Uplands, on the spot and to arrive, 9?d. -Russia is making needle-guns in large numbers, and is to increase its present capacity for turning them out. -In Chili, there have been lound new guano deposits of large extent and superior quality, ' orly one mile from the sea. _Six George Washingtons and two Andrew Johnsons, all colored, voted at the recent elec . taon at Mobile. -A Russian newspapor is to be started in California for the benefit of the six thousand Russians in that State, and the future welfare of those who may be discovered in Alaska. -At a dinner given by the ?'rectora cf one of the State-street banks in Boston, last week, ?here were present, among others, thirty gen? tlemen worth a milhun dollars each. - -Newspaper publishing does not appear to I be profitable at Memphis. It is reported that j - all the papera of that city, excepting tho Post, are in a bad way, and the Avalanche will have to suspend. . ? -Bj means of that wonderful optical instru ment,.the spectroscope, the existence of watery vapor around the star Antares, as well as in the atmosphere of Mars and Saturn, has, it is asserted by Jannsen, been clearly indicated. -Hepworth Dixon's latest book is editorially advertised by the London News as "a book which cannot be read aloud in the family circ le, aafl the contents of which cannot be made the subject of social discussion." -The growth of London, for many years past, has been rapid and enorm on-. An Eng? lish paper says that myriads ot adult' London * era hava never seen, and often never heard of large sections of the gigantic city of which they art denizens. -The month of March, 1868, will, it is ex? pected, exhibit two wonderful events-the trial of Jefferson Davis for insisting that the Southern States wera out of the Uuion, and the trial of Andrew Johnson for insisting that they are in the Union. -Th? "transfusion" process, it is reported, bas beon revived in Vienna, by a physician who uses it with success in cholera cases. 'Ihe blood of healthy young persons is infused into the veins of the patients to the extent of about Ja instantaneous :Z'. er. -The Suez Cai."i has exhausted its funds, and the projectors have made a call upon the shareholders for an additional $20 000,000, on the assurance of Mr. DeLesseps, the contrac? tor, that it will be finished in October, 1859. The total cost will be $77,000,000. Many for? eign journals doubt the successful completion of this undertaking. -The war against the tenement houses in New York is progressing. -The authorities are serving notices upon all the tenement house owners to provide fire escapes to their build? ings and comply with other regulations in ref? erence to that class of dwelling houses, made in order to secure the safety of their inmates. -New York is anxious to extend her knowl? edge of languages. The announcement is made that classes for instruction in the Russian language are to be opened in the Mercantile Library building in that city. The reasons as? signed for this experiment are the increasing intercourse between this country and Russia, and the acquisition of Russian America. -Our information about Alaska and its neighborhood is Increasing. A short time ago, at a meeting of the California Academy of Sciences, a gentleman who had been on an ex? pedition to Alaska said that the published and inaccurate charts of the northwest coast, north of Vancouver Island, fail to give an adequate idea of the vast archipelago of islands and network of channels with which the whole coast of British Columbia and that of the low? er and eastern pBrt of Alaska, below fifty-nine degrees, are fringed. -Russia appears to be relenting in her harsh rule of Poland. It is stated that the Russian papers have suddenly veered round, and begun to use the language of commiseration towards the unhappy Poles. This expression of amia? ble and conciliatory sentiments is, of course, done by order of the Russian Government. It is noticed, also, that three of the Polish nobles who have been loyal, but at the same time lib? eral, have been summoned to St. Petersburg to confer with the government. -The New Orleans limes says: ''The order of Gen. Grant, revoking the action of Gen. Hancock, in displacing certain Aldermen and Assistant Aldermen, produced a very seriously damaging effect upon city currency and credit. The notes of the city declined, and there was little disposition on thc part of brokers to buy, and a great eagerness to sell. The caiuo of this result is ?the want of confidence in the re? stored Councilmen, who are generally bitter partisans, and appear to bo more iu'.ent on promoting the interests of radicalism than tho credit, efficiency and honesty of the city gov? ernment. The gentlemen appointed by Gen. Hancoca were solid, respectable citizens, of large interest in tho community, who would have insured us a city government entirely free from political and partisan influence." -An immense Democratic meeting was bold in Philadelphia on Saturday night in opposi? tion to Congress. Resolutions were passed denouncing the attempt of Congress to destroy the constitutional powers of thc executive de? partment and the judicial department of the Federal Government, they being co-ordinate and coequal with tho legislative department, and alike beyond its control; supporting and sustaining the executive aud judicial depart? ments against tho usurpations of Congress in all acts which are for the defence of the Union and constitution against legislative treason, and also bitterly denouncing any attempt on the part of Congress to give the negro race either political power or social equality. THURSDAY MORNING, MARCH 5, 1868. The British Premiership. One of the most interesting, and|"in cer? tain aspeots, one of the most suggestive items of the recent news from Europe, is that which announoes the retirement of Lord DERBY from the English Cabinet, and the appointment of Mr. DISRAELI as his successor in the premiership. The retiring statesman has oooupied a prominent position in English poliiios for nearly half a century. As Lord STANLEY he early won distinction as a debater in the House of Commons, and was everywhere recognized as one of tho controlling minds of the great Tory party; and when Sir ROBK-.T PEEL split off f'oni that party in 1846, upon the free trade question, Lord DERBY succeeded him as its acknowledged head. From that time until the