There is one paarige in the Message of Presi? dent JOHNSON which, viewed in thc light of the events of the past two year?, is of deep signifi? cance. Tito President says : "IfCotgress should pass an act which is 'not only in palpable conflict with the Consti 1 tution, but will certainly, if carried out, pro '.duce immediate and irreparable injury to the "organic structure of thc Government, and if | "there be ueither judicial remedy for thc "wrongs it inflicts, nor power in the people to "protect themselves without the official aid of "their elected defender ; if, for instance, the "Legislative Department should pass an act, "even through all tho forms of law, to abolish "a co-ordinate department of the Government "in such a case tho President must take thc "high responsibilities of his office, and save "the life of thc nation at all hazards/' This settles the point of the suspension of the Executive by Congress, pending his trial by the Senate. Should such a proceeding be attempted, it will be resisted by force " General Canby's Tax Orv.-r. Yesterday we published General Orders No. 139, Headquarters Second Military District, 'providing for the support of the Provisional Government of South Carolina," and for this purpose 'modifying" the Tax Act, passed by the Legislature, December 21, 186G. We pro? pose ia the present article, to point out tho principal of these ohanges or modifications. The tax on real estate is only twenty-five cents on every one hundred dollar?, vice thirty cents lase year. On capital stock of gas com? panies, a quarter of one per cent., instead of a half of one per cent, last year. On manufac? tured articles, twenty cents on every one hun? dred dollars, vice one dollar on every one hun? dred dollars hst year. Gross sales of liquor were taxed ten per cent, last year; only five per cent, in General CANBY'S order. 3ugg es, car? riages, gold and silver plate, watches, jewelry, etc., same as last year. Income tax upon professions increased from two per cent, last year, to fwo and a-balf per cent, in this. On commissions received by bro? kera, vendue masters, factors, commission mer? chants, dealers ia exchange or in mortgages, bonds and other negotiable papers, five dollars last year for every ono hundred dollars, and only two dollars and fifty cents this year. The tax oa premiums of insurance companies re? mains the same, except that no discrimination is made by General CANBY in favor of home companies. The express companies, taxed ten per cent, on their gross receipts, only pay one per cent, in General CANBY'S Tax order; tele? graph companies two and a half per cent., vice five per cent, last year. Newspapers, taxed two per cent, on gross receipts last year, only pay twenty cents on every one hundred dollars next year. On the amount of sales of goods, wares, rte, sixty cents on every one hundred dollars last year, only twenty cents this year. Tax upou bank profits remain unchanged ; so, also, income tax upon salaries, rents, etc.; upon incomes of railroads, and grcss receipts of hotel keepers. Bar-rooms pay ten per cent, on gross re? ceipts, same as last year. "For the privilege of selling lottery tickets within the limits of j this State, five hundred dollars per month, to be paid monthly or quarterly in advance to the Treasurer of the State." The foregoing are the leading features of General CANBY'S Tax order, upon a careful ex? amination of which it will be observed that in most cases the tax remains the same: in some it is slightly, in others materially reduced, and only ia one or two instances is it increased. As the appropriations arc nearly the same as last year, & compensating increase of revenue caa oa?y be looked for from tho reassessment of the real estate, prescribed in the 8th para? graph of the order, as follows : "Each assessor and each tax collector acting as assessor, be? fore entering upon his duties as assessor, shall take and subscribe before thc Clerk of the Court of the District thc following oath, which shall be endorsed oa his commission, viz : 'I, A B, do promise and swear that I will, to the best of my ability, execute the duties of asses? sor for my collcctioa district, and will, without favor or partiality, ascertain aud assess thc actual value of the property, real and personal, upon which an ad valorem tax is levied, before and for the purpose of levying such tax.' " The Tendency of "aritanlsm Mr. CHARLES ASTOR BRISTED, of New York, mo'e generally known, perhaps, under his norn de plume of "Carl Benson," has published an elaborate and well writtea brochure entitled "Tae Interference Theory of Government." The essay is evidently the result of much reflection and close observation of the phe? nomena which mark tho political revolutioas of tho times in which we live. Mr. BRISTED thinks he can discern in these the signs of a re? action ia favor of what is termed "strong government/'' naturally consequent upon aa excessive dcvclopmeat ia practice of the prin :iple of individual liberty. Agaiast that phase ?f this reaction, which consists in the ten ieucy to invest governments with thc power t "interfere" with and regulate the morals and ?ccial habits of the governed, he eDters a vig 3rou3 and logical protest. He shows the ab mrdity of the attempts to suppress intempe *aace, gambling, Sabbath-breaking and kindred fices by the arm of the law, and gives a mer ted reh^.e to the meddling. In thc course of his argu neat, Mr. BB?STED takes occasioa to ventilate ais peculiar views in regard to the "Rebellion" md its causes. The absurdity of his parallel Dotweea the coup d'etat by which Louis NAPO? LEON grasped the supreme power ia France, ind thc struggle for a Southern Confederacy, tder thc leadership of JEFFERSON DAVIS, will rovoke a smile from every well informed Southern reader. Still, the book is, oa the vhole, aa essay of remarkable merit, aad, ns he work of aa able and thoroughly independent hinker and forcible writer, is likely to do ;ccd. Protective Cheapness. It takes so little ia the "flowery kingdom' o keep soul and body together, that the Ci?? iese can produoe goods at a cost that seems idiculously small. Three grains of rice and a up cf water may be a rather low diet ; but, cvcrtheless, the ingenious and quick fingered 'hi?ese caa with his earnings of three or four ennies a day support himself and family. But, besides furnishing something to bc peeped at, handled und admired, these Chinese cheap things will be turned to another use. Those dingy philosophers who say that the cheaper n u:nn buys what lie wants ihe poorer he w ill become, will sympathize most sincerely with the dreadful fate that hangs over Califor? nia. Thal country is so near to thc "Celestial Empire"' that the Californians will be able to purchase with one day's work what cost two or three Jays' work in the land of Mandarins, red dragons, big walls, r.nd porcelain towers. Nay, the day's work of r-.u American will pur? chase what in China would cost the work of fifty days; it would give him two hundred fans, or two hundred hals, or fifty sets of baskets, or two garden spades. This is terrible indeed, for if a California farmer or miner shall cover his head in summer with a straw hat that costs him hut three or four cents, transportation and duty included, the fate of that region, ac? cording to the theories of the protectionists, is seuled. If, however, China produces any one thing which can be produced at one-half thc prico in California, then that one thing should be bought of the Chinese. If U be ruinous to buy or let in cheap goods, it mast bc n source of profit to buy goods exorbitantly dear. If cheap goods are to be shut out that we may grow rich, we ought to bring from foreign countries their very dearest goods to avoid growing poor. It is a poor rule that will not work both ways: and, according to the protectionists nothing but a vigorous embargo on thc trade with China can prevent California from failing into the gulf of ruin.
