future of trade, to which wa have already adverted, is
atih a conspicuous feature in commercial circles. The
future of trade and comm arce will hinge largely upon
the extent of the crops. With a full yield of cereals end
no serious drawbacks to Cotton and Tobacco, a good fall
trade may reasonably be counted, upon. Indeed,
nothing short' of . a . restoration of the load?
ing agricultural crops to their normal proportions,
and a consequent enlargement of the exhort trade,
will suffice to revive the business of the country. It ls
brue that our commerce cannot be placed upon its far?
mer footing until certain revenue obstacles that have
been interposed shall have been removed, but with the
labors of the husbandman fully regarded, we shall
probably hear little of commercial depression. Under I
these circumstances, the cheering accounts that come to '.
us from the agricultural districts are hailed with acclam- j
ation as t: e harbinger of better times. Meanwhile food:

or other person having cbargo of any vessel arriving or

any Bailors, hotel or boarding house keeper, not licensed

ployee ot any Bailor's or immigrant's hotel or boarding
house, to board, or attempt to bOArd, any vasse] arriving
in, or lying, or i elng in the harbor or port ot Charleston,
belore tu ch vessel shall have been made fast to the wharf,
or anchored, with intent to invite, ask or solicit the
boarding of any of the crew employed on such vessel.
ILL it shan not be lawful for any sailor's or nam l
grant'a hotel or boarding house keeper, or the employee
of any sailor's or imirigrant'a hotel or boarding bouse
keeper, having boarded any vessel made fast to any wharf
in the port of Charleston, to neglect or refuse to leave
aald vessel, after having been ordered so to do by the
meeter or person having charge of such vesseL
IV. It shall not be lawful tor any person to keep, con?
duct or carry on, either as owner, proprietor, agent or
otherwise, any sailor's or immigrant's boarding house,
or sailor's or immigrant's hotel, in the city ot Charleston,
without having a license from the City Council thereof,
V. .Itshall not bo lawful for any person, cot having the
license m this Act provided, or not being the regular
agent, runner or employee of a person having such li?
cense, to invite, ask or solicit m the city or harbor of
Charleston, the boarding or lodging of any of tho crew
employed on any vessel, or of any immigrant arriving in
the said city of Charleston.
VL The City Council shall take the application of any
person applying for a license lo keep a sailors' or immi?
grant's boarding house, or Bailor's or immigrant's hotel,
tn the city ot Charleston, and upon satirf octory evidence
to them of the respectability iud -v.n^ tency of such ap?
plicant, and of the suitableness ot ms accommodations,
shall issue to him a iiuci^c, which sholl, bo good for one
year, unless sooner revoked by said City Council, to
keep a Bailor's or immlgrant'a boaruiiig house in the city
of charleston, and to invite and solicit boarders for the
same.
VIL The City Council may, upon satisfactory evidence
of the disorderly character of any Bailors' or immigrants'
hotel or boarding house, licensed as hereinbefore pro?
vided, or of the keeper or proprietor of any auch house,
or of any force, traud, deceit or niisroprescntation, In In?
viting or soliciting boarders or lodgers for such house,
on the part of auch keeper or proprietor, or any of his
agents, runners, or employees, or of any attempt to per?
suade or entice any of the crew to desert trout any vessel
lo tho harbor of Charleston, by such keeper or proprie?
tor, or any of his agents, runners or employee?, revoke
the license tor keeping such house.
VIII. Every person receiving tho license hereinbefore
provided lor shall pay to thu City Council aforesaid the
sum of twenty dollars.
IX. The aald City Council shall furnish to each sailor's
or immigrant's hotel or boarding house keeper, licensed
by them ss aforesaid, one or more badgee or shields, on
which shall be printed or engraved the name of such
hotel or boarding house keeper, and the number and
street of his bo1 el or boarding house; and which said
badges or shields shall bo surrenderod to said City Coun?
cil upon tho revocation by them, or expiration of any
license granted by them, as herein provided.
X. Every sailor's or immigrant's hotel - or boarding?
house keeper, and every agent, runner or employee of
such hotel or boarding-house keeper, when boarding any
vessel In the harbor of Charleston, or when inviting or
soliciting the boarding or lodging of any seaman, gallar
or person employed en any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to In the foregoing section.
XL lt shall not be lawful for any person, except those
named in the preceding section, to Lavo, wear, oxhibit or
display any such shield or badge to any of the crew em
Stoyed on any vessel, or to any immigrant so' arriving in
ie city of Charleston, with the intent to invite, ask or
solicit the boarding or lodging of such immigrant or of
any of the crt v employed os any vessel being in the
harbor of Charleston.
XXL Whoever shall offend against any or either of the
provisions contained in eeetion 1, 2,3, A, 6,10 and ll, In
this Act, shall be ceexned guilty ol a misdemeanor, and
shall, upon conviction thereof, bo punished by imprison?
ment for a tenn not exceeding one year, and not lees
than thirty days, or by a fine not exceeding two hundred
and fifty dollar e, and not lesa than one hundred dollars,
or by both such fine and Imprisonment.
Xiii. The word "vessel," as used In this Act, shall In?
clude vessels propelled by steam.

I. Bo it ordained by the Mayor and Aldermen in City
Council assembled, That all taxes payable under the Or
dlnance to raise supplies for tho year 1867, and for other
purposes, be paid on or before the 29th day of June next:
and that persons who sholl make default ot payment of
their taxes on that doy, shall pay, in addition to tho
amount of their taxes, one and a half per cant per
month until the 31ft day of July, when, it not paid, an
amount of two perl cent per month upon the amount
of taxes shall bo paid; and after tho 21st day of August
three per cent per month on tho amount of taxes due
shall be paid until payment of the whole amount is made.
II. That all persons who neglect or fail to pay their
monthly taxes on or before the fifteenth day of each
mouth, sholl respectively pay on the amounts thereof,
two per ceut per month from suoh fifteenth doy, until
payment ls made.