present, when, worn out with years and infirmities, he has felt constrained to resign into the bands of his sovereign the high office she had entrusted to his care, he has been the life and soul, of his party, and has shaped its policy at his pleasure. But for him the Reform bill could scarcely have been car? ried through, and it is understood that it was only to secure the success of this measure that he delayed carrying into effect the resolution ite had formed | Borne time since, ol' withdrawing from public life. His retirement cannot but be a serious injury to his psrty; and it may be doubted whether* hi3 successor, great as his genius unquestionably is, will be able to harmonize the somewhat discor? dant elements of which the party is com? posed, and maintain in it' that unity whioh > is essential to success. Lord DERBY was the-last of a class of statesmen of which English politics will hereafter present, in all human probability, but few if any specimens. A hereditary legislator, of birth not merely noble hiv illustrious, the representative of the great and historic Earldom of Derbys once a County Palatine, the prestige this gave him lent fresh lustre to the laurels his brilliant and fiery Parliamentary jousting won, an J went far to consolidate his influence with those with whom a.great name outweighed at times, all other considerations. He was the very beau ideal of thc traditional aris? tocratic statesman so dear to the British The new Premier is just the reverse oi all this. Of obscure birth, without auy o? the advaniages at the command of Lord DEBBY, he owns his present proud position, to which he bas fought his way through all manner of difficulties and ali manner of prejudices-prejudices of race, of educa? tion, of "social position-solely to the force of his own genius, backed by an indomita? ble will. Mr. DISRAELI'S success furnishes a striking example of what may be accom? plished against seemingly overwhelming odds, by a man who, conscious of power, proposes a high aim to himself, aud pursues it with tenacious and unwavering purpose. Thirty years ago, Lord MELBOURNE, then the leader of a powerful parly, and, in our opinion, the ablesL statesman of his day, was struck with DISRAELI'S talents and, asked him what he intended to be. DIS? RAELI replied "I intend to be Prime Minis? ter of England." He has lived to make gcod his promise; but at that time it only excited laughter. He was known to the public then only as a very clever, but some? what sensational novelist; the newspapers sneered at him as The wondrous boy Who wrote Alroy, and the House coughed him down when he delivered his maiden speech. But who of all these coughers would dare to meet DISRAELI in d?bale now ? The tone of thc London press in discus? sing his appointment, reveals the bitterness of the prejudice against which he has had and still has to contend, and bears testi? mony also to the fact that he owes his eleva? tion to his own merit exclusively. The Times says so in so many words, and the Po9t, the aristocratic Post, after expressing its regrets that the Premiership was not tendered to some one of noble birth, goes on to assert that it wai given to Mr. Dis- I ' RAELi because in nil England "there waa i no one else so fit for the office." Mr. DISRAELI has a difficult, a very diffi? cult task before lum; but we believe that he will succeed. He is necessary to the Eng? lish people and they know it; and, unlike some of their descendants on this side of the water, they have toe much good sense to sacrifice great public interests to the gratification of personal prejudice or parly malice. As republicans, wc cannot but feel a lively sympathy for Mr. DISRAELI, and a deep interest in his success. His promotion inaugurates a new era in English politics, an era of solid progress in the path of practical reform; and while wo admire the constitution of England, and regard those who live under it as the freest and happiest people on earth, we should like to see some unsightly excrescences lopped off and the administration of the government popularized in accordance with the spirit of the r.ge and the wishes and wants of the people. The Chief Justice Next lo the President himself, the indi? vidual whom tho impeachment brings in nost marked prominence is Chief Justice ?"H.>SE. Called to preside ct a trial more nomentous (han any recorded in American mnals, it will be bis province to see that the cstablished%rules of evidence and the principles and precedents of- the-law arc impartially applied. To him also is Com? mitted the duty of appointing the day for the commencement of the great inquest, and although Congress ie evidently disposed to Btrip him, as far as may bo, of the judicial prerogatives with which, in cases of im? peachment, thc constitution clothes him, it cannot wrest from his grasp the potential influence upon the issue which his position undoubtedly confers. Judge CHABE is also the presiding Justice in the court before which the constitutionality of the law is to be tried, the infraction of which is the gravamen of the chargea before the High Court of Impeachment. Invested with these grave responsibilities, it is perhaps fortunate for the fame of the Chief Justice that-recent events have, in great measure, withdrawn him from the contest for the Presidency. Let us hope that, in his con? duct of the President's trial, it will be his aim rather to preserve the ermine of MAR? SHALL and of 'j NET spotless in the eyes of posterity, than to pander to the party pas? sions and prejudices of the hour. Negro Members of Congress. The New York Times commenting upon the statement that negro M. C's are not wanted by the Republicans at Washington, remarks : "That very likely may be so; but, "if we remember right, one distinguished "Senator announced, some months since "that he was anxious to 'greet' colored "Senators on the Senate floor; and he evi "dently was impatient for the wheels of "time to 'fly swiftly round, and bring the "welcome day.' But what have the per "sonal wishes of Congressmen to do with "the matter? Are the eternal principles "of right and wrong to be set aside out of "deference to their narrow and disgraceful "prejudices ? If these colored gentlemen "had consulted Senator WILSON in the mat "ter, he would have told them that 'God "cannot afford' to have colored gentlemen "shut out of Congress, even if white Con "gressmen can.'"
