The census of 1864 of the States now forming the North German Confederation gave apopnhtio? of 29>S0O,1X)0, and the Bund, an? ticipating au increase in three i years, which would bring the number of inhabitants up to 30,100,000, asked and obtained from the first Reichsrath an appropriation for an army of J J 300,000 men, or one per cent, of the estimated j population as prescribed by the constitution. Though the infantry regiments were numbered J from 1 to 109, three were not organized, but were to be filled up after the census had been taken. CHARLESTON. WEDNESDAY MORNING, MAY 20, 1868. The >ew D?mocratie Platform. GEOBOB WIXEEB, the editor of "Wilkes' ' Spirit," has been in Washington for some weeks past, and is deep in the plots and counter-plots of the politicians. The fol? lowing extract from the leading editorial in the last issue of his paper is evidently from his pen, and in view of the recent develop? ments at Washington, possesses peculiar ? significance : "We know what we speak of, and we say [- au th ori tati vely that the Democratic platform will he so amended as to recognize the na? tional progress of the last seven years, and to suit the progressive temper of the time. On the fourth of July next that programme will he enunciated in Tammany Hall, in the City of New York. Its main planks will be a denunciation of the principle of human slavery, and an. acceptance of all the legis? lation of the period on that subject ; the repudiation and extinction of the Confede? rate debt; the equality of all men before the law- and impartial suffrage. It is shrewdly calculated that in view of such a : programme, the alienated Democratic ele? ment, which now oonBtituteathe Republican majority, having become disgusted with a party which is incapable of government, or even of defending its own life, and perceiv? ing, moreover, in other and vigorous hands, a platform covering their old principles, will at once flock to the new standard, and leave the Republican party to sink to rain. This is a plausible couoeption, and will be sure to win if AHDBXW JOHNSON is acquitted ; ihougb.it is not so certain that the Democratic party, after having profitted by the treach? ery of-F>88KBDBN & Co., will choose to win with Republican traitors at its head." "Recognizing the national progress of the last seven years " means a final surren? der of the Southern States to the behests of | Radicalism. ; We shall see. New S orr ela. NOT WISELY BUT Too WELL. A novel by the Author of Cometh Up as a Flower. New . York : D. Appleton & Co. Charleston : John Bussell. The author of these two novels ie certainly a clever woman in her way. We doubt whether any of our readers would like that way to be characteristic of their wives or sisters, 'bat, such as it is, it cannot be denied ae her due. But her genius is decidedly of the flesh, fleshly. "Cometh Up as a Flower" was a very nasty book; bot its successor far outstrips it in that attractive quality. What Mr. SWINBURNE is among poets, what "the girl of the period" typifies to the "Sat? urday Review" among women of society, rth'eauthor of "Not Wisely but Too Well" is among the novelists of the day. More obtrusively sensual than "Onida," more coarsely unscrupulous than the author of j "Guj Livingstone," she has imitated those writers, without acquiring the pictorial power of the one, or the epigrammatic vi? vacity of the other. Her books will be at? tractive to a' large class of readers because of theirsoarceiyveiled sensuality, and they will be read by others for whom that fault is atoned by a certain tawdry cleverness which' is nat, without its merit. There is not mach difference in style and material between the present novel and its prede? cessor. Both depend for their interest on what .the author calls "love," but which may be more fitly designated ss passion, or by a still more suggestive name, in its most fleshly' and sensual form. She rings the changes on this intereoting theme with mar? vellous variety of illustration. The hero? ine, Kate Chester, is, to borrow tho author's description of another character, "the sort of woman about whom Mr. ALGERNON SWI.V DURNE would write pages of magnificent uncleanness"-a feat, by the way, which the author contrives to accomplish very suc? cessfully herself, excepting the magnifi? cence. This interesting young person who is described with great gusto as having "fuzzy hair and green eyes" meets the military hero who is to play the Othello to her passionate Desdemona, at a dinner party, and straightway '-'it falls out that they fall in" lore with each other, the lady, however, considerably in advance of the gentleman, as ladies of that sort very often are. This gentleman,- Colonel Dare Slamer, is one of the most unmitigated scoundrels we have ever had the pleasure of meeting, even among the muscular heathens who hare been of late the fashionable heroes. The author, we must admit, confesses that he is rather wicked, but in that style which inverts the famous phrase, and praises with faint damning. The effect of his appari? tion at dinner-table upon our green-eyed heroine is to moke her betake herself next day to the woods, where she soliloquizes after this fashion : "Oh, such a minute as that would overpay centuries in hell !" "If I could only have Dare all to myself for just one month, and then to die and lire in tortures for all the countless ages ol' eter? nity, why I'd doit this second!" And so on for pages more of frantic passion, cul? minating at last in a proposal from Dare that she should elope with him, regardless of his own trifling incumbrance of a wile, which proposition, howerer, she rery consis? tently rejects. We cannot follow her and her pleasant lover through their rarious adren tures. Suffice it to say that after a long separation, during which Dare goes more rapidly than ever to the bad, and Kate keeps her hand in by flirting desperately with every available man, they are both finally dispatched to a more appreciative world, Colonel Stamer being thrown from his drag, and djing with Kate's hand in his and the'apparently gratifying convic? tion that he is "too late" for Heaven; and Miss Chester turning Sister of Mercy and passing away in the odor of the purest chas? tity and sanctity. We have said that the book is cleverly and vigorously written. ? Of its merits as a domestic story our readers can judge for themselves. FAIRFAX, OR THE MASTER OP OBEENWAT COURT. by Jobn Esten Cooke, Author of "Surry of Eagle's Meat," "Virginia Comedians," Ac. New York : G. W. Carleton A Co. Charles? ton : John Russell. ' Mr. COOEE is a thorough spider in his fac? ulty for spinning a yarn, and, as a book is a book, there should be no complaint if the author of '?Surry" manufactures half-a dozen novels out of thought, information and constructive power not more than suffi? cient for one. Fairfax is a case in point. The plot is grotesque and queer in the ex? treme. Wizards, gloomy barons, French dancing masters, fair young maidens, Lamicc, Christian big-injuns, savage half breeds, secret panels, mysterious packages, blood, thunder, duelling and desperation, are thrown into the cauldron, stirred with a pen and spioed with ' genuine love for the grand old Blue Ridge and romantic Mas sanutton,-the result is what is described, in the circular kindly sent tc the press by the publisher of Fairfax, as : "A picture of wild life on the border, the superstitions, adventurous incidents, Indian combats, pas? sions, habits, manners, &c, of the period." The humor is strained and unnatural, the incidents are ingeniously absurd when in? tended to awe, and exquisitely solemn when intended to be funny. Yet the book is not a failure. Two heroes and two heroines are killed fraternally in. the last chapter, the last left hero becomes George Washing? ton, and the book concludes with a quar? tette of epitaphs, the last of which is writ? ten on himself by the "Saviour of his coun? try." The book is interesting; but its in? terest grows but of the discovery of how far it is from being what the author inton? ed it to be. Mr. COOKE had better try again-to live without -writing novels.
