generally discussed and it was decided to draw up a document to present Co General Giant setting forth the condition of thiogs. and also suggesting that the South have a member ef the Cabiuet. If General Grant accedes to the susgestion, an .' othar meeting will be called, and a name be selected k> be presented to General Grant -The Republican party of Georgia is now hopelessly split in twain. One faction is headed _ by Govcruor LiUock, who wants tho State again kicked ont of the Union, and the other is headed by the Atlanta Era. The Cullock wing had a meeting at Atlanta on the night of the 15th. and resolved that "reconstruction was not complete in Georgia;" whereupon the Era avers that "the meeting'did not represent the sentiments of the Republican party in Georgia," aud protests against the proceedings of all at .ch meetings. -The Californians are dealing practically with the woman question, so far as labor is concerned. They have a Woman's Co-opera? tive Union, which has been in existence but six mouths, and has already cleared $1000 having about $8000 in stock on hand. Ti'eir labor is directed to sowing-childreuV and la dies' clothing, shirts, goueral needlework, &c . -and they have received threo diplomas f their work from agricultural and mechanical State fairs. They givo employment to over one hundred and sixty women. -The Supreme Court is proposed to be en? larged by baviug an addi io.tal Associate Justice-an adddition very necessary lo lesson the labors if the. court. Senator Trumbull's bill, just passed by the Senate, makes this ad dition, and it further provides for nine Circuit Judges-one for each of the niue ju .icial dis Iricts. These I ircuit Courts are to be held "by the Justice of the Supreme Court allotted to the circuit, or by the circuit judge of thc circuit, or by the district jutlqe of tho district, sitting alone, or by any two of thom coming to gather." -A lato letter from an American in Cuba contains this passage: "So much alarm is felt here" that Americans seldom go out in tho evenin?. or even move about, except with great caution, at all times. Report says that there are some ' wo thousand five hundred Cubans confined in tho 'Moro,' arnot i g whom are many of the best and most respectable people of Havana. Thes i people ara often taken from their homes at night, carried to prison-that is, Moro Castle- and thero locked up, without having then: cases investigated in the least. When this takes place, the problem of resuming specie payments will be greatly simplified, s.nce it will bc easy to fana our B ur plus greenbacks iu a long luau at a low rate of interest, and payment of the rest will nit bc demanded. -The New York Commercial Advertiser says: "Tho spring busiueas promises to open brisk? ly. The Southern merchants are well repre? sented in town just now, and our dealers look for an unusually activo doniand from them thi j spring, in consequence of the comparatively richer condition of the Southern people, in the cotton States particularly. The last crop was all profit and there were no drawbacks of old debts, mm business of last year being; on a strictly cash principle, not only between our merchants and the South, but between tho Southern merchants and their borne custom? ers. The yield in money from tho crop now in process of exportation is not less than $250,000,000, the profits on which sum will come back to gratify the naturally luxurious taste of the South. Tho West is slower to make ber purchases." CHARLESTON MONDAY MORNING, MAHCH 1, 1869. Tho Savannah und Charleston It ail rou?. Our reidera throughout the low-country will be rejoiced to learn, by tho advices from Columbia, which we publish this morning, that the Lower House of the Gen? eral Assembly, has passed without opposi? tion, (and with a slight amendment, which, will doubtless meet with the concurrence of the Senat") the measure which will give us speedy and direct communication by rail with tho Forest City. Governor Scott, we understand, bas expressed himself favora? bly to the bill, which will doubtless receive his prompt approval. We c ongratulate the people of thc region between here and Sa? vannah, upon the prospect for an early restoration of the important transportation facilities of which they have been so long deprived. Grant and the Sooth. As tho day of inauguration draws near, the sayings of the President elect are becom? ing invested with an extraordinary degree of interest. On general politics he mani? fests his usual reticence ; but with regard to the reconstruction of the South, he has recently expressed very deoided views. To a gentleman with whom he was conversing on the subject, he said that in his opinion the States.of North Carolina, Virginia and Alabama were the three best practically reconstructed of (he entire ten. There was more observance of law ant1 order and a belter disposition existing between the black and white races and between the po? litical parties in these States than in any other. This, he declared, he know from extensive and reliable information, and he had no. doubt whatever if political incendi? arism was put at rest, the other seven States would very soon settle down to n model condition of civil order and harmony. Ke said it was the South, and almost thc South alone, that filled his thoughts when be mad? use of the expression in his letter, "Let us have peace." - If the disorder and agitation in that section could only be at.