As the Agents of tho People's Line of New York steamers, they have given general satisfaction, and tho steamers- leave for the North and return with full cargoes. The Souder, which left yesterday aftemoou, carried the largest out? ward cargo that she has ever taken. The People's Line consists of the Moneka anti the Sonder, but the Prometheus, an additional steamer, is daily expected. Messrs. QETTT have endeavored to make tho People's Line acceptable to thc public, and the result mentioned above is a proof that they have attained \:heir object. JNO. ROBINSON A Co., by whom it ia employed. The preasea advertised by Mr. HENEBY were made subsequently to that men? tioned above, and contain many essential improve? ments. They are capable of reducing any amount of cotton not exceeding five hundred and fifty pounds into an ordinary sized bale. When it is remembered that this is effected by the work of two men, the invention will at once commend it? self to the planter as the most convenient and useful for his purposes. Mr. JONES ia a Charles? ton mechanic of considerable skill and experi? ence, and bis presa will compare favorably with other patents. Our limited knowledge of such subjects prevents any comparisons, but we advise those moat interested to examine ita merita and give it a practical test before arriving at auy de? cision. C., October 9, 1867.-CTBCCLAB. -The following instructions are published for the information and guidance of the Commanding Officer* ot Posts in carrying out the requirements of General Orders No. 92, current series, from these Headquarters : I ft In any case embraced within thetlrat subdivision of Paragraph I ot said order, the tate of taxation fixed by law, and prevailing at th? time tho trans? action was made and completed, or the property, , or right, was parted with, which ia the subject of taxation, shall constitute the'basia for correcting such excessive taxation ; and upon being conform? ed thereto, such tax shall be valid and binding it being the design of that part of aaid Paragraph I to protect persons, making ouaineas operations, from unforeseen imposition of taxas in excess of the rates prevailing when auch operatious were consummated. In any case arisiug under the second subdivision of Paragraph 1 of ?aid older, the tate of taxation imposed on the property or person of a resident of the State shall be the basis foi correcting such tax as affecting the property or person of a non-resi? dent ; and upon being conformed thereto, such tax shall be valid and binding. In all eases where the collection of any tax ia suspended under the first or secouil subdivisions of Paragraph I of aaid order, Ibo order suspend? ing the aame shall be limited to preventing the collection of any exceas of stu b tax over and above the amount properly taxable m accordance with the provisions of said order as explained by this Circular. ." The Normal Sci which was designed as a high grammar school girls has accommodations for about five hun pupils, but it was found necssery to increase number of instructors, and three additi teacheis have been elected. In the St. Ph Street School the same difficulty exists, as a u ber of chUdren who were rejected at the Not Jchool have been received in the Primary Dei. ment, ana the increase in the number of pupils manded additional teachers. We have not h< from the Moms Street School, but the prospec few days since were 6o flattering that the elec cannot be long postpoued. In these r tired localities cobble stones havo been voted nuisance, and the drayman who strays in that d rection pursues the even tenor of his wav witho experiencing the sensations caused by a ride ov a rough pavement. The usual route of the aspi ants to notoriety are those streets which aro pave with stones, and it is not unusual to see on thei thoroughfares a long string of drays, bound eitbi to or from the railroad.
