ARRIVAL OF CAPUCHIN FATHERS.-The Ga? zette, for this weok, says: "The Diocese pf Charleston has boen favored within the past week by tho arrival of two missionaries of the Capuchin Order from Europe. These reverend gentlemen are kuown by their religious names. Father Louis and Father Patrick. This is the first mission that tho Capuchin Fathers have ever accepted south of Mason and D.xon's line, and we may esteem ourselves fortunate that tboy are thus about to make their begin? ning ia tils diocese." A NEW THEATRICAL COMPANY.-Mr. Temple? ton is to hive a rival for the favors of tho Charleston public. Mr. J. T. Broadway, we are told, is thronged with troupes who look as if they bad stepped from the canvas of Watteau and Poussin. The pannier is now firmly established in its reign. Some tunics looped at the side are still to be seca, but most are arranged "ea pannier," and ornamented in the back with a largo bow aud sash ends. The hats and boonats, still more diminutivo, and bearing the nantis of Recan? - ier, Ninon, and Tostee, are in admirable keep? ing with the prevailing styles of dress aud arrangement of the hair. The ohigaoa bas re? solved itself into a "couronne," composed of j innumerable bands and puffs. A GENOTNS EU-KLUCKKR.-Two years ago an account of the hauuting of the ruins of tho Circular Church by iavisible spirits was pub? lished in TaB DAILY NEWS, attracting uni Tersal alteration, and creating no little con? sternation among tho believers ia tho marvellous. The epirits wore said to annonc?e their preseuce by wild and un earthly ohrieks, hideous booringa, aad other direful sounds, which wero invariably heard in the dark and sol emu hours of tho night, and were said to ba most intensely horrible at and about the witching hom* of twelve. Those dreadful noises have continuo! ever since, but it has never beon again noticed iu priui, and cousequ?ntly tho sensation has died out. Proceedings of the Board of Aldermen. FIFTH DAY-FRIDAY, NOV'R 20, 1SG8. Tho Boird met at eleven o'clock, fourteen members being present. Wm. lt. Miana*, manager of tho second pre cinct ot Ward No. 3, was first examined. He testified that the chairman, Mr. Slawson, gon erally administered the oaths, and that hof'( wit? ness) had done so. The chairman of tho board and the clerks were duly elected. The clerk, he believed, was sworn. Did not hear any manager say to persons applying to regis? ter that it was not necessary to give their res? idences. Cross-examined: Witness and Mr. Sla.vson ouly were present at tbe first meeting, thc third manager refusing to servo; did not seo Mr. Wright, who took his place, until the first day of the goncral election; no minutes were kept. Cross-examined by Mr. Dower.: Witness identified the return 6huwn aim, which had be;<u signed and liad been carried to tho Mayor by the chairman; it way unsealed nt tho tims and was afterwards sealed by tho Mayor; the three manigera were present; "after the mana? gers had taken in thc return the.Mayor said the law directed it should come in in a'seaU-d onvelope; the Mayor got an envelope; placed the return in it, directed it to himselt. scaled it up, and placed it iu a box on thc table; wit? ness saw tho envelope sealed up; tho box con? taining tbe ballots was delivered to thc clerk, and the uext morning handed to tho Mayor with the return. Witness also testified that ho did not know that the return was signed by Mr. Slawson; tho registration book was soul in; no pol. book was kept; the names of voters wer J only che -ked off on the original registration hst aa they came up aud voted. Mr. H. Slawaon was then examined. Wit noss deposed that he signed as chairman any pap?r requiring his signature; thc clerk was sworn; did not sign the return as chairman because he thought it should bo signed by all thc board as managers; no minutes ?ero kept. Witness identified the return shown as tho oue signed by him and handed in to thc Mayor, a id confirmed the testimo y of tho preceding witness as to its sealing by the Mayor at tito request of him, Slawson. James E. Wright, one of tho managers of tho Second Precinct, Ward 3. was then ex? amined. Witness deposed as to tho organisa? tion of tho board, and that he was sworn; wit? ness also said that DO poll list was kept., hut the nameB were checked off on the registra? tion books; more than seventeen names wero checked off iu excess of tho number of ballots in tho box; two double ballots wore destroy cd; the rest wore put back in thc box, wh eh was thou sealed; a number of votes were challeng? ed, witness objected to a colored roan who of? fered to register, becauso he lived outsido of the precinct, but the other managers admitted bim to registration; witness knew that the col? ored man did not hvo in tbe precinct; all thc challenged votes wero counted; some Bailors who offered to swear that they wero quaiidod were refused registration; wituess test ti jd tbnt tho other managers held that no man who was registered could bo challenged when ho of? fered lo vote, and no challenges were a' lotved; witness did not know of any voters boiug prevented from voting by physical force, but some were threa'ened; witness was ordered by one of the special deputy constables to move the ballot-box into tho light so that ho cou!d s?o il; tho man relerred to wore a badge, andsaid he was sent by Sheriff Mackey to superintend the conduct ot the managers; the constables would not allow thc managers to ride in a carriage to tho Guardhouse with tho ballot-box, but were told by thc constables that they must walk; they, therefore, walked, followed by a large number of mm; Ibo so called constables wero armed with clubs; they said they were acting under tho orders if the sheriff, and that they would seo that witness did nothing wrong, and that he, witness, bad been doing wrong all day. This witness further testified that some of thc managers told person* applying to regis? ter that it was not necessary for them to sta.s iu whose houses they wore living, and that no oath was administered to any ono ou tho se? cond aud third days of registration. H. Slawson was'then recabed and testified that the oith was omitted becauso most of the voters had previously taken it at tho gene? ral election. W. H. Mishaw, recalled, confirmed tho testi? mony on this point, and said that ho did not know that the deputy constables interbred with the election in any war. B. Howard, a manager of Ward No. 3, testi? fied tbat he was only at the poll the first day of registration, and that he empowered the clerk to attend to his duties on the other two days. The witness identified the return, and swore that the election was conducted byhim solf and associates to the best of their ability and under the sanction of tboir oath-. J. B. Patrick testified that tho clerk acted as manager two days, and was never sworu, to his knowledge. R, Howard, recalled, identified tho box of his precinct by a seal, and also identified tho key of the box. john Davis, manager of First Precinct, Ward 4, was sworn; identified tho box of his precinct. Charles W. Grates, chairman Board of Man? ager?, Second Prochvt, Ward 4, te tided to tho correct conduct of tho election of his pre? cinct, and identified the box. John B. Maurau, manager of Second Pre? cinct, Ward 1, confirmed testimony of Mr. (i raves. Hutton Lr.c, Esq., sworn : Was a manager of the Second Precinct of Ward 4; ho testified that one oolorod man was allowed to register against his protest, wbo swore that ho lived at No. 5 Gadsden-8treot, when it was proved (hat he did not live there; otherwise tue election was, he thought, couducted {airly at bis pre? cinct, far as the manap is were concerned. J. A. Quackcabush sworn: Acted as manager of Third Precinct of Ward No. 3. The exami? nation of thia witness elicited nothing of striking interest, and at tho conclusion of it Council adjourned.
