No quorum being present, an adjourned meeting will bo called to-morrow night. CHIEF JUSTICE WILLARD.-The Chief Jo?' ce has announced to the Bar that he will hold Court every Tuesday and Friday mornings, Jrom 10 to ll o'clock, to attend to such busi? ness as may come under his jurisdiction. LEGISLATIVE AT.DERMF.S.-Aldermen Mc? Kinlay and Adams, the first of whom is a mem? ber of the so-called Legislature, and the latter the Chaplain of the Senate, were present in their seats in Council last night, for the first .time in several mouths. A NEW KING-STREET PLANK BOAD.-By re 'ferenco to the proceedings of Council at last night's meeting, it will be seen that it has been -determined to construct a plank road in King street, from Vanderhorat-street to Shepherd . street, provided that the City Bailway Company boars one-half the expense. THE COURT OF EQUITY-CHANCELLOR LE -SESNE, PRESIDING.-OCTOBER 6.-This Court met yesterday at ll o'clock, and after hearing .a few motions of course, was, at the request of the Bar, adjourned to Wednesday tho twenty? -first instant. Chancellor Lesasne will hold .Court in Chambers every Tuesday morning at .11 o'clock, to hear motions. THE MAGISTRACY.- It is understood that not . withstanding the recent appointments of magis? trates by the Governor, there will be no inter? ference with those now in service. Most of :these gentlemen were elected by the Legisla? ture of '66 to '07, for the term of four years, .which will not expire until 1S70, and they will ?continuo to perform the functions of their . office until that time. BASE BALL.-Attention is directed to the -monthly meeting of tho Alert Base Ball Club ?this evening, at the Victoria Hotel. The section of the Toad leading from this point to the Northeast? ern Railroad depot, through Washington-street, is the mo3t needed, as . the travel is heavier, .and the streets in a worse condition than in. other portions of the city. COMPLIMENT TO EX-MAYOR COGSWELL.-City Council, last night, adopted the resolution offered some time ago by Alderman Wbilden, to give the wife of Col. Cogswell, late military Mayor of Charleston, tbe sum of $1000 from the City Treasury. This is intended as a com? pliment to Col. Cogswell for his vigorous ad? ministration of city affairs, and ss a reimburse? ment of such extra personal expense a J he was . pat to by his position as Mayor. SUNDAY TRAVEL.-Alderman Weston, colored, seized with a fit of Puritanical piety, offered a resolution in Council last evening instructing . ?he President ot' the Street Railway Company to cease running the cars on Sunday. Fortu? nately the resolution found no supporters. If the street cars were stopped on Sunday many good people would be prevented from going to ?church at all, or at least would be compelled to ; attend churches near home, while they might prefer to attend others at a distance. ANOTHER MUSICAL TREAT IN STORE.-We ' learn that the congregation of St. Patrick's - Church will, in a few days, offer to the public a rich musical treat, in the shape of a sacred . oratorio, designed to defray the expenses of the late improvements to the church. Cur . toni's Mass and Foirotim's Composition, will be among the selected pieces to ho performed ' .by Professor Eckel and an able corps of ama? teur performers. The oratorio will take place in about two weeks* time. BR OT AL OUTRAGE.-A man named Murphy, who arrived in the city a few days since from - Aiken, made a liberal display of his green? backs in Bogard-street yesterday morning. While ho was under the influence of liquor his companions endeavored to rob him, but he fought lustily, and although he was terribly cut up. his noise hoing split .open and his face seveie y pommelled, he made his escape. The names of his assailants are known, and he-will take out a warrant for theil arrest. REGULAS MEETING OF CITY COUNCIL.-Pre 8enl: The Mayor, Aldermeu Cunningham, Lind? strom, Adams, Weston, Wall, Olney, Whilden, Voigt, Howard, McKinlay, Potter and Moore. Tho min?tes of the last moeting were read and confirmed. The petition of Robert Brodie, owner of pro? perty on Market-street, asking compensation for land taken by tho city in the widening of the street, wa3 referred to the Committee on Streets. Sundry petitions, to be allowed to take out a three months' license for horses and drays, were referred to the Committee on Lico sea. The petition pi the Marion Fire Engiuo Com? pany, asking for aid to perfect needed improve? ments Ia tbeir house, was referred to thc Spe? cial Committee on tho Fire Department. Tho petition of the Hope Fire