C .} By tho terms of the Act of Congress entitled "An Act to provide for tho moio officfout government o? the Bebel States," pas3od Maroh 2d. 18C7, and of the Acts of March 23d, and July 19th, 1807, supplementary thereto, it is mado tho duty of the Commanding General of this MB'*Wy District to cause a registration to be made of tho ?Bato inhabitants of the State of South Carolina of tho ?go of twonty-one years and upwards and qualified by the terms of said Acts to vote, ond after such registra? tion is complete, to order an electio i to bo held, at which the registered voters of said state shall vot<> for or u mast a Convention, for tho purpose of establishing a Constitution and dril government for the enid State, loyal to tho Union, and for delegates to said Convention, and to give at least thirty days' notice of tho timo and place at which said election shall be held ; and the said registration having been completed ir. said State of South Carolina, lt is ordered: Firjf. That an election be held in thc Stato of South Carolina, ^omaiencing on Tuesday, tho 19th day ot No vemocr, 1867, a. d ending on Wednesday, the 20th day of November, 1867, at which all i ogistered voters of salo State may vote "For a Convention," or "Against a Con? vention," and tor delegates to constitute the Conven? tion-in case a majority of the voles given on that ques? tion shall be for a Convention, and in caso a majority ol the registered voters shall have voted on the question of holding such convention. It shall be the duty of the Boards of Registra? tion in South Carolina, commencing io'irteen days prior to thc election ho: ein ordered, and giving reasonable public notice ot the timo and place thereof, to revise for a period o five days thc registration ilsts, and upon being satisfied that any person not entitled thereto has been registered, to strike the namo of such person from the list; and such perron shall not be entitled to vote. Tho Sheriff and other peace officers of each District arc reo' ared to bo present during the whole time that the polls ire kept open, and until the election is completed ; and will oe mace responsible that there shall be no interference with judges of elections, or other interruption of good order. All bar-rooms, saloons, and other places for tho sile of liquors by retail, will bo closed from ti o'clock ot tho evening Ct the 18th of November, until C o'clock of the moruing of tho 21st of November, 1867, and during this time the sale of all intoxicating liquors at or near any polling place a prohibited. The police officers ot cities and towns, and the Sheriffs and other peace officers of Districts, will be held responsible for tho strict en? forcement of this prohibition, aad will pruraptlj arrest and hold for trial all persons who may transgress it.
