The captain of police shall establish rules and regulations for the government of tbe police force, subject tn the approval of tbe Mayor. SEO. 12. The qualifications of tho regular police n-en and night policemen, or watchman, shall be as foll 'Ws : They shall bu citizens of tho United States; shall have been citizens of Charleston for at least one year previous to appointment; they shall be of Bound health and vigor, of temperate and indus? trious habits, cleanly in person, courteous in man? ners, respectful to their superiors, and disposed to bo zealous in the servico; thal] speak and write ihe English language* be not lesa than five feet eight inches in height, and shall be recommended by three responsible citizen?. SEC. 14.
