QUICK WOBE.-The steamship Sea Gull, which left Baltimore on Saturday last, came through safely, although delayed ten hours in the bay by heavy weather, and arrived at her wharf at about 2 o'clook Tuaaday afternoon. It was decided not to unload, as lue following da; would be a general holiday, but, as a gentle? man who stood on the wharf expressed some regret at this delay in the delivery of his freight, Captain Dutton ordered ti.e hatches to be taken off, a.id, witn the aesistanoe of his chief officer and tue stevedore, Mr. Stoddard, started out a lot of fifteen barrels of ale, which were sent to Augusta oy the night train, and reached that oity early yesterday morning. Thia ?3 quick work, and it speaks well for the reliability of the Baltimore lino, as well for the courtesy of its officers. ? All ESXEErAINMEKT AT THE ACADEMY OP THE SISTEBS or MEBOT.-The pupils in the Ao a de? my of tho Sisters of Mercy, on Queen.street, intend to give to-day an entertalument to the orphan c hilaren in charge of the Sisters at the upper end of the city. There will be some? thing substantial for the little orphans, and; afterwards, they will be treated to a series ol' tableaux which will be represented by the young ladies of '-he academy. These things art. se? crets of state, but it ia announced thai the pre? parations show that the tableaux will be strik? ingly beautiful. The Sisters of Mercy appreciate the value of example and practice; and, in teaching their pupils to exercise the greatest of all virtues, they are giving them a lesson that will be ol more enduring benefit than any worldly knowledge. THE CITY POLICE FOBOE UND EB THE REDUC? TION.-In accordance with the recent enact? ment of the City Council the police force in this city was yesterday reduoed to one hun? dred men and eigh; sergeants. Lieutenant J. B. Whale y, of the upper guardhouse, was dropped by Council, and Lieutenant Campbell bu been assigned to his place. At the main guardhouse Sergeants Wade, Wescoat, Poul not ?nd Stewart and thirty men have been re? lieved from duty, leaving four eergeants and seventy men at this post. Sergeants Sexton, Tenent, Smith and Brabham, with twenty men, nave been relieved from the upper wards, leav? ing four sergeants and thirty men for duty there. - At each post there ie also an orderly sergeant and assistant. The duty that the action of Council devolved upon the Chief of Police was a painful and delicate one, but one the performance of which was Imperatively demanded by the pressure of the tunes. It is believed that the members of the police who bave been retained constitute the moai vigi? lant and useful portion of a force, which, taken as a whole, has uniformly been distinguished for efficiency and fidelity. THE LATS STOBMY WEATHEB.-Since Sunday batt tbs weather on tho coast has been quite severe, and the steamships, particularly those bound Noith, having to travel in tho teeth ot the wind, have been sorely obstructed in their route hythe htavy northeasterly gales. The steamship Saragossa, which left this port for New York on Suaday morning last, returned here, yesterday, having steamed against the gale until her coal got so low that she was compelled to put back for a new supply. The steamship Charleston, from New York, ex? perienced the blow in great fi ree, and was compelled to lay too for about twenty hours, but she reached here yesterday in good time. The steamship Sea Gull, from Baltimore, which arrived here on Tuesday, had the sea and wind very high, but was enabled to come through in hst regular time without damage. The steamship Frances, from Baltimore for Wilmington, N. C., had a severe gale from the northeast foi.* twenty-seven hours, commenc? ing on Sunday evening, but she was finally beached about eight miles from Wilmington (N. C.) I EMANCIPATION DA?_Throughout tba South the first of January is now celebrated by the colored classes aa the anniversary of the Emancipation Proclamation of President Lin? coln, and the various "civic societies, military and fire companies" in each city unito in ob? serving the <ky. Th?- colored population of Charleston have al? ways been fond of public dis play s, and the parade of yesterday showed that, notwithstanding in? famous weather,their propensities were still the same. It was expected to form the procession at 10 o'clock, but tin different societies wore not up to time, and it was nearly 1 before they were in marching order. Most of the societies met at their halls and were marched through the different streets to the corner of Meeting and Calhoun, where they wore formed by the marshals of the day. The different colored fire companies were by far the most showy, as their uniforms were bright and in pleasing contrast to the mixed appearance of the cine societies. The streets were in a fearful state, the mud was soft, slimy and adhesive, and the mar? shals had treat difficulty in arranging their forces without bemixing them and spoiling the glory of their attire. Aa the church was only a short distance from the corner, there was, properly speaking, no extended parade, and the marching and countermarching on Meet? ing-street was done with the intention of ar? ranging tb? procession. Tue corni anies, as they came on the ground, were preceded by musio, and the sound at? tracted a Inge crowd of spectators, principally colored, who clustered around the corners and in the vicinity of the church until the conclu? sion of the ceremonies. They could hear nothing, and many of them were too closely packed to see more than a foot beyond their noses; but the day, the occasion, and, more than all, tie pleasure of forming a part of a large crowd were sufficient inducements to cause then to remain. The pre cession, what there was of it, was very creditable. Tho firemen were dressed in their gay uniforms and bore banners with the names of ?hen* companies and the date of or? ganization. Ono military company (unarmed) was prese at, and in addition to a United States flag bore a banner "with a strange device.'' It had tho necessary stripes, but in the centre of the bli .e union was a single gold star. The Masons vie re beaded by a venerable brother, who carried an open Bible, a brass candlestick and candle and a sword. The Mechanics' As? sociation had a very neat and tasteful banner of blue, embroidered with poid. The other societies had nc- distinct mark, and were last in the crowd that surged on all sides. Not? withstanding the muddy condition of the streets they were filled with people, who pressed forward anxious to obtain a look, and careless of their own clothes or their neighbor's toes. The marshals had great difficulty in opening the way to the church, and it was fully ono be? fore the host were seated. The church had b?