POLICE ITEMS.-ARREST OF PICKPOCKETS AND GARROTERS.-Our city has for a long time been spared from the inroads of pickpockets, but the evil days have now fallen upon us, and unless our citizens keep a bright look out on their pockets, the contents will be spirited away and the dexter? ous thief gono before they are aware of their loss. One off these light-fingered gentry has recently been caught at bis nefarious operations, and will receive the punishment awarded to ovil doors. John HeDry Thomas, a colored youth of nine t?eu, has become quite an efficient in the art of re? lieving pockets of their contents. This was usu? ally effected by cutting the pants with some sharp instrument and sloping with the booty. He tried this game recently on two of his own color, who were strangers in the city, and succeeded in se? curing the pocket-books, but, unfortunately for his calculations, was secured himself, and com jnitted by Lieut. HENDRICKS for larceny. On Friday night, at lt) o'clock, while private A. MAGUIRE was proceeding up East Bay, he was as? saulted opposite Commercial Wharf by a gang of garroters, who knocked him down and then strangled him. His pocketbook, containing $35, a double case silver watch, and a revolver, were taken away, and tho parties made good their escape. The case was instantly reported to Liout. HENDRICKS, who detailed Officers CALDWELL and MYEE to investigate the matter. By their exer? tions, and with the assistance of the soldier, four parties were arrested charged with being the prin? cipals m the crime. These were young colored hoys, whose ages ranged from 21 to 14, but who were evidently old villains. They were turned over to the Mayor, and by him to the Post Command? ant, who will have them tried before a military com fruesion, . , Keg titration of Foreigner?. To the Editor of the Daily News : What can be tho matter r It appears that & persistent effort is being made to exclude foreign? ers from registering. Three classes of theae worthy citizens are attempted to be victimized, and excluded front voting at the ensuing election. Firstly, naturalized foreigners, who voluuteored into the rebel army. Many of these men, if not most, were technical volunteers only. In order to be exempted from tho deadly trenches of Peters? burg and such place?, where consoripta were sent, they choso to volunteer into somo corps in which they could bo noar their families, and be less liable to death and imprisonment-and this, I think, was a quasi compulsory service. Who com? pelled them ? Why tho very party (not persons) that is endeavoring now to exclude them from the rights of citizenship ; who furnished funds to pay (?) them ; to buy tho implements of war for thou- use ; who entertained the most prominent rebei leaders, from President DAVIS downward to Brigadiers and Colonels, in their own houses, and gave more aid and comfort to the enemy than the arms of whole regiments of foreigners could. Those unfortunate men cannot lawfully be exclud? ed from registering, and they shall not be. Secondly, There is a class of citizens, who, in the vicessi tades attendant on war and other accident? al circumstances, have lost their citizen papers, and thirdly, suca as have their Declaration of In? tentions ready to be followed by the Certificate of Citizenship. To these, of course it is objected that they aro not citizens ; and in order to keep them aliens, the clerks of the Courts of Record make the fees exclusive to the poor, and quite an I item to the better off. Custom and Statute in other places moke the fee for tho Declaration one dollar, for the Certificate, two dollars ; here they exact from five to fifteen dollars. Why? because the old fogy aristocracy wish to exclude foreigners from the polls. Strange that the Radical captain, chairman of the Board of the 1st Precinct, nor the hard baked abolition radicals of the 3d, should discourage you from registering, and the other two should throw impediments in your way, and they only ot lately constructed. But it has always happened that tho foreigners have been kept down here. Let me venture a guess at the reason of the present attempt. Let the foreign vote be thinned down as much as possible, and the colored citizens humbugged, (they have a thorough contempt for the nigger understanding), and the same clique will again be put into power, that have already caused the ruin of tho City and State, and that continue both in dilapidation; from which con? summation good Lord deliver us ! NATURALIZED FOREIGNERS AGAIN.-We have boen requested to state, that a naturalized citizen was refused permission to register at one of the pre? cincts in (his city on Friday last, because he* had "done guard doty in Columbia." We have already said everything on this subject that can be said, and seo no reason for repeating thal the Board of Registrars have no shadow of authority for such action. We mention the foregoing occurrence in the hope of inducing tho authorities to issue defi? nite instructions, that will secure a compliance with the law, and at tho samo time suph a degree of uniformity, as in the execution cr a law of this kind is highly disirable. .BARBECUE TO THE FREEDMEN TN RICHLAND DISTRICT.-A large barbecue was given to the freedmen in the vicinity of Kingsville, on last Saturday. Tho tables wore spread and the stand erected near the Fork Church. About twelve hun? dred freedmen and fifty whites were in attendance, -'hey were addressed by General Soon, Chaplain FRENCH, C. M. Wilder, colored, Captain ROBERT ADAMS, and Mr. REUBEN TOMLINSON, The speak? ing consumed the major portion of the morning, but the pleasures of the table soon commanded the attention of the assembly. As we propose giving a detailed account pf tho proceedings in our next issue, we will mordy state that every thing was done decently and ba order, to the full satis, faction ot all concerned, and was a perfect success. It appears that LIZARDI & Co., merchants of London, entrusted large consignments of gooda to Messrs. CAMPBELL & PERCIVAL, of Liverpool, for sale. Messrs. L. & Co., charge that PERCIVAL Bold some of these goods at a sacrifice, and pawn? ed tho rest at their full value, and left England with the proceeds, amounting to about $100,000. All this is vehemently denied by PERCIVAL. The history of the c&so is this : The plaintiffs brought an action in case against tho said PERCI? VAL, and he was arrested, in default of bail to the amount of $100,000, and held in custody by tho Sheriff of Charleston District, The defendant was discharged from this arrest by order of Judge MOSES, in Charleston, a few weeks ago, in accord nice with Order No. 10, of the New Code. There? upon the plaintiffs brought an action in frooer for the same cause, and rearrested the defendant.
