WEATHER FREAK.-The sudden gust that oe curred yesterday morning, besides hurling the ^nst in every direction, WAS attended by an un expected and very disagreeable change in the temperature, the thermometer having fallen many degrees in a few hours. SARGENT.-Owing to the disagreeable weather . of last night. Professor Sargent exhibited the .wonders of his art to a comparatively small audience. A fine set of cottage furniture had . been prepared for the principal gift, bm this part of the programme was postponed on ac . count of the slim attendance, though each ticket given was considered as one in the list of chances. A Spaniard, who got a little high, endeavored to explain his position in broken English, but .only succeeded in getting himself into the guardhouse. $10 was asked for ?.lie entertain? ment furnished. A negro, who was caught trespassing on the premises of a citizen, was ordered to be locked up fir fifteen days. A public spirited citizen, who undertook to ?lay the dust without the necessary license, paid the city $5. A smoker, who transgressed the rales", made and provided, and puffed his cigar on Adgers wharf, lost $5 by the transaction. Two sots, who made then* beds in the streets, .were each fined $15 for their want of refine? ment. Ashley, a Radical member of Congress from Quio, aud known to thc country as a sort of Grand Tycoon amen? the President's im? peachers, filled the Ciub House last evening with a colored auilk-nc: to its ulmos; capacity. On the stand were Genera! Scott, G?nerai Gur? ney, Colonel Willard. Maj T J. B. Denni.?. Par? son French, and ?onie cf tho nominees on the State Republican ticket. T?e chairman and secretaries were < olored men. From the style of Mt. Ashley, his epithets and adjectives, his thoroughly sand-papered and thread-bare arguments, Lis anecdotes and invective, it was evident that he intended his speech to bu appreciated only by his audience, not by the public. It ras further apparent, from the manner ol the speaker, that he was disappointed in not seeing more than a dozen or two white men sprinkled in the audience, since it compelled the frequent exertion of | making L imself known as the real, genuine Ashley, member ot Congress, and author of everything that has glorified the colored man since he became an "idea of the Republican party.*' He also took occasion to state that his grandfather was born in eight of Charles? ton, and that ho himself was a Virginian, which necessarily made him virtuous and proud The two points of Mr. Ashley's speech worth going upon the record, are : 1. "I expect to see the day when a colored man will be elected to Congress; and whon it is done, I intend to vote for the first black man there as the Speak? er of the House.'' (Immense applause and sen? sation.) 2. "The convention at Baltimore, after the nomination of Mr. Lincoln, selected a Southern man for its vice-President. That was another blunder, which at such an hour waa a crime. There was no excuse for it. There never has been and never can be an apology for it. They deposed a man tried and true, and put in bis place a man whose utterances and whose life had been infamous. HT. Lincoln died by the hands of an assassin. Whatever the future may de ve lope concerning the knowledge of the man who occupies the Presidential chair regarding the event, be? fore or after the fact, you know, and I know, that if Hannibal Hamlin, or any other true man, had been vice-President of the United States, Mr. Lincoln would not have been assas? sinated !" Be it enacted by the Mayor and Alder? men of ChtrUttm, in City Countil autmblei, That from and after the ratification of this ordinance, thc office ot SuperinUndents of streets be, and tbe same is hareby abolished, and the duilsa performed by them in removing the dirt, filth, garbage or other offal from the streets, lanes, alleys and open courts of the city, together with sweeping, ?raping and cleansing the same, shaU hereafter be let out by con? tract to the lowest bidder, in the manner hereinafter provided for. Sac. 2. It shall be tba duty of the Clerk of Council annually, and at tho same time he advertises the va? cant eily offices, to caR for proposals to do the afore skid work, and the proposals received shaU be by him referred to the Committeo of City Counc? on Contracts, who shall open the same, and report thereon to Council. Each proposal must Bpecify the particular ward or wards offered for, and be ac? companied with the names of the persons proposed as sureties to the contract bonds; and tho City Coun? cil may, in their discretion, let the same by one or more wards to Individuals, or give the contract to one pera', n for all the wards In the city. SEC. 3. Tho contractor or contractors shaU be re? quired to have the dirt, filth, garbage and all kinds of offal removed from the streets, Isnea, aUeys and open courts of the elly by the hour of 10 A. M., from the first day of May to the first dav of Novem? ber in every year, and by the hour of 12 o'clock M., from the first day of November to the first day of May following; and the said dirt, filth, garbage and offsi shall be deposited by faja or them at euch place or places as may be designated by the Mayor or City Inspectors, with the sanction of the City Council. And the said contractoi or contractors, in addition to the foregoing, shaU be required to keep the streets, lanes, alleys and open courts in his or their respec? tive divisions at aU times clean and free from filth, to keep clean and free from obstruction the gratings ot the public drains, and the gutters along the side? walks, and shall also sweep dally the stone crossings therein, and as often and at such times as the Mayor or City Inspectors may deem necessary, he or they shall have the paved streots, lanes and ODen courts swept or scraped, and tho unpaved stroets, lanes, alleys and open courts raked, and r?nove and de? posit the sweepings, scrapings and racings there? from -at, such place or places as the Mayor or City Inspectors shah from tima to time designate. And the said contractor or contractors shall be hable to a fine of five dollars for each and every act of omission or default, to be imposed by the Mayor, and to be deducted from his or their pay; or the Mayor may, in his discretion, have the work done at the expense and risk of the said contractor or coatractors, and have the sum paid therefor deducted from bis or their pay. SEC. 4. The contractor or contractors shall give a bond, with two or more good and surnclant sureties, to be approved by the city Council, in a sum equal to one-half thc sum of money he or they are to re? cel* e on his or her contract, conditioned for the faithful performance thereof, and for ike payment of all fines which may be imposed, and all sums of money which may bo paid by the city by rea-on of any default as aloresald. And in case any contrac? tor shah refuse to comply with the terms of his con? tract, and throw up the same, he and his bondsmen skill become liable for and forfeit a sum equal to one-fourth of Ihe amount of his contract. SEC. 5. F?rths due protection cf the said con? tractor or contractors, it ? further ordained, That every owner, lessee, occupant and tenant of any premises fronting ou any street, lane, tiley or open court, shall, on every day (Sundays excepted), havo the dirt, filth, garbage er other offal, placed in front of his or her lot, in a barrel, box, or heap, and in readiness for thc contractor by thc boer of 7 o'clock A. M., from the first day of May to the first day of November, in everv year; and by the hour of 0 o'clock A. M., from thc first day of November to the first day of May fi flowing. And any person oaendlng h?rein, cr placing any dirt, filth, garbage or other offal, in any street, lane, alley or open court, after the hours above named, shall be subject to afine of not less than two. nor more than five dollars, for each and every offence, to bo imposed by the Mayor. .-EC. G. That whenever it may become necessary.
