NEW ORLEANS, February li-COTTON-The sales to-day were confined to 2700 bales, at a decline ot *a*c We now quote : Ordinary at 16*al7*c; Good Ord nary at 17Xal8*o; Low Middling at 19a 19*c; Middling at 19*u20c; and Strict Middling 020*0. Prices were unusually irregular and unsettled, and buyers differeu *aj?c in their opir iona of the mar? ket, some quoting at less, and others at more than the above figures, which, however, we regard as ap? proximating as nearly as possible to the facts. In comparing them with Tue-dny's prices, it will be seen that while Middliug is the Barn o as then quoted, Low Middling and the Ordinary grades show a net falling off of hie. Compared with last Friday's rates, they show a net advance of l*al*c. The demand was checked by the discouraging ten? or of the Li vcrpool accounts, and tho decline in gold and foreign .exchan^-.-, end continued limited throughout the'day. Hence tho comparatively small business noted above. The sUosof the past three days sura, up'13,60J bale?, making a total for the week of 84,100, against 29,260 last week, and 24,700 for the week; before. The receipts proper .for the week, excluding the arrivals from Mobile, Florida and Texas-, which art embraced in their respective statements,' amount to 33,378 bales, against 32,180 last week, Showing sn increase of 1198 bales. C., December 31,1867, I [Gmeral Orders No. 161] L PARAGRAPH n OF GENERAL ORDERS NO. 10, from the Headquarters of the Second Military District, dated April ll, 18G7, Is modified as follows: Judgments or decrees for the payment of money on causes of action arising in North Carolina, between the 20th day of May, 1801, and thc 20th day of Aprl, 1865, and in South Carolina between the 19th day of December, 1860, pnd the 29th doy of April, 1865, ehaU not be entorced, by execution, against the person or properly of the defendant. Proceedings for such causes of action now pending shall be stayed, and no suit or process shall bc instituted or commenced on such causes of action until after the civil government of tue respective States shall bo es? tablished in accordance to tho laws of the United States. Paragraph III ot' the same order is modified as follows: Sheriffs, coronors, and constables, are hereby di? rected to suspend the sale of all property upon exe? cution, or process under any judgement or decree of a court ot the so ?ailed Confederate States, or of the State ol North Carolina rendered between the 20th day of May, 1861, and the organization of the provi? sional government of said State, under the President's nroclamatioa of the 29th cay ol April, 1865, or ot the State of South Carolina, rendered between the 19th day of December, 1860, and tao organization of the provisional government of the said State, under the President's proclamation of the 30th day ot' June. .'8G5, unless the written consent of the defendant bo entered of record, and except in coses where tho plaintiff, or his attorney, upon oath, supported by corroborative testimony, shall allege that the defen? dant ia disposing of, removing, or about to remove, hi 9 property beyond thejurisdlcUon of a court with intent to defraud his creditors: Provided, that no such judgment, so rendered, within thc periods aforesaid, shall be a bar to the commencement, in a State court, of a new suit upon the same cause of action in any case in which, by law, the defendant may remove or appeal the same to u court of the United states. Paragraph IV of tho same order is mcdifledby substituting the 29th day of April, 1865, for the 19th day of May, 1865. Paragraph V of the same order is modified as follows : All proceedings for the recovery of money on con? tracts, whether under seal or by parol, tho conside? ration of which was the purchase of slaves, mode subsequent to the first day of January, 1863, aro sus? pended. Judgments or decrees entered for such causes of action shall not be enforced. Paragraph VII of tho same order is modified as follows: In all soles of property under execution or by order of any court, thero shall bc reserved out of the property of any defendant who has o faniUy depend? ent upon his or her labor, a dwelling house and ap? purtenances, and (if in the country) twenty acres of land, or so much thereof that the whole phall not ex? ceed in value the sum of two thousand dollars; and in a town or city, the immediate lot upou which such dwelling house is situated; and necessary articles of urniture, npparel, subsistence and implements of husbandry, trado or other employment, to the Taluo of five hundred dollars. The homestead exemption shall inure only to the benefit of families. Is other cases, the exemption shall extend only to clothing aud implements of trade or employmout usually followed by the defendant, of tho value rf two hun? dred dollars. The exemptons hereby made shall not be waived or defeated bj the act of any defen? dant who baa a family dependent upon Mm or her for support, and the exempted property shill be ascer? tained and defined by the sheriff or other officer en? forcing the execution, who shall call to his aid two impartial citizens to make the necessary appraise? ment, and shall make report thereof to the court. Paragraph X is hereby modified so as to authorize arrest in civil actions ex contractu, only in cases whore the demand is past due and the defendant has been guilty ot a fraud In contracting the debt sued for, or has removed or disposed of his property, or is about to do so, with intent to defraud his credi? tor;., or is about to leave the State with such Intent Paragraph XVI is amended by adding thereto, all proceedings in any court of North Carolina, or of Soi th Carolina, recognizing or sanctioning tho in? vestment of the funds of minor heirs, or of females, orof insane persons, in tho securities of the late rebel government, or tho securities of tho States of No:rth Carolina or South Carolina, created for the purpose of carrying on war againt the the Government of the United States, will be sus? pended until the question of the validity of such hi' vestments shall have been determined by the Courts of the United States, or by national legislation. And noihing in the provisions of this order, or of the order No. IO above cited, shall be held to bar or hinder the recovery, by suit, of the estate of any minor heir, female, or in sane person (corni que trust), whether in the hands of executors, administrators, trustees, guardians, musters or clerks of equity courts, or other fldicuary agents, or invested by them in their fiduciary char? acter. IL General On". .