-n guarded by a select committee from an oarl>. sr in the morning, but their efforts to keep tho doors closed and the crowd from entering were futile. They would see and hear, and bofore the arrival of the procession the seats were well filled. The committee were frantic, bat after herculean exertions they succeeded in accommodating all to a square inch of room, and the ceremonies commenced. A prayer waa delivered by the Rev. Edward Laurens, colored, and the Emancipation Pro? clamation read by Samuel Dickerson, colored, who afterward? introduced the orator of the day, Rev. F. L. Car-ozo, colored. The oration, aa was natural on euch an occa? sion, was a review of the oondition of tho col? ored man in a state of servitude and at the present time. Tba orator dilated oa the ad? vantages of freedom, and advised his hearers to cherish this boon and show to the world that tiey were worthy of the name of free? men. The speech was devoid of all radicalism, and considering the small amount of prepara? tion, was very well worded. The ideas express? ed and the advice tendered were both good, and if the colored people will but hearken to snob mod?late leaders, and not submit themselves to the influence of designing and bad men, they 'rill be respected as a olasa, and will be enablad to improve their present oondition. Aft or the oration waa concluded, the differ? ent companies and societies escorted each other to their halls, the Union League being head/xl by Peter Miller, known to this commu? nity is a popular musician in Kershaw's regi? ment; the Second South Carolina Volunteers. The day was closed with a ball given by the Prudence Fire Company, at the Military Hall. The Comet Fire Company appeared in the procession with a new banner, which had been presented to them during the morning. THE CHABXSSTON.-Thia fine steamship ar? rived yesterday morning, after a very trying passage. She left New Tork at 4 P. M. on Sa? turday lost, and had fiie weather until Capo Romain was reached, about 3 P. M. Monday. A'.'ter running for four hours through a gale I which was steadily increasing in violence, and which began with a furious squall at 2 P. M., the vessel was laid to with her head to the wind, in whioh position she remained for twenty-four hours. The ship behaved well, and Captain Berry did all that a thorough sea? man and courteous gentleman could do for the security and comfort of his passengers. Tax loss or THE STEAMSHIP FBANCES.-The Wilmington Star gives the following particu? lars of this disaster, already briefly reported by telegraph : The Frances sailed from Baltimore on Satur? day, the 28th inst., with a light cargo of mer? chandise. Until she cleared the Capes, fair weather was experienced, but on Sunday a heavy northeast gale came on, the sea running very nigh. Hatteras was safely weathered, and lol era bl j smooth water found under its leo. Alter rounding Cape Lookout the gale increas? ed in violence. The ship waa headed north? west to take shelter under the lea of the Cape, bat the wind drove, hex with irresistible force to the southward. Being so lightly laden she was not easily managed, and, as stn approach? ed Cape Fear, it became evident that ene would inevitably be thrown on Frying Pan Shoals, where alf h:.nds would prob b'ly have been lost. The least of two evils was therefore chosen, and she was headed towards the coast with (be hopes of reaohing New Inlet, bat the strong galo clew her on Lo the beach, where she lay broad sido to the'sea at last accounts, the waves malting olear br aches over her. All hands were saved, and tho mate was left in charge of the ship while the captain came to the oity for aid. The vessel will prob? ably prove a total loss, but, if ehe holds to? gether, a part o? the cargo may be sav?cU TURNING OVES A NEW LEAF.-The comm ;nce menfc of a new year is always esteemed an auspicious time for forming new resolu? tions, discarding the past, and commenc? ing the journey of Ufo afresh. There aro few persons who have suffered thia occa? sion to pass without framing a code of resolu? tions whioh they intend to observe during the coming year,* this procedure is commonly known is turning over a new leaf. Unfortun? ately in many cases so many leaves have been turned over that some parties become harden? ed and forget their new resolves shortly after their birth. The proprietor of the Mills House, knowing this frailty in human nature, has determined to remind his guests of their pledges, and has not only commenced the year with a new leaf, but has opened a new book, in which all who register can see that the year has commenced and remember their promises. The new register book was solemnly opened yesterday, and the act wa3 attested by a num? ber of persons whose signatures appear in the list published in the NEWS this morning. THE CHARLESTON HOTEL.-This popular cara? vansary, one of the earliest and best known both in the city and abroad, commenced the new year with a new proprietor. Major J. P. Horbach, the former energetic superintendent, has purchased the interest of the late Mr. White in the establishment and is now the sole proprietor. This change, thcugh not unex? pected, will be received with pleasure by all who have ever made this hotel their tempo? rary home. As the superintendent, Major Horbach proved himself to be fully competent to manage the house, and in assuming the ont rous duties of proprietor only changes for the better will be observed. In times past, when money was flush and the registers showed nightly two and three pages of arrivals, the Charleston waj known and patronized by many who will be pleased to learn that the old bouse has not lost its prestige, as well as that, though un 1er a new proprietor, the same oom forts are assured them, and that the cloae attention of j old will be paid to their material wants. While there are other hotels in the city that rank de? servedly high, the memories of the past that cluster around the spacious verandah of the Charleston, the pleasant lobby, the-old crystal palace and the comfortable rooms, will ever cause it to be considered oje of the best rest? ing places to be obtained-an oasis in a trav? eller's life.
