Austria and Prussia. " Success is virtue, failure crime." CARLYLE is not the only hero-worshipper. The only difference between him and the many who Lave read with virtuous indignation his apotheosis ot the CROMWELLS and the FREDERICKS is, that he is honest enough to give utterance to his convictions in plain and forcible, if somewhat exaggerated language, while they willingly, and deliberately, deceive themselves. Success commands admiration, and a full and unquali? fied belief in tho rigl '.eousness of tho cause. Il is the business, therefore, of the majority ol mankind to find reanons for that which they nave already made up their minds to believe. A striking instance of this, one of the latest presented by thc world's history, is the esti? ca.ile in which Aus ria and Prussia have been respectively held since tho battle of Sadowa, ny tho mass of outsiders, dazzled by too gltuc of victory, and too indolent to look beneath the surface cf things. "Austria," it is oaid, "re? presents d spotism, Prussia liberty. Austria is the stronghold oi feudalism, ultra-montanism, intolerance, and everything that is to be ab uorred; while Prussia is the apostle of liberty, the friend of progress," etc., otc. Now what are thc facts ? Tho antecedents of the two dynasties are in many respects not dissimilar. Austria is one of tao oldest of the .tbsolute monarchies of Europe. Prussia is absolute also, though not as old. Har con? quests have been more recent, and thc manner in which her territorial acquisitions were made, is, perhaps, more open to a jus* and enlighten? ed criticism than in thc case of her rival, both powers hold in subjection discontented nation? alities. Both have yielded much to the ypirit of thc age; but it is a mistake to consider Prussia a freo country (in the sense in which we speak of liberty in England), and Austria a despotism. Both theec monarchies are now limited, and it is Austria, and not Prussia, that has made, within tho last two years, the great? est strides toward public reform. The liberty of the press, it is known, ia an insti'ution as yet unknown iu Prussia. They nave a representative government, a kind of parliament, it is true, buL i'berty of debate is not ono of the privileges guaranteed to these selectmen of the people. They are called to? gether to advise the King, to assist him in governing his subjects, but they must take need to their words, or suffer the conse? quences. What Eugland effected by her revo? lution of 1688 remains slill lo be accomplished in Prussia. This subject has recently been under discussion in the House of Deputies in Berlin, and utter a long and stormy debate, i: was decided by one hundred and eighty-one to one hundred and sixty votes, that tho Prussian Constitution guarantees liberty of speech to the deputies. This privilege, therefore, guaran? teed though it be by the constitution, hangs on a very slender thread ; twenty-one votes form but a small majority in an assembly of three hundred and foriy-oue legislators. What strange ideas of liberty and representative government those one hundred and bixty men must have, who think that u deputy ought to oe sent to prison for words spokeu in debaio. France, England, Spain, and even Egypt, re? cognize the sanctity and inviolability of this privilege. Small hopes for a great, uniied and tree Fatherland upon ihis model. Thc Austrian Minister, Baron VON BECST, ever since his accession to office, has been in? defatigable in his efforts to throw now lifo into the old and, to a great degree, effete elements of thc respectable monarchy. The great mili? tary and political defeat which Austria suffered ?asl year, seems to have facilitated the efforts of :ho Minister to a very striking degree. Re? forms and improvements are noticeable in every department ol' the government; in her domestic and in her foreign relations, in commerce and tinances, in education, and even in the church establishment. Tho greatest achiev rnc'it of all, however, is doubtless the greatly .mproved temper now obtainiug in thc relations of the archduchy and the outlying dependen? cies. Hungary, for more than half a century the apple of discord to every successive impe? rial governmtnt, seems now at last content; and coincident with the attainment of this satisfac ory state of her political relations, Hungary as this year been blessed with a most abuu taut harvest.
