THE Fiasr SHAD OF THE SEASON. -Tho guests of j the Chaileston Hotel wore treated this morning to an unusual delicacy. Thc first sbad of the season were served up, not in infinitisimal slices, but quantities sufficient to furnish each plate with liberal allowance. Major Horbach is ono of those fortunate individuals who knows how to keep hotel, and he is determined that his guestsjsball never want for any delicacy that can be procured. The shad in question wero caught in Savannah rivor, and it is the opinion of the knowing ones that they had made the trip solely for the benefit of the Charleston Hotel guests. TRIAD AND SENTENCE OF A RAIDBOAD ROBBER. The Military Commissi >n which hos been in ses? sion for some time at Columbia, engaged in tho trial of the parties concerned in robbins; the South Carolina Railroad on the 8th November, 18G6, have recently rendered a decision in tho case of E. Car? ter Harris, white. Harris, it will bo remembered, was charged with complicity in tearing up the track near Columbia, and in investigating that case the tacts concerning the robl ?ry were elicited. The evidence was clear, and the Commission sen? tenced Harris to one year's hard labor at Fort Macon, North Carolina. THE CHRISTMAS THEE.-Commins' Hall was crowded ou Saturdav evening with visitors, anx? ious to behold the new tree of knowledge and learn what fate had in store for them in the shape of gifts. The tree is, however, only one of the attractions of the hall, as tables on every side, pre? sided over by fair tempters, beguile the passer-by to pause and invest. It is our hope that this is but the com? mencement of a large and important trade, which will assist to au important extend in lifting thc for? tunes of some of our citizens from their present depressed condition. We hope, however, that those, interested in these deposits may avoid, so far as may be, tue policy hitherto almost unqua!i< fiedly pur-ued by our people, of secdins: off crery production of the country iu a raw state, when, by a little enterprise, it might be placed ia a form which add largely to its value and to the wealth of the State. It can hardly be disputed, we think, that we will never be wealthy and great ou simple agriculture and the exportation of raw product?. Tho inspectors have been a ,out three weeks iu over? hauling tho stocks ot druggists, grocers, and others, ..nd they say that not mere than one-half the goods mati?facturcd have the revenue stamp upon thom. In a letter dated September 18.18(17, in answer to an inquiry, the Commissioner says : "Section 1C9 of the act of June 30, 18G4, still in force, declares that any person who shall offer or expose for sale any of the articles named in Schedule C, or in any amendments thereto, whether the articles so offer? ed or exposed arc imported, or are t f toroign or domestic manufacture, aha'.t be deemed Ike manu? factura- thereof, and subject to all tito duties, lia? bilities and penalties imposed by law in rogard to tho salo of domestic articles without uso of the proper stamp denoting tbe tax paid thoroon." The law referred to, in regard to articles in Schedule C is as follows : "For and upon every packet, box, bottle, pot, phial, or other enclo-?re, aoutaining any pills, powders, tinctures, troches, lozenges, syrups, cor? dials, bitters, anodynes, tonics, plasters, lina lueuts,- salves, ointments, pastes, drops, waters, essences, oils, spirits, or other medicinal prepara? tions or compositions whatsoever, sold, offered for sale, or removed for consumption and salo, by any person or persoua whatever, where such packet", box, etc., witii its contents, does not exceed, at re? tail price or value, the sum of twenty-fivo cents, one cent," (and one cent for every" twenty-five cents additional). N. B. Officinal preparations and medicines mixed or compounded specially for any person according to tho written prescription of any physician or sur? geon, are exempt. PERFUMERY AND COSMETIC'S. "For and upon every packet, box, bottle, vet, phial, yr other enclosure, containing any essence, extract, toilet water, cosmetic, hair oil, pomade, liair-dressing, hair dye, tooth wash, dentrifice. cachous, or any similar articles, the samo rates as for medicines." Soaps of all kinds exempt from stamp tax. "No stamp tax is imposed upon any uncom? pounded medicinal drug or chemical, nor"upon anv medicine, compounded according to the United States or other national pharmacopoeia, or of which the full and proper lormula is published in any of the dispeusatone : now or hitherto in common uso among physicians or apothecaries, or in any phar? maceutical journal now issued by any incorporated college of pharmacy, unleas sold "or offered for salo, or advertised under some other name, form or guise than that under n-iiich they aro severally denominated and laid down in such pharmacopoeia, dispensatories or journals. But all medicinal articles, whether ?imp a or compounded by auy rule, authority or formula, published or unpublished, which arc pul up in ; style or manner similar to that of patent or pro? prietary medicines in general, or advertised tn newspapers or by public hand-bills for popular sale and use. as having any special proprietary claim to merit, or to anv peculiar advantage in mode of preparation, quality, use or effect, whether such claim be real or pretended, are liable to the tax. "When proprietary medicines and preparations, : perfumerv and cosmetic-!, are stamped according to their retail prico or valuo in the immediato vi? cinity of the place of manufacture, no ad iitional stamps are necessary upon them, whatever may be the price at which they aro offered."
