The failure of the Farmers' and Citizens' Na? tional Bank of Brooklyn, and tho appointment of a receiver for the same, is announced. The Brook? lyn Union of Saturday says : It will bo remembered that early in the winter of 186U tho messenger of this bank, while proceed? ing along Bi.ekman street in New York, was at? tacked by a man who roboed him of a valise con? taining some ten thousand dollars. Af ter the com? mission of the robbery tho thief jumped into a| butcher's wagon with his booty, and nothing has j yet been seen or beard of him. Tho bank .vas es- ? tablished in 1852, and in 1865 continued business under the national bank svstom. The capital was represented at $300,000 ; shares, 15,000 ; par $20. The following are tho officers of tho bank : Presi? dent, Oren M. Beach ; Cashier, Henry \V. Redfield; Directors, 0. M. Beach, Anthony Bets, John Hicks, David Sturtevant, Sylvestor Tuttle, W. L Pooley, g. W. Woolsey, Sylvester M. Beard, Watsor San? ford, Geoige Ricard, Howoll Smith, David Wil? liams, and Daniel D. Leary. The affairs of the bank, by those who havo the most at stake on its solvency, aro not considered such as to warrant anv fears of 'titivate loss. The folowing, as nearly as it could be ascertained, is the financial condition of '.he bank : Its capital stock is $300,000: its deposits about $1.000,000; circulation, including about ?WOO of notes issued under tho old organization, $2000 to $5000 the reserve, amount um to 13 per couture of deposits and cuculation, as required by law, should have been about $200,000; bu' it fell short on the 30th of July about $100,?u?; after the expiration of the thirty days notice to make goo l the deficit in the reserve, the law not being com plied with, tho order of the Comptroller was issuet this morning. Mr. Frederick A Platt took charge of the affairs ot ihi bank. It is rumored that the officers of the bank be? lieved that they had complied w th the law, inas? much as the alleged deficit wa', represented by checks, gold certificates and other available secu? rities. The law provides that "clearing house cer? tificates, representing lawful money, * * * ?hall be deemed to be lawful mc ney." It is claimed that the whole difficulty bet wi cn the officers of the bank and the Treasury Depart? ment arose f. om a difference of construction of thu statute, and the nature of the reserve rcq^ed. Among the depositors was the German, a and Dime Savings Banks, of the Western District. The former had a deposit of $15,000; the amount of the latter could not be ascertained. Whether tho depositors lose anything or not, tho holders of the notes of the bank r^-ed givo themselves no trouble, as they are secured by the United States, and will be paid whatevjr becomes of the bank.
