She was willing to furnish the principal for that purpose, and accordingly en? closed two cents, which she requested should .not be deposited to ewell the conscience fund but should be placed at interest for the liqui? dation of tho public deb t -Bismarck, the energetic Minister of Prus? sia, is accused by the French papers of havin" fomented the revolution in Spain. The funds at the disposal of the insurgent generals, i tis stated, were advanced by Pru-sia, who raised the means in London and Cadiz, from the se? curities transfe rred about a year ago, by Italy, in payment for needle guns. The proceeds of this latter transaction in the money market en? abled Mashal Serrano to settle the claims of the troops, whose pay had long been in arrear, and thus to enlist the sympathy of the Spanish army in the insurrection. The white people of this State will su port the civil authorities in such measur S3 may be necessary for preserving t public peace, and will discountenance ai condemn all violations of the law. Th they will do, because they assert and mai tain the principle of equal and even-bandi justice for all men; not because they are ii sensible to the provocations which th< have been oalled on to endure, or becaui they are willing to allow the negro to ric rough shod over them. They look to tl law for their protection, as well as for the vindication, when insulted or wronged; an if they arc ever convinced that the law, t now administered, favors the one race r the expense of the other, and that what is crime in the white man is not punished a a crime in the negro, they cannot be rea sonably blamed if they are tempted t constitute themselves at once judges an executioners. We stale these facts for the reason tba it is noticed that large rewards have bcci offered for the apprehension of the murder ers of the negro Randolph, and that tw< white men have been arrested for complicit] in the murder of the negro Nance; while wi have no knowledge that any attempt has beei made to arrest the negroes who attempted tc assassinate a white man at Newberry oi Sunday, who seriously wounded a whit< man at Clinton on Sunday afternoon, oi who assembled in Columbia ou M on da j with the avowed purpose of taking the liff of a prominent colored Democrat. We dc not assume that Governor SCOTT will so far prostitute the high functions of his office as to hunt down the white man and allow the negro to escape. We expect that he will be impartial and just, and assure him that he will be supported by the great mass of the people of the Stat? in keeping the peace and repressing disorder, as long as he is upright in his official conduct, and gives to the Re? publican the same indulgence, and no more, whioh is given to the Democrat. We also desire to call the attention of Covernor SCOTT to the obvious truth, that violent and incendiary speeches have muoh to do with he troubles which now distract our usually quiet State. If the white peo? ple, goaded on by a myriad wrongs, have sometimes been at fault, the colored people have been at fault infinitely more often. The Republican speakers, whether they meant much or little, have used language that would have fired the heart of a stone, and it was only a day or two before his death that Randolph told the citizens of Abbe? ville, that if they did not take heed the torch would be applied to every house in the village occupied by white men. These things must be repressed if we are to have peace; and they can be repressed if Gov? ernor SCJTT and the Republican leaders will use their influence for that purpose. It is not sufficient to punish the crime; as much of the exciting cause as can be reached should be removed. This must be done apon the principle that the colored man and Republican are to bc judged by the laws which govern the white man and Democrat; and that moderation and quiet on the part of the whites will be utterly unavailing if the negroes are en? couraged to deliver exciting harangues, whose natural sequence is conspiracy and assassination. This is the maxim which will, we hope, guide Governor SCOTT in dealing, officially and personally, with the two races. No other line of conduct can secure to us that peace and security which we so earnestly desire. The Weitem Trade. The establishment of a line of steamships between this port and Liverpool, is another step towards securing that Western trade for which the cities of Virginia are fighting so industriously. We need not now dwell upon the natural advantages of Charleston as a port, or its excellence as a market; but taking Nash? ville as a starting point, it is hard to see how Norfolk or any other riparian town can hope to compete successfully with this mar? itime city. A correspondent of the Nash? ville Banner-, a few day9 ago, touched the quick of the subject, in saying that Nash? ville is two hundred miles nearer to Charles? ton than it is to Norfolk. Corn shippers have already found this out, as is proved by the immense quantities of grain already sent to this point. Then, ngain, cur through freight arrangements willi the West are compact and complete. The "Green Line" cars bring freights from tbe West to Charles? ton without break ef bulk; ami economy and vigilance enable our roads to bring corn from Nashville to Charleston for thirty five cents per bushel, while the charge from Nashville to Norfolk is forty-seven cents per bushel. It seems evident enough that our mer? chants and railroad men are determined to meet enterprise with enterprise, and pro? gress with progress. They are well aware of the fact that the local trade will not sup? port Charleston, and will go as far to ob? tain and retain the through trade of the West as the representatives of any other city can go or have gone.. The business belongs to us, and ia time we shall have it, whatever the difficulties now in our way. WE PRINT this morning a proclamation of Governor SCOTT in which he appeals to the "law abiding people of the Sute" to aid him in his efforts "to maintain the supremacy of the law and the rights of the people,"' and says chat, if the rights of every citizen cannot be protected and vindicated by peaceable means, he will be compelled "to arm and organize a sufficient force of loyal citizens" to overcome resistance to the officers of the law.
