The Sick Poor. J To be poor is bad enough, but to be poor and sick-to be enfeebled by chill penury, and j rendered filtogeiher uuequal for the struggle I with disease, which, under the most fuvoruble oircunistauees, taxes tho vital force, is to bc deprived cf ih<? inherent power, as it were, with which God has bl used most of us to corc with the Ula of life. It is one of the first recog? nized duties, therefore, of a Christian commu? nity to take care of these children of misfortune. Hospitals alone, however, do not meet the >v&ut. lu all large cities there are "dispensa? ries" for patients iu need of medical advice, who arc not too sick to repair to these dis peusaries. Here they receive professional ud vice and medicines gratis. Our t.ospittil nccomniodations, we believe, ure uuip>e ; und we are aware that the city has provided su hcieut medical service, also, for lue poor, either ut their residences or at "offices of call." Tho faculty of thc Medical College, also, have a ciiuic, where gratuitous aid is tendered to the indigeut. But there is still a held hero for the benevolent ; one, too, whi"h calls for but a small outlay of money, and which, we hope, will not be long permitted to lie fallow. In other cities, both in Europe and m this country, the institutions to which we have reference ate flourishing, and accomplish much good. AU that is needed is a house with several tooms, aud a few hundred dollars a year for the requisite medicines. Tne niedi oals:rviceis usually tendered free of ohargc oy the younger members of the profession, who dud ample compensation for their time and trouble in the valuable experience they thus acquire, and in the reputation such experience luvariabiy brings. We remember some years ago visiting the dispensaries of New York, ?nd among them the . Demilt," one of the largest and best conduct? ed in that eily. Here large numbers of sick persons receive treaiment every day in the year. Tne labor ot attendance is subdivided, there being separate rooms, with a physician to each, for ca.es of disease of the thoracic organs, for diseases of the stomach and ab? domen, for diseases of the eje and ear, for children, for females, for skin diseases, lor teeth, for surgical cases, etc. These physi? cians were in attendance, some every uay, some only two or three times a week. lucre were, besides, two or three physicians at? tached to this dispensary who visited patients at their residences, when they were too sick to leave home. About a year ago the younger members of the profession inaugurated such a system in ?ultimors, and we learn from the Gazette that they have met with remarkable success. Since ita commencement, their dispensary has re? ceived only $1600. These institutions are usually au. ported by the voluntary contribu? ions of .he benevolent; and hard as are the limes, an institution of thia character would scarcely ask for aid in vain. Progress of the Co-operative .Movement. The co-operative movement has attained such strength cud importance in England, that Par? liament has taken up the subject in earnest and passed laws framed with a special view to promote the prosperity and good government of the societies which have sprung into exist? ence. The uumber of these societies ii rapidly increasing. The "North of England Co-ope? rative Wholesale Industrial and Provident So? ciety" has fifty societies in the organization. There are co-operative societies, also, by which any community can make a great saving in purchasing food and clothing. There is in Sheffield, England, a cotton mill, culled the "Sun Mill," which has been put in operation by working men on the co-operative plan, and which las sixty-nine ihousund .-pindles and carding machines, tended by about tLree hun? dred men and girls, using up forty thousand pounds of conon in a week. The building is a six-story brick building, about three hundred feet long and one hundred wide. The enter? prise was started about eight years ago, by workmen who had become convinced of the wisdom of using the advantages of combined skill and experience to their own benefit, in? stead of selling them at a low rate to a capital? ist. A foreign correspondent of the Boston Journal gives an interesting history of the progress and success of this undertaking. The capiial was put at $250,000, in shares of $25 euOJ, and the shareholders were at liberty to < pay in small instalments, so that a portion of their daily earnings might be set aside for that purpose, thus from the outset making the en? terprise a sort of savings bank, which would not, however, return any dividend till the mill was in operation. The building was erected by sh ti-eholders, and one of their number was selected as agent to carry on the operations, but they burtbened him with too much work, and this and other mistakes resulted, in 1864, in bringing in a balance sheet with $75,000 on 'he wrong side. Enlightened by this severe lesson, the directors made a division of labor in the management, and with a success which, since then, in a little more than two years, has made good the loss, enabled the company to declare two semi annual dividends of four per cent, and two of five per cent., while '.he shares have been carried up to a premium of sixteen per cent. The lurgost shareholders, ut tho outset, had S2500, while many held only S25. The largest holder, at the present time, is one of the workmen, who has $6000. Nearly two thirds of the shares were originally paid at the rate of one to five shillings a week. Vari? ous co-operative societies have takenup the stock, investing in it their surplus funds. Among the rules rigidly adhered to in the es? tablishment, and which are deemed absolutely essential to success, is, that in no case must there be any speculation, that there must be perfect system and division of labor, and that, as entirely indispensable, there must bo good managers. A wouderful change is said to have been wrought in the condition of the working classes in England by these m .vements. Fae s like these are ol' interest to our own people, as similar aivcments are commencing in tho United States, %nd the whole country, but especially the Suntu, feels its own pros? perity dependent' upon tho elevuiion and wel? fare of labor. Any instrumentality which can accomplish this end, and whioh, at the same time, removes the antagonism bstweeu capital and labor, as these associations at e said to do, is not only of advantage to workingmen, but io the country, whioh, in the improvement and content of the industrial olasses, rinds increased securi ty for the general prosperity und order. Mr. GIFFORD afterwards shed lus? tre upon its pages, and it was under his edi? torial management that thc Quarterly attained its highest reputation as critical authority in British letters.