-'] once and forever disposed of, there were no fears to be apprehended for the rest of J the country. The South had always been a source of anxiety to the na ion ; but there was every prospect now thut it would soon become as tranquil and i roBperous as any other section of the Union. " When that time arrives," exclaimed the General, "the United States viii be tho strongest and happiest country on the globe." These re? marks of General Grant are well authenti jated ; and it is further intimated he in? tends to offer at least one of the Cabinet positions to a Southern man. Important movement in the West, There was a Railroad Convention at New? ark, Obie, on Wednesday. The call for the sonvtntion included representatives from West Virginia, the Carolinas, Kentucky, Tennessee, Georgia, and Alabama. The purpose was to take steps that may lead iltimately to the construction of a road '..?m Zanesville southeasterly io the Ohio River and thence to the seaboard at Nor blk and Charleston, connecting with roads o Mobile. From Zauesville north two .oada are suggested, one to Cleveland and me to Toledo, and perhaps ono to Sandus cy. The object is to draw trade from the akes to the Southern Atlantic seaports. The Cleveland Herald, in noting this sonvention, observes that " there is no rca jon why New York should for all time be he sole focus for the vast business of the (Yest and Northwest that there now is, and vhich is to go on increasing for indefinite rears to a volume in size not now dreamed >f. Philadelphia and Baltimore are mainly nanufacturing cities as compared with New fork, and can never approach New York in .heir foreign commerce. But there are larbors on our Southern coast that arc >qual to that of New York, and but for the ncubus of slavery, large cities would long igo have been built on their margius." We ire glad to see the business interests of the jreat Northwest thus awaking to the im >ortance of speedy and direct railway com nunication with the Southern seaboard. Thc Manufacture of Cotton. The National Associ.tion of Colton Man lfacturers and Planters has just, issued a report, which contains some highly int er? aring information. It appears that the lumber of cotton mills in the Northern States is at present GG4, running G 359.020 ? piedles, and consuming annually 385.952, )21 pounds of cotton ; while there arc in he Southern States 86 mills, running 225, )63 spindles, and consuming annually 31, 115,750 pounds of cotton. In the Northern nills each spindle is made to spin, on an iverage, GO pounds of cotton a year, while n the Southern mills each one spins 138 pounds, showing that a coarser quality of iosds is manufactured at the Seuth. There ire, altogether, nearly 100 fewer mills in jperation now than there wero in I860 The total consumption of cotton for manu? facturing purposes hst year was 450 000, 300 ponnds, which, atthcu-urd estimait- of 100 pounds to a bale, equals 1 125 OOO bales, or nearly one-half the production of the United States. The total consump'ion in 18G8. in Europe and thc United Sta'es, wis 2,091,105,000 pounds, agaiu?t 1.97G, 520,000 pounds in 1858, and 2 284,901.000 pounds in 1859. At the present relative prices of raw colton and cotton cloth, there is no profit on the manufacture of the latter. Suffrage-Article XV. The squabble in Congress over the new constitutional amendment is over at last. On Friday the report of the Conference Committee on the amendment, recommend? ing to the Houso of Representatives to re? cede from its amendment and agree to the Senate's proposition, was adopted-yeas 143, nays 43. The proposed amendment, in thc shape in which it will now go to the Legislatures of tho several States for rati? fication or rejection, reads as follows : Be il resolved, &c, two-thirds of both Houses concurring, That the following amendment to the Constitution of the United States be sub? mitted to the Legislatures of the several States, and when ratified by three-fourths thereof it shall bo a part of said constitution. ARTICLE XV. The right of the citizens of the United States to vote shall not be denied or abridged by the United States, or by any State, on ac? count of race, color, or previous condition of servitude. SEO. 2.
