John A Theodore Qetty, the Charleston agents for this Une have temporarily located their office with Mr. C. L. Gillbaumb, on Atlantic Wharf, where they can be found at present. Quarantine Ended.?Quarantine on this coast is suspended after tho 1st November, by order of General Candy. This is another cheering sign. All danger of pestilence is now over, and Gal ves ton, Mobile, and New Orleans are recovering slow ly from the plague which has so sorely[smitten them._ Carolina Rice.?This valuable1 grain, which forms so prominent an article of food to Caroli nians of tbe low country when it can be hod at reasonable prices, begins to arrive with more freedom, some 12,000bushels having reached here in a few days past. The crop, however, does not prouiiso to bo ovor one-fifth of what it was before the war. ^ Liquor Laws.?General Canst decides that the jurisdiction oonferred on Post Courts, in oases of I violations of the military liquor orders, is not an j exclusive one. The laws of the City, State, or United States, regulating the sales of liquors, re main in force, and may be enforced, notwithstand ing that the delinquents have already been punish ed by a military conrt. The order prohibiting the Bale is a police regulation, and the penalties for violation in now way relieve partiee offending from their other responsibilities. United States Dibtbiot Court?Hon. G koros S. Bryan prebidiko.?Tho petition of Henry Bet bens for citizenship was read and tho petition granted. The petition of James S. Phillips for adjudica tion of voluntary bankruptcy, was presented by W. J. Gayer, Esq., and on his motion it was ordered that in consequence of the absence of R. B. Carpenter, Register in bankruptcy, the meet ing of the creditors of Jamas S. Phillips would be held on November 21st. On motion of Simons A Simons, Nicholas MoEvoy, who was under arrest for fine and costs, was discharged from prison bonds, he having com plied with the provisions of the law, and his term of imprisonment having ended. The Fire or Yesterday Morning.?As was premised in yesterday's paper, the fire was con fined to the building where it originated, though its origin is as muoh of a mystery as ever, as no fire was used in Mr. Clancy's store, and there were no matches or combustible material in the establishment. Mr. Clancy was insured for eight thousand dollars in Northern Companies represented by Messrs. Colburn A Howell, and his loss will probably roach that amount, as but little of the stock was saved, and that mostly in a damaged condition. Messrs. John A Theo. Getty wore insured for three thousand dollars with Mr. S. Y. Tupper. A small portion of their stores, consisting of coils of rope, were saved, but were considerably damaged by fire and water. None of the office furniture was saved by the Messrs. Getty, Mr. Esnard and Mr. S. M. Levin, the latter gentleman, who conducted the businsss of a Custom House Broker, having lost all of his papers and records. The British Consul's office, together with his archives and the records of the Consulate, were stored in large wooden boxes, and were entirely destroyed. There vas some is* surin?e on the furniture, but none of it was saved. The building was the property of Mrs, Dr. Smythe, and was insured for eight thousand dollars with Messrs. Co ..burn A Howell. A New Enterprise fob Charleston.- -Messrs. McKay A Campbell, the energetic auctioneers of Meeting street, have recently added a new feature to their business. Their sales of bacon and smoked meats wore so extensive, that they were induced to change tho location of their provision salesrooms, and to uoeuro a smoke-house where the meat could be prepared under their own super vision. They have opened these rooms on East B?y, between Wehtworth and Hasel etreeto, and are now engaged in building an office, and making other improvements on the property. The smoke house is a Utrge building in the rear of the lot, and has auapaeity of some forty thousand pounds. The interior has been expressly arranged tot this purpose, and tbe smoking is dose by oak sind hiokory, mixed with mahogany shavings, whloh gives a fine brown color to the meat. ? loirge quantity of this meat has already boon prepared for market, and bos commanded a high price. It has been considered of a superior quality to the ' bacon brought from tho West, and,' being prepared on the spot, can be guaranteed both sonnd and fresh. This is, wo believe, the first enterprise of this description that has ever been started ta the city; but, from the character of tbe parties c nested in it, we feel no hesitation in saying th will ptove* successful inyeatment of bolhl and oapltal. Those parties were indicted for a riotous aud unlawful assem blage on the 2d inet. Messrs. Kino and Lonino appeared for the prisoners, and Messrs. H a yn e and MiKKLXt for tho proaooution. The jury re turned a verdict of Guilty. This riot occurred about five miles from the city, and was an attack made on a negro of this city, Ephraim Blake, by others of his color. Tho Stato 0?. Joe Mack, Richard and Lewis Mack, and the Stato vs. Thomas Howard. These cases wore taken up at the same time, the parties boing charged with assault and battery and liotous as semblage, Mr. T. B. Kino appeared for i ho three first, and Mr. \V. E. Mikki.i. for Howard. Verdict ? Guilty in both cases. Tax Box or Mortality.?It will be seen by the bill of mortality published elsewhere that tho num ber of deaths during the past week is twenty-five, nineteen of which are colored and six white. Of the latt er five are children and one adult, while there are cloven colored adults and eight whites. This remarkable discrepancy is owing, principally, to tho careless mode of life observed