They fucnish to -each other a list of bad tenants, telling how they use and iea~o the houses they occupy, how much they owe, whero they live, who they are, ?cc. The society members refuse to rent to a tenant who has defrauded any ono of their number. -At latest accounts Mr. Gushing had left Bogota for Pannma, and it wa9 expected that he wonld leave the latter place for New York by the steamer of this week. It is thought the committee will re? port aga inst the delegation and declare thom ineligible to their seats." -We see it stated"that Mr. S. N. Pike, who some time ago bought the ma mes between New York and Newark, with the expectation ot making a large amount of mosey by drainiug and iculaiming them, is now convinced that the enterprise cannot be made successful, and has paid to tho contractors for dyking them a large sum to be relieved from tho contract. It is said, also, that he was lust summer offered six millions for his bargain, which ho refused to accept. Samuel should havo remembered the old adage about a shoemaker sticking to his lost. Whiskey is his "best ho!t," as Nasby aays. -A suit has just been tried in New Orleans, involving the question whether a party was bound now by notes given for slaves before tho _ war. The plaintiff sold nie plantation, with about 600 slaves, some timo before tho war, and notes wero given as part of the price. Tho jury stood eleven for plaintiff aud one for de? fendant. Tho Supremo Court of the United States, in the case of Mrs. Gaines, a?cnt De Ia Croix, recognize, d the liability of defendant for slaves. The same point also came up before the United States Court in Texas, and was sub? mitted to a jury of noerooe, who wore emanci? pated by the war; the jury found that their own sale before the war was valid. The ques? tion remains open, however, in New Orleani. -The New York Sun says : "Wo learn that the Tribui-e Association has insured thc life of Mr. Greeley for tho handsome sum of $100,000. Thus even the death of the groat publicist, like his life, will be lo his associates a source of pecuniary benefit, for it cn scarcely be sup? posed that the property of tho Tribune can be injured to that amount by his ceasing to direct it and write for it. Indeed, if the loss of bia services were equivalent to $100,000, wo could hardly expect that his associates would consent to his accepting the dignity of Ambas? sador to London, lt is reported that tho pre? miums on this liberal insurance, amounting to $7000 a year, are to be paid in advertising. This, in few words, the record ef the past; and we should r review it now hut for the fact that thero good ground to believe that the long-cotf planters will be able to retrieve their los: and, in time, restore to the most fertile i gion of the South something of its old prc perity. The articles which wc have publish upon thc subject of tho culture of lon calton, mus-, have disabused the minds those who read them of many err?neo ideas in regard lc 'he sea-coast plantin We think that it was shown conclusive that fortunes were made by the culture long-cotton, and that the planters wou have been able, even with free labor, make some little profit, but for the increa ed cost of articles of necessity, the expen: of living, the purchase of implements ar stock, and, above all, (he low price at whic the staple sold. And in reg..rd to the ca erpillar, the letters to which we refer ha\ shown 'bat the insect was made dangerot by seasons, i.'.e like of which had not bee known for more than half a century, an that, even in the face of unfavorable set eons, a fair crop may be obiained if ia cotton is thoroughly cultivated and mad to mature early by the liberal use of fei tilizers. These being the facts, wc mo fairly hope that the seasons this year wi not bo as abnoimal as those of 1SGC, 18G and 18CS. They are nu extreme in their views, they do not ask foi much, and our business men should go m far as they can to help them. Sympathy and generosity are not 1 business principles; but, even aooording to the airicicst commercial standard, it will be wise and prudent, in bur opinion, to gire to the planters of long-cotton such ac commodation as is actually necessary to enable them to plant' anether year. They expect and ask no more. To the General Assembly. We print, this morning, a memorial to the General Assembly, praying that the bill to confirm and make valid the recent municipal elections in this city may be re? jected, and the case allowed to remain sub ject to the decision of the courts of the Statp, where it properly belongs. Tho me? morial is calmly and temperately worded, and is clear and plain in its declaration of reasons why the prayer of the petitioners should be granted. It was signed yester? day by a large number of persons, but, as it is deEic-^d that all classes should have an opportunity of attaching their names, the memorial will not be forwarded until after to-day. A copy of the memorial for signature lies in THU NEWS' office, and it is requested that all persons who aro interested in the well-being and security of Charleston, and have not signed the paper, will do so this morning without fail.
