THE STAB .SPANGLED BANNER RECONSTRUCT?
ED.-Among the ceremonies pf the 4?h, men?
tioned in IEE NEWS, was the raising of a new i
garrison flag to the staff at the Citadel, when
the .midday salufe was fired. Those persons
who wore accustomed to the sight of the flag
-in nae since General Sickles'administration,
will remember thai the unreconstructed States
' were represented on the blue union by stars
placed in the corners and separate from the
"fcrooly loiL" The new United States flag was
evidently made on a reconstruction basis, as
the thirty-seven stars are In the same social
relation, which they held in the days when se
. <xaaion was but a dream.
DETENTION ON THE STREET RAILROAD.-Yes
terday,.'ab?ut one. o'clock, while a truck with a
heavy piece of granite was passing the curvo
at the corner of Wentworth and Meeting
, -streets, the chains Rave way and the stone fell
upon the. track, obstructing both routes. The
-cars from each end were compelled to wait
nearly fifteen minutes before the track was
.cleared; but the lost- time was soon regained,
and the cars all running on the regular sche?
dule time. '
Thenew freight car of the company was em?
ployed-yesterday- in carrying hay from the
Broad-street terminus to the stables, and the
number of bales taken at a trip showed the
saving that had been made in tbe item of
drayage. On each trip to the stables the
-brooms were attached to the wneels, and the
'track thoroughly cleansed of dust.

preamble and resolutions were then adopted.
A motion to. memoralize tbe Legislature to

distribute the same in the following proportion, vii:
Thirty-three and one-third per cent. (33H) of said
profit to the shareholders in rates to the amount at
the credit of their respective shares.
Sixty.ni and two-thirds per cent <S6&) of said
piont to the credit of the shareholders in rate? to
the amount of their purchases at the store of the As?
sociation for the quarter then ending.
It is provided, however, that all such dividends
shall be passed to th? credit of their respective
shares until the full amount of two hundred and
sixty dollars be paid in, and then such shares shall
bs cancelled, the dividends tobe paid by the Board
by droits 'upon the Treasurer.
The advantage of being a shareholder in this Asso?
ciation is evident, and can only be surpassed by the
anticipated success of the future.

Low water In steam boilers is no unusual occur
reuce. Imminent danger frequently arises from this
cause, and it cannot be too forcibly impressed upon
the minds of engineers, that there is no part of the
apparatus constituting the mountings of a boiler
which requires greater attention than that which sup?
plies it with water, lu a properly constru? ted boil?

exposed, accidents can never occur from this cause.

boiler becomes short ol water, the first thing usual?
ly done is to put the feed pump in action; this cer?
tainly remedies the deficiency, but increases the
danger, and may lead lo the explosion of the boiler.
