This was followed by ? a bid of one bandied dollars moro, and the j building (without furniture, fixtures or sup? plies), waa knocked down to Jacob R. Davis, agent, for the sum of thirty-eight thousand six hundred dollars. -Two important opinions wore delivered by 1 the Supremo Court ou Mon div. One of them 1 expresse* tho opinion of the court that by a i true construction of the internal revenue law, , it was not intended to tax the incomes of per- . sons other than citizens of tho Utdtod States, wherever resident, and of residents, whether 1 oitizens cr not. It also limits tho State juris- ' diction to impese taxes. Tho other decision ' holds that the income tax is constitutional, dc- < fines its nature, and lays down tho duty of as- t peet ors ks io returns of income made iu coin. , -The Gorman immigration to Now York ( bas b en greatly in excess of any other na? tionality during the past ten years, and for the last three years it has not folien far short : of one half of the total number if foreigners I who have sought to find homes for themsolvos ( in this country. During tho timo last mon- , tionedthe aggregate nnmher of Gotmiu im- | migrants foots np three hundred aud thirty , thousand. It seems that last Friday tbe entire , Chicago delegation (except two) went home to spend Saturday and Sunday, oa the plea of "consulting their constituents about tho lake front and the park measures.", Whereupon a Mr. Cook introduced on Saturday, a bill "to incorporate the Farmer8' Elevatoi Company, and te cede the City of Chicago to tho States of Indiai a and Wifccenain." which "amid roars of laughter was read a third timo and pass? ed- ay ea 76, nays 9.' Despite every pnoaution, tho contagion romains as dead y as cv or. and though it eta scarcely bo said to bu ti.oroj.s inj, its decline is hardly perooptible. . All .. e post LOU?C? are tull, lu some cac os vaccina tian seems to hare entirely lost ita power, and men, women and children with vaccine scars on their arms aa large as a twenty-shilling piece, have fallen viotims to the epidemic. Whole families havo died, but the plague spot of the State thus far baa been the town of San Juan, in Monterey County, some one hundred miles from San Francisco. Ont of a popula? tion of one thousand, four hundred were taken down with smallpox, and out of these four hundred persons, ono hundred and sixty died. -We mentioned Bomo time ago that tho celebrated Ericsson bad invented a machino for utilizing tho heat of the sun's rays. It seems now that a Frenc'nman-,vnamed Jlouchot, has been exp ur im on linc: in tho same direction. The latter bas succeeded in actually driving a small steam engine by means of thom. Aeon cave reflector is used to concentrate the sun? shine on a boiler blackened with smoke, and it is compared that in the latitude of Paris tho boat reflected from a surface of a square metre, or a little moro than a square yard, will make a quart ef water, taken at the freezing point, boil in ten minutes. By the same calculation, an t rea of one hundred square motres will fur? nish as much heat in ten hours as can be got from burning sixty pounds of coal. In tropi? cal regions, perhaps, tho amount would bo still greater. It is evident that we are here on the track of a stupendous improvement in the methods of gaming mochan io! power. CHARLE ST ON. FRIDAY MORLING, FEBRUARY 5, 1869. Grant and tne Party Hacks. Tho President elect scorns to bo falling from Radical grace; not because of what he has actually said and done, but because he has not declared that he will be the pliant tool of party, and has made no sign to ehew who are to bo the chief officers of | the new administration. This conduct may seem highly proper to the outside world, who do not desire to bo Cabinet officers, foreign ministers, or whiskey inspectors; but it is very disgusting to those who scoffed and jeered at the successful soldier until after his nomination at Chicago, and who now, becaus-3 he was nominated and is elected, claim the right to control his every movement and mark out the policy which the incoming government shall pursue. Those people make politics their trade. They made war upon the South for profit, and remained quietly at homo that their days" might be long in tho land. They emancipated the negro for profit. They nlautcd the hoc! of the negro ou the breast of the white man for profit. They played shuttle-cock with our constitutional rights for profit. And now for profit they would direct thc movements of a man whose strong point bas always been to do, right or wrong, as he pleased. To them, a ne v lease of j Radical power meant mare plunder, more place and more corruption; it being admit? ted that they might have