Company, asking an increased appropriation for tho same purpose, was referred to tho Committee on Public Buildings. Sundry applications for licenses were referred to the Committee on Licenses. The return of tho City Sherill for the past month, showing receipts of $2089, was received as information. The petition of Jas. Melvin, City Scavenger for tho Upper Wards, asking for increased pay, was referred to the Committee on Streets. Alderman McSinliy, from tho Committee on Steam Engines, asked for further time on tho petitition of A. Habenicht co erect a steam en? gine on South Bay. Granted. Alderman Potter, from the Committee on Public Institutions and Buildings, reporloJ in favor of granting four hundred dollars for re? pairs to the Charleston College, tho sam 3 hav? ing been requested by Mr. Daniel Ravenel, Chairman of the Board of Trustees. The Committee on Streets reported on tho petition of certain citizens asking for a plank road between Vanderhorst and Shepherd streets, that the same be granted, provided tho City Radway boar one-half the expense. Adopted. Alderman Lindstrom presented a report on the extra work done on the new engine houses, showing that tho same was authorized by tho City Engineer, who requested thc contractor to communicate with Council. This was not done, and the vote being taken, Council decid? ed not to pay the bill. The Committee on Licenses reported favor? ably on sundry applications. Adoptod. The Committee on Brick and Wooden Build? ings reported unfavorably on tho application of Mr. MicheL Adopted. The Mayor stated that, in view of the ap? proaching election, and tho necessity of rely? ing on themselves to preserve order, it would be advisable for Council to authorize the em? ployment of a special police. On motioD, the Mayor was empowered to make the selections. The following hill was passed to its third reading, and its title ordered to be changed to that of an ordinanoe, and engrossed for rati? fication : A DILL to provide for the liquidation of inleron and arrears of iutercst on the city debt to 1st October, 1868. SECTION 1. Beil Ordaincdby the M tyor and Aldermen tn Council asscmoled, That tlioro shall be issued to persons holding stocks of six per cent, bonds of the city, and entitled to re? ceive the interest thereon accruing on the 1st day of October, 1863, stock obligatory on the corporation; tho said stocks, or certificates thereof, to embrace for each person so entitled all interest and arrears of interest duo on the said 1st day of October, to bear internst at tho rate of six per cent, per annum, payable quar? terly, and to be redeemable in thirty years from date : Pro vi led, that no part of said stock shall be issued for any sum less than twenty dollars, or for any fractional part of a dollar : Provided, also, that all such quarterly interest and ar? rears for loss than twenty dollars and for frac? tional parts of a dollar shall bo paid in city bil's or United Stales currency, at the option of the city : And provided further, that any person bona fide holdmir stocks or six per cent, bonds on said 1st day of October, upou which interest has accrued, shall have tho privilege until the SOth day of November next of discounting such interest, or any part thereof, against taxes due by them to the" city on said 1st day of October, and may receive any balance in his hivor in new stock, according to tho atnouut thereof, in manner aforesaid. SEC. 2. The form of certificate and mode or transfer of said stock shall be subject to tho same regulations as now exist in relation to other stocks of the city. The motion of Alderman Whilden that Coun? cil place $1000 to the credit of Mrs. Col. Cogs? well, which had been lying over since July on account of the absence of a money quorum, came up tor consideration, and the ayes and nays being called for, resulted as follows: Ayes-The Mayor; Aldermen Potter, Cun? ningham, Weston, Olney, Whilden and Mooro -7. Nays-Aldermen Lindetoin, Adams, Wall, Voigt, Howard and McKinlay-6. The Mayor gave the casting voto and th3 re? solution was adopted. Alderman Weston offered a resolution, that, for the botter observance of the Sabbath, the President of the City Railway bo directed to cease running the carson that day, commen? cing on tho 11th. No one seconding the reso? lution, it fell to the ground. Aldermen Olney offered a resolution that hereafter th? regular meetings of Council be held at 7 P. M., which was adopted. Bat for the fact o : the train running slowly, in order to stop for wood aud water, a most serious accident would have occurred.
