Captain WOODHULL knows how to do it. The Champion sailed for this port on Monday afternoon, 3 o'clock. REGISTRATION IN THE Cm.-In accordance with a notice published by Mr. N. TYLEE, Sr., the Chairman of the Fourth Precinct, no business was transacted in the Upper Words, and the re? turns are only from the first three precincts: WHITES- OOLOBFD. First Precinct.18 16 Second Precinct.8 ll Third Precinct.33 33 MAYOR'S COURT, August 26.-An old colored woman, who evidently thought herself a Nightin? gale or the Black Swan, attracted quite a crowd in the market by her discordant noi.38. The guar? dians, however, turned a deaf ear to her melodious accents, and cir ried her to the Academy, where she was examined, and not being a proficient, was sent to the Alms House, where she can employ her time in learning new tunes. Celia Anderson, a sparkling colored damsel, de? sired to increase her wardrobe at the expense of her neighbors, but was detected and the dry goods taken from her. She received a lecture on her disreputable conduct, and was sent to a private apartment for ten days, where she could study the question more understandingly. A Jehu, who, like his ancestor, drove furiously, -went past Trinity Church in a rushing style, but -was summarily halted, captured and condemned to pay 15 for bis unlawful amusement. THE TB ADD STREET CAUSEWAY.-The laborers nave, for some time, been engaged in repairing this causeway, and in restoring it to a passable condition. New breakwaters have been built, and the old ones strengthened by additional timbers, while the holes that were formed by tho action of the tide aro filled up with the marsh mud dug from the flat. This is taken at low tide, and sub sequenly brought to the breakwater where it is at .once thro-Aii on the required spot. At first this mud is quite soft, and easily fills all of the intersti? ces, but it soon hardens in tho Ban and forma a du? rable and substantial pavement. Since the war .this causeway became such a popular resort that dt was impossible for it to remain in ita dilapidated condition, and the authorities have conferred a great favor on the public by their prompt action toward ita renovation. It is more than probable, that as time advances the city will improve, and a greater part of the burnt district will be rebuilt, especially those houses adjoining the water. The Western portion of Broad and Tr add streets has been completely devastated, but the situation possesses many at? tractions, and the owners would probably have re? built ere this, bat for the want of means. We .bave now before us the prospect of a good season, .and old Charleston should shake off her lethargy and listlessness, and seek to repair the damages of the past six years. The City Fathers have already ?et the example by improving this causeway, and dt only remains for others to follow this example, and make the c* "rt blossom with other plants than those that now grow in such wild luxuriance. INSTALLATION OF SHERIFF W. S. HASTIE.-On the 26th of August the term of Col. JNO. E. ?JA?IEW, as Sheriff of the District of Charleston, ex pired, and he was succeeded by Mr. Wac. S. HAS? TIE, the appointee of the military. The oaths of .office were administered by Mr. J. W. BROWN? FIELD, Clerk of the Court of General Sessious and ?Common Pleas, and Mr. HABTIE was duly installed ats Sheriff. Mr. HASTIE is personally known to jrnaay of our citizens, and though not a native, he has been for many years a resident and prominent merchant in this city, and his appointment to the Sheriffalty has given general satisfaction. According to instructions receive,! from Headquarters, Mr. HASTIE is com pe lie.'i to require his assistants and subordi? nates to ta.ke the test oath, which necessitates some changes in L'i? department Thus far only two re? movals have been made. Mr. W. H. HASELTINE has been appointed Jailor, and Mr. JNO. EASTEBBY, Clerk, vice Mr. BESSELLLEU and Mr. BOLO EB, the former incumbents. Col. JOHN E. CA KEW, the ex-Sheriff, retires with the good wishes of the community, and though numbered among tue disfranchised, will lose n.?no of that respect whicii has enabled him to nil so many positions in the gift of his countrymen. He has been in the political arena for a number of years, eerved acceptably both as a member of the Legislature and as Sheriff, to which berth he was twice elected, and notwithstanding the barrier which prevents his return to public life, he still possesses the esteem and confidence of his former constituents. We understand that the books and documents of the office will be turned over to Mr. HASTIE, and the business be conducted on the same principien as when under the control of CoL CAREW. Registration of Foreigners. To Vie Editor of the Daily News : A correspondent of THE DAILY NEWS, yesterday, under the above heading, signed "J. M. M.," doubtless intended to throw light upon tho sub? ject of registration of naturalized citizens. Ho charges some ono at the outset with "a persistent effort to excludo foreigners from registration." Who ia it? Is it the several Boards of Registra? ron ? or ono or more of the Boards in the city ? or ti "ie Press? or the Pulpit ? or tho public generally? ,We would not ask these questions seriously if we wero not disposed to place a liberal construc? tion upon the language he uses, and infer that natur.\bzed citizens wero intended instead of ''foreigners." As tho s?veral Boards of Registration of this city have aU been referred to by "J. M. M.." and the action of at least the first Board misrepresent? ed (though we do not moan to say intentionally), the Chairman, passing over tho prefex to tho titlo he has given us, takes this opportunity to stato that the most liberal construction possible is given to all the Acts of Congress bearing upon rcRistra tion, and the Board aro unanimously of tho opin? ion that no naturalized citizens aro excluded from registration from tho mero act of having engaged in rebellion, a civil war against the United States, but only by tho-same act or acts committed under the same circumstances and conditions which ex? clude native born citizens, and that the least guilty of all participants in rebellion were, for tho most part, the naturalized citizens of this country. And furthermore, that it has not been neccssary yet for this Board to exclude any naturalized citi? zen who has applied tor registration; and whero, as in many cases, their naturalization papers have been lost or destroyed by the accidents of fire and ?war, tho evidence of tbe loss has been takeu, wi:b the least possible trouble to the parties consistent -with the discharge of our duties. Another propeller ship will, it is expected, be placed in the trade as soon as the fall business fairly opens.