treated the South with generous liberality if it h>d been ??ho wu that the policy could be made to' pxy. Their disappointment, then, isas natural us it is keen, when they fiud that Grant ia as dumb as the idols of the Egyptians; nor will it be surprising if they become actively indignant when the die is cast , and te cy find that Graut is disposed to suit himself without regard to party. We do not imag? ine that General Grant will have the slight? est leaning towards Democracy; but we do believe that he will choose his men because they can work with bim and he with them, and not because they arc thc pct lambs of any fas at ic ul newspaper or of any Congrea s onal delegation. Already the malcontents aro preparing lo swing the tomahawk. Some of them profess to smoke- the pipe of peace; but others growl in public, and tbe notorious Butler avows himself to bc in favor of re? pealing the Tenure-of-office bill so that errant may have full power to mako limself liable to impeachment and removal 'rom office. There is no doubt that the President elect will find more thorns than 'oses in his path; but ho may be soldier :nough to fight it out on the line of econc ny, purity and manliness, though it takes ill four summers. After all, whatever the turmoil in Wash ngton, our fight must bc made at home. .Ve are face to faco with universal suffrage. iVe have to contend against H large colored nnjority. We have to overcome as well RS ve can the crafty schemers, who would lrivc the freedmen as well as the white nen to destruction. We have no fei?r that Dougres% will meddle with South Carolina. iVc could not be more thoroughly Repnbli* janized, more thoroughly revolutionised, bau we are; and wo have confidence that he L-gi.-lAiure will act BO as lo do honor o their breeding, and prove that there is io immediate prospect of the Stato of If arion, of Ilayne, of McDuffie, of Calhoun, Dring ruled hy wisdom and Benye. But. the 'our years to como must und will work a vondrous change iu South Carolina. Tho lottom rail has been on top for loug enough. Tbe turu of the white ruoe is coining, and u regaining the position which nature gave .hem, and which no law can icng take away, hey will bo made e'roug by thc inoiease of heir commercial und agricultural prosper ty, and will be assisted by tho very freed nen who, tor 3 little while, are tempted to .ord it over us. No conceivable circum? stance, no law, no army, no musket or bay? onet oan keep the Caucasien in subjection to the African; aud when the oertuin change does come, the freedmen will have more se? curity, more protcotion and more individ? ual freedom than they have with a majority in the fi.Ms and streets, with a majority in office and &t the polls, and with a thump? ing majority in the General Assembly of the Stale. So General Grant aud bis dissatis? fied allies may war as they please at the Federal capital. Our werk ia at home, and here i-hall bo cur viotory. Tho Southern Fresa Convention. The directors respectfully announce to the stockholders, that a vacancy bas been made at their board by the resignation of ihe HOB. Al? fred Huger. Their acceptance of Mr. Hugor's letter of resignation was only iu view of their conviction that such was his earnest wish. Their high consideration and profound respect fora friend and colleague who, for twenty-five years, has shared witb them the responsibili? ties and labors of office, arc sought to be ex? pressed in the proceedings of the board at its last meeting, and theso proceedings wo ask leave to append. In concluding this report, the directors de? sire it ftp be no mere idle form of word*, when they take occasion to express their high appre? ciation of the ability and zeal of their general Superintendent and his associates. The synopsis of the annual report which wo have givon shows what the management of the South Carolina Railroad have been able to ac? complish during tho psst year. The figures and the facts speak for thomselves; but we may congratulate the stockholders upon what has been done, upon the expectation that the financial affairs of the company will toon be permanently arranged, and upon the prospect that the road will then, if tho stockholders so do?ire, be able to resume the payment of mo? derate and honestly earned dividends. WE rniNT thia morning the letter of the Hon. Alfred Huger, insisting upon the ac? ceptance of his resignation as ti director of | the South Carolina Railroad Company, and thc letter, in reply, of W. Mr. Huger had beeu a director of j the South Carolina Railroad Company for twenty-five year?, and to thoso who knew him it is col necessary to say that he dis? charged thc responsible duties of bis office with exemplary fidelity.
