Encouraged by tho recont large increase in he circulation of TUB CHARLESTON DAILY NEWS, the proprietors aro happy to announce that, with tho opening of tho new year, the price of subscription will be reduced to a figure which will at once place the paper within the reach of every family in the city and throughout thc State. On and after the first of January, 1868, THE DAILY NEWS will be pub lished at SIN DOLLARS A YEAR, payable, in all oases, in advance. It will then be, without exoeption, tho cheapest first-class journal in the Southern States. There is no good reason why our community should not be furnished with a live daily newspaper at a rate approx! mating that of the sprightly penny press of the Northern cities ; and the very generous support which has been accorded to us on all sides has hastened a step, long contemplated on our part, towards meeting the popular want. It is hard? ly necessary to say that there will be no dimi? nution in the amount or interest of the reading matter in any department of the paper ; on the contrary, it will be our con.tant effort and our pride to make it, day by day, more full, reliable and entertaining-the spirited compend of the world's news, the mirror of local life, and the mouthpiece of an enlightened and liberal pub? lic opinion. At the soli citation of many of our friends in the country, we shall also, during the first week in January, commence the issue of THE CHARLES? TON TRI-WEEKLY NEWS. The subscription price will be THREE DOLLARS A YEAR, or Two DOLLARS FOB SIX MONTHS, payable always in advance. This reduction in our rates will, we know be all the more welcome to the public, inas much as it comes at a time of unprecedented financial distress, when there are few, indeed among our people who do not sorely need every dollar that eau be saved. It shall be tho duty of tho Commissioner of Public Buildings in tho several Districts to furnish the Jailor or Sheriff thereof with a sufficient number of blankets for tho comfort of ?ll prisoners, and also to pay for such medical attention and me deines as may bc required by thc sick. Tho sherill' and Jailors of thc several Districts in this State will promptly make requisitions upon the Commissioners for blankets and mediemos, and, If tho same are not furnished by the Commissioners within five days, the Sheriff sholl report thc failure to these Headquarters, giving tho names of the persons who may be tho Commission* rs in his District 12. The contingent accounts of Clerks, Sheriffs, Coro? ners, Magistrates, Constables, and other officers of this State, shall bc forwarded to the Comptroller-General, who shall audit tho same, and if found conformable to law, ho shall draw his warrant upon the Treasurer for the payment thereof. 13. The Act entitled "Au Act to provide for the issue of bills receivable in payment of Indebtedness to the state, to the amount of five hundred thousand dollars," passed December 21, 1663, and tho Act on ti tied "An Act to provide for the redemption of bills receivable, issued by this State," passed September 20,1866, are hereby continued in force. 14 The Treasurer of the State of South Carolina is hereby authorized to pay the appropriations herein made, and the salaries of public officers, payable by law, out of | funds applicable thereto, which have fallon due since the first day of October, 1867, aud which may hereafter fall due. 15.
