From the reports of tho Commis? sions on Soworago of various cities, I percoivo that their aim lina been particularly directed to the accomplishment of this end, and of all modon that of tho trapped inlets is very strongly urged. I have required thom to bo used by private par? ties, to whom I havo furnished specifications for drains agreeably to Ordinauco, and from the ofjoc Uvenoss obtained, I am induced to recommend their uso for tho city drains. Thuy will bo principally needed whero tho late rats do not connect with tho tidal drains, and tho oxpondituro of a small sum of monoy will ropay us in point of health, besides hoing a permanent improvement to our drainage system. In addition, I beg loavo to call your attention to tho means of obtaining Huffier at and suitablo ma? terial for tho filling ol our lo,/ streets and lola. This bas, for somo time, occupied my thoughts. Borne of our streets, from which niling molter has been obtained, aro now so low that it wonld not be adviaablo to remove any more from them; it ia propor, thou, to ooo w hat can bo dono elsewhere. To meet this necessity, I would, tbcroforo, recom? mend to your honorable body tho employment uf a suitablo machino, which can bo hired and alter? ed at a very small coat, lo ho used for thc purposo of removing tho largo accumulation of plntT mud from tho docks or city marsh hmas, and dcpocltlng tho same upon tho wharves- thia all to be douo by the machino itself, thence to bo taken away in boxed cars, to bo run upon a tram road, said road will not require that the surfaco of tho streets should bo disturbod in tbo least degree, but is simply to bo laid upon tho surface of tho ground. It will bo formed of scant? lings, tl ic onda of thopiocos connected loge (lier er locked in such a manner au to bo disconnected at plcaauro, and removed from ono slreot to another, and tboroby carry tho material and dump lt in ?nob localities whore filling material is needed. The motivo powor to bo uaod will be that of a single horse or mule. The amount paid for excavating doaks will large? ly pay for tho material and labor, and I nm suro it oan bo made a sourco of rovonuo rather than of expenso to tho city. In point of health such material is not objec? tionable, os I havo it from the best authorities on hygiene, and from tho sanio practico in othov dil cs.
