A meeting Of a number of the prominent citizona and tax payara of the city waa held at the Hibernian Hall yesterday afternoon. Ur. Daniel Ravenel was called to the chair, and General Conner ?ta*e i the objects of the meet? ing. He said that there was hardly a. man present who did not realize the anomalous and perilous condition in which the community was living. . lhere was not within the State a single court organized for the trial ot offend? ers. The municipal authority was, by its own confession, powerless.. Every pro fee tion which the law formerly afforded was swept away, and yet at the Bame time a 'large portion of the population was actuated'by a spirit of lawless? ness, and incited by bad men to deeds of vio? lence, in order that political-capital may be manufactured to 'inn ie nee the .Presidential election. Nothing but the forbearance' and soli-con tr ol of our people had thus far arrested a conflict. The evil was clearly apparent. What .-waa..the appropriate remedy was not so clear. A few gentlemen had endeavored carefully to consider tb^e question. The wisest course that they could suggest was that a number of the res? ponsible and influential members' of the com? munity should address their fellow-citizens, setting forth truthfully the dangers which threatened them, counselling forbearance, and yet earnestly advising them to prepare them? selves to protect their persons and, property; and that the Hon. j. B. Campbell should be request ad, on behalf; of his fellow-citizens, to present the address to the President of the United States, and request him to take such measures for the preservation af the public peace as in bis Judgment may be deemed proper. ' General Conner then read the address which had been prepared, and which, on motion, was adopted and signed by all present, and ordered to be published. Copies of the address are left at the office of TBS DAILT NEWS, Mercury and Courier. All of our fellow citizens who are. disposed to lend their aid to the preservation of law and order, are invited to sign the address. ... A NzwspjrzB THIEF nt LIMBO-A WABKLVQ TO OTHEBS.-Yesterday morning one of the po? licemen while walking his beat in Queen-street, discovered a small negro boy in the act of ab? .traoting a copy of THE DAILY NEWX from under a doorway. This is a deserved punishment, ' as .these petty but annoying thefts are much too frequent. The loss of a morning paper is apt to disturb.' the equani? mity of a whole household, and cause the irate head of the family to hasten to the publication office,-whero he fills the air with complaints against the carrier. Newspaper ?amere are | not uifalliblo; but those employed br THE NEWS are under BO strict s disciplino that they are rarely guilty of . negligence.' Complaints are sometimes madelat the office; but the loss of the paper can gen orally ~be traced to some pf the black . and w hi te. ja venile thieves wh t fol? low the carrier, and by means of a bent wire abstract tbs papers from under doors, and even from letter boxes. II more of the thieves could be arrested the readers of THE NEWS would have leas cause to complain. ? i-??-i COTTOX SI FLORIDA.-The Tallahassee Flori dian says : The weather is still unfavorable to this crop, and we fear it will be cut short in thia enanty.