- s No. 25. of May 20,18C7, ls re? voked; and onana afior the first day of January, 1608, the distillation cf spirituous liquors in this Military District will be subject to such restrictions only as are imposed by the laws of the United States and of the States of North and South Carolina, re? spectively. ILT. Paragraphs VI. and VTI. of General Orders No. 32, dated May 30, 1867, aro revoked, and the power to grant licenses for tho Bale of spirituous or intoxicating liquors is remitted to the proper loca authorities, to take effect on and after tho first day of January, 1863, and to be subjoct to the following conditions: 1. The municipal authorities granting the license sh;di be answerable that the parties to who ii such licenses arc granted, together with their sureties, shill be responsible persons, and of good mor.d standing in the community, and that both principal and sureties shall bo able to qualify Individually in double the amount of the bond required, and that the bond shall be a hon upon the personal property or both principal and sure ties, and upon proof of do fault shall warrant tho summary seizure and sale of so much of the property of either or both as may bo necessary to satisfy the forfeiture or fine and costs. 2. Drunkenness or disorderly conduct on tho r remides shall work the forfeiture of the license and of the penalty of the bond. 3. The owner or keeper of any bar room, saloon or ether place at which intoxicating liquors are sold and all other persons Interested or connected there with, shall beregarded as principals in any action of damages growing out of any assault, riot, affray or other disorder occurring on the premises, or di? rectly traceable thereto. 4. All bar rooms, saloons or other places at which intoxicating liquors aro sold, shall be closed on the day or days of any general or local election, and for the twelve hours next preceding the opening and next succeeding tho closing of thc polls at such elec? tion; and the sheriffs of counties and districts, and tho chief of police of eitles and towns shall have power to direct tho closing of bar rooms and other places for tho salo of intoxicating liquors whenever lt may be necessary In thoir Judgment to preserve Older and quiet. 6. The proceeds of all licenses, forfeitures and fines, under the local regulations or under the pro? visions of military orders, will be devoted to the support of thc poor, and as soon as realized will be turned over to tho commissioners or overseers ot tho poor of the district, county, city or town in which they accrued, ana the commissioners or over? seers will at the eud of each month report to tho Provost Marshal-General of tho District the amount received by them during thc month, specifying thc names of thc parties from whom it was received. G. The penalties imposed by this order or by the local police regulations may be enforced in any civil or military court, and upon conviction the court may award to the Informer a sum not exceeding fifty per cent of the forfeiture or fine. And it is made tho duty of all sheriffs, constables, and coroners of comi? ties and districts, and thc police of ol tics and towns, to be vigilant in the enforceomnt of die polk: regu? lations and tho provisions of this order in relation to the sale of intoxicating liquor?. The pi ovisions of this paragraph will be held to ap? ply to such licenses granted under Gen'l Orders No. 3, to innkeepers, ac remain unexpired after the 1st of January, 18C3. TV. To promote the speedy trial of prisoners con? fined for minor offences, and diminish the cost ot their maintenance, ah committing magistrates will on tho 15th and lost days of each month report to tho Judge of their County or District Court all com? mitments made Ly thom during thc preceding half month, Epocifying tho date of commitments, thc names of ibo prisoners, and the offences for which tliey wore committed, to the ond that thc Jud,?es may, whenever m their opinion the number of pris? oners or other conaide-ations of public Interest call for it, hold special terms of their courts, for tho pur? pose of disposing of such cases. Tho additional ex? pense of holding such special tcrmB will bo a charge upon tho Slate Treasury, and the accounts thoreior will bo audited und paid as accounts of a similar character aro now and ted and poid, and if the sala? ries now paid tho Judges should bo inadequate in view of tho additional labor performed by them, a reasonable addition, upon proper representations through tho Governor of tho State, will be allowed. V. The pilotage regulations now existing in the States of North and south Carolina, are so far modi? fied that on and alter tho the first day cf March, 1868, oil passenger steam vessels, regulated by the laws of the United States, and carrying a pllct com? missioned by United States Commissioners, shall bo exempt ti om the compulsory payment of pilotage. VI.