by the colored people and to their neglect of all precautions ne cessary for the preservation of health. The portions of the oify inhabited by this class are usually long ranges or dilapidated shanties, which aro frequent ly tenanted by several families. The Summer has fortunately been extremely healthy, but the cold weather will soon thin their ranks, and, unless greater care is taken, and they beoome more prov ident, the number of deaths will be largely in creased There are many, and, we believe, a large portion of the colored people who are oareful in their habits, and who, having been brought up in a city, are not apt to neglect any sanitary precau tions; but the country negroes, who are entirely unaccustomed to oity ways, herd together in un healthy localities and soon fall victims to disease. Koto Street Improvements.?Tho fashionable portion of King street is one of the few localities in tho city where a fire has not proved a loss. The houses destroyed by the devouring element have been generally rebuilt with more taste and with more pr?tentions to architectural beauty than they had previously possessed. The heat of tho fire that destroyed Queen Oity Hotel . had scarcely died away when the rubbish was removed, and the work of rebuilding was commenced. The late Alderman Eable was the contractor, and under his management the work progressed rapidly, until interrupted by bis sudden death. It was, how ever, soon resumed, and Mr. W. Kinsman and Messrs. Fooabttjb & Stillman became the occu pants of the new stores. Of the appearance of these,stores it is almost useless to speak as they have long been the objoote of attraction to the shopping public. Messrs. Fooabttx & Sttllman have opened a full stock of seasonable dry goods in the North store. These goods have been chosen for this market, and will prove, on inspection, to be what they are warranted. Mr. W. Kinsman, the great candy man of Charleston, has established his headquarters in the adjoining store, which be has fitted up with great taste. His lady customers will find everything arranged for their conve nience, and will be pleased to learn that he has not forgotten the chef oVouvres of his art, and confec tionery of every description can be obtained at his counters. Those in search of delicacies to tempt tho palate will find them at this establishment, where everything known to the profession is fur nished ad libitum. Auction Sale of Real Estate. ?Messrs. Leitou &, Bruns sold yesterday, in front of the old post office, the following property: A grocery, situated at the corner of Butledge and Qneen streets, containing some four rooms, measuring on Butledge street 42feet, by 128 feet on Queen street, for $1450. A small house, containing four rooms, Bituated on Queen street, one door from Rutledge, lot mea suring 49 by 107 feet, for $1276. The lot at tho' corner of Magazine and Franklin streets, with a weoden house containing four rooms, lot measuring 55 feet on Franklin street by 250 feet, for $1550. A small building lot, situated at the Northwest corner of Coming and Montague streets, with a house containing four rooms, and a good kitchen on the premises. Lot measures 48 feet front by 44 feet in depth, for $2460. These sales were tall made on the same tonna, one-half cash, and the balance payable in twelve months. At the same time Messrs. Clifford & Math ewes sold, for cash, a farm of about five acres on Rutledge Avenue, Gadsden and Congress streets, meaustiring on Rutledge Avenue 266J feet; on Oadsden street 678 feet; on Congress street 629 feet, and on the back line 802 feet. It is within a short distance of the City Railroad terminus. Upon this tract is a two and a bah* story wooden dwell ing. Tho soil is remarkably fertile, drains easily, and is admirably located for farming. It has been recently surveyed and divided into twenty-eight fine building lota for $4500. Messrs. Smith A MoGilliybay made the sale of I several building lote in the newly laid out town of Raven el, situated on the Savannah and Charleston j Railroad, about fifteen miles from this oity. The property was divided into half acre lots, and forty eight were sold at prices ranging from $5 to $18.60 per lot. At the same time three garden farms of five to ten acres each were sold for $6.50 to $5.75 per acre. Cm Finances.?Report or the Committee on Retrenchment.?Tho Committee of the City Council, appointed on the 14th ins t., to report bow. and in what manner, the expenditures of the oity could be reduced so that tboy should not exceed the receipts, made their report to the City Coun cil last evening. In their introductory remarks, the Committee describe the position of the city , and point to the necessity of retrenchment. They any, emphatical ly, it Is "patent to' every one interested in the welfare of the city, that the expenses of tho oity government muet bo materially reduced." They say, also,?if the present system of taxation, or a revenue equal to that now realised, will not pay both the in tercet on the debt and the current ex penses,?it is incumbent on Council "to curtail the expenses so as to reduce the expenditures within the income ; for our people, in their present impoverished condition, are taxed already to their utmost capacity." It is also recom mended that oortam unmistakeable emblems shall appear on the ballot, ao that those who cannot read will know that they are voting the right L ticket. It is also advised that strict instruction shall be given that no name on the ticket regularly nominated shall be scratched or torn off?that the I whole ticket shall be voted. Should differences exist in opinions with regard to candidates, they must be settled before the nominations are made.
