made at 17? cents for New York Strict Middling. Alter
the receipt of the news of the failure of the Royal Bank
of Liverpool, with liabilities of four and a half millions
sterling, and the consequent depression in Livorpool and
New York, prices immediately declined ? a ?c, and op?
erations tor the most part ceased. Toward the close
tome sales were made at )6Xo for New York Middling.

NEW ORLEANS. October 18.-COTTON-At the open
tog, this morning, the scant supply of the better quali?
ties to mest the demand enabled factors to realizo full
prices for those descriptions, but the market soon lost
tte buoyancy and there was an evident tendency to
gaftar rate?. Some buyers, in fact, claim to havo
bought at Xe less than they could have got the same
kinds yesterday ; others, on the contrary, paid full
piicea. The movement was checked, both by the ii mi?
lted extent of the supplies on sa e and by the difficulty
of negotiating i ter .lng exchange, unless with an unusu
ally wide margin OB bill of lading bills. The business
was consequently confined to 800 bales, a largo part of
which was taken by French and bpanlsh buyers. We
now quote Ordinary nominal. Good ordinary at IC a 16?c,
Low Middling at 17? a 18c, and Middling at - a 19c.

Whereat, Tho best Interesta ot tho city, as well as the
convenience of the shipping visiting the port, demand
that the channol of Cooper River be kept open with suffi?
cient depth of water for all commercial purposes, and
free from obstruction:
Be it ordained, That hi futuro all mud removed from
any of tho city docks by drodge machines, or otherwise,
shall bo removed one hundred and fifty fathoms from
the end of tho dock.
The Harbor Master shall be furnished with a copy of
this Ordinance, which he is required strictly to enforce;
and to report for prosecution all violations of tho samo;
which shall subject the party so offending to a fine not
exceeding ono hundred dolhus for each and every
offence

THE PHILADELPHIA UNIVERSITY OF MEDICINE
AND SURGERY was organized In 1848. Chartered
ay tho Legislature, February 26, 1853. Nae e changed
ay a legislativo enactment to the Eclectic h ed ictd Col?
lege, or Philadelphia, in lf.60. In 1863 lt parecas cd the
Pennsylvania Medical college, established in 1342, and
the Philadelphia Medical Allege, which had previously
been merged into the Pennsylvania Medical College. En
188-1 it purchased tho Fenn Medical University. Too
Trust?es of the separate schools united, pedtioned and
obtained a special Act of the Legislature, consolidating
those Institutions and cha..ging their names to that of the
Philadelphia University of Medicine and Surgery,
March 15,1865. All these varions Acts are publi hed in
the st itu tes of Pennsylvania. Tho cost of tho 1 uilding
and museum was over ono hundred thousand dollars. It
will bo observed that the University, as now organized, is
the legal representative of the four Medical Colleges that
lt has absorbed. It ls a liberal school of medicine, con?
fined to no dogma, nor attached lo any medical clique
but embraces In ita teactiing everything of 1 ?>?????<
profession.
Sessions.- It has two fell sessions each year, commenc?
ing on the 1st of October, and continuing until tho 1st of
January, as its first session, and from the 1st of January
to the 1st ot April, as its second; the two constituting one
full courso of lectures, lit hos also a summer session,
commencing tho 1st April and continuing until August,
for tho preparatory bronchos, such as Latin, Greek,
Mathematics, Botany, Zoology, Chemistry, Anatomy
Phybtology, etc.
Tickets.- Tickets to th 3 full coarse of lectures $120, or
$60 for each session. I'or tho summer or preparatory
course $25. G rauda tine fee $30. To aid young men of
m od orate means, tho Uriversity has issued five hundred
scholarships, which aro sold to first-course students for
$75. and to second-course students and clergymen for
$50, each constituting tho holder a life member, with the
perpetual privileges of the lectures, and all the teachings
of the school. Tho on y additional tees are a j early dis?
secting and matriculating ticket, each of which ls $5.
The Advantages of Scholarships.-Tho student holding a
scholarship can enter tho College at any time during the
year, attend as long as he chooses, and re-enter the Insti?
tution as f.equentl'- as desired.
It requires no pri vions reading or study to enter the
University on scholarsldps, hence, all private tuition fees
are saved.
Students, by holding scholarships, can prosecute other
business a part of the Crae.
The candidate for g md nation can present himself at
any time, and receive- Ids degree as soon aa qualified.
In case a stuocnt should hold a scholarship and not be
able to attend lectures, it can be transferred to another,
thus preventing any lo?.
l'aronts, guardians or friends of students wishing to
purchase scholarship for them a year or more bet?re
their attendance at tho University, can secure them by
advancing one-half tho price and paying tho balance
when the student enters. Physicians and benevolent
mon can bestow great benefit upon poor young nen by
presenting them a scholarship, and thoa enabling them
to obtain an honorable profession.
The Faculty embraces seventeen eminent physicians
and surgeons. The University has associated with it a
largo hospital clinic, wheie every form of medical and
surgical disease is operated on and treated In the pres?
ence of tho class.
Coixxox BummMk-The College building, located in
Ninth street, south of Walnut, is the finest in the dry.
Its front is collegiate gothic, and li adorned with em
battlements and embrasures, presenting a novel, bold,
and beautiful appearance. Tho facade ls of brown steno,
ornamented by two towers, rising to the elevation ot
eighty feet, and crowned with aa embattled parapet
Tho building contains between fifty and sixty rooms, all
supplied with water, gas, and every other convenience
that modern improvement can contribute to facilita to
medical instruction. Only Ave hundred scholarships
will bo issued, and as two hundred and fifty are now
sold, those wno wish to secure ono should do BO at once.
Money can be remitted by express, or a draft or chock
sent on any National Back in the United states, when
the scholarship will be returned by mall, signed by the
