POLITICS AT T?JE WORTH, The Northern press seems to be somewhat exercised, and pcrploxed at the present condi? tion of public affairs. Congress having put an end to the discussion of vindictive generalities, by thc practical " deed" of thc re-construction act, and the South having very wisely gone to work, to make the wisest application of thc act possible, there appears to be ? growing opin? ion, that thc great Republican party must take new bearings to ascertain a point of departure for the remainder of the voyage,.during which t hey are to direct the ship of State. The- Times, sayr: " The political history of the past two yearB has been a little more than a record of tho triumphs of what was originally the Abolition party, and which has since be? come the ultra Abolitionist clement in the Re? publican party. This element lias driven thc party from the Constitutional position which it had down to 18G4-and from one point to another, each moro advanced, and extreme than its predecessor ever since that time." Mr. SUMNER has just published a letter, in rhich ho insists on going one step further and compelling the Northern States, by a new re? construction act for their special benefit, to ad? mit universal suffrage,- without distinction of color. Referring to the colored vote, he says with praiseworthy ingenuousness. "Their votes arc needed at thc North, as well aa at thc South. There are Northern States where their votes can make the good cause safe beyond question. ' Let our colored fellow eilizens volo in Maryland, and that State now so severely tried will bc fixed for human rights forever. Let them vote in Pennsylvania, and you will give more than 20,000 voles to the republican cause. Let them vote in .New York,; and thc scales, which hang BO doubtful will inclino to the Republican cause." Why not ? Even Mr. WILSON, we fancy, found that there was no large or profit? able field for agitation, and our radicul friends may rest assured that so long as the military government works wisely and firmly toward the purpose of its creation, the restoration of J the South, so long it will receive thc assistance of all the thinking and patriotic men of the South, and that the cordial co-operation of Gen. SICKLES and Gov. Or.u on the matter of registration, or any other matter, will be based upon mutual respect, and a eonfidoncc that they arc working together for a common cause. That cause is the cessation of this weary con? troversy, thc restoration of South Carolina to her place in the Union, and tho revival of our shattered and almost palsied industrial ener? gies. In 6uch work their co-operation cnn slam! the test of hostile criticism, and will re? solve thc approvul of good and wise men of all [>arties. We see by the proceedings of thc meeting ol .lie stockholders of the Greenville and Colum? bia Railroad, that the Board ol' Directors has Deeu authorized to run the Blue Ridge Road in connection with the main road to Greenville. Now, if there is a spark of enterprise in the ilirectors of this road, they will use their priv? ilege and see that the Blue Ridge Road does Jj not stop. Thc Blue Ridge Road runs from An- i Jerson Court house tu Walhalla, in Pickens Dis- i trict, where-or rather just above which-the 1 tunnel, only half completed, stops ita line. N'ow, whether that tunnel is ever to bc .com- j plctcd, and tho connection through thc Rabun 3ap with tho West accomplished, is a question ve cannot answer. Th?appuieul approaching completion of thc connection through Asheville seems lo romler it doubtful, but il is a source of* great regret thal there should be such H .loubt. The l?lue Ridge Road lind completed this connection half way at least, ami nn road in the country cnn show a noire sutTicient re? turn in what has been done for lite amount of capital expended, lint on that subject Hie di. rectors of the Blue Ridge Hoad know best, ?ind we shall-ex press no opinion. But there isa point of view in which this road-is of-geeal importance to ?onie of the best interests nf the future of the State. The country which this road penelrates, is one capable of great development. If there is any section of the State which alfords attrac? tion for emigration, lt is this. A delicious cli? mate, a soil capable of indefinite improvement, and which can produce fruit, grain and cotton: ii population, thrifty, hoiie?l, economical und white, all oner capabilities which must sooner or later be made profitable. The attenlion of ?many persons from thc low country, where for? tunes have been reduced by tho war. have n\ . ready been attracted by these advantages, but j they arc checked hythe fact of tho want of icasy communication and mail facilities. Now jit is not only of importance to thc road, but to the ! State, that this enterprise should not he a fnil jure. At present, it cannot bc expected that j the mere section of a road eau bc run to ad? vantage, but if the Greenville Road will do ns ?it can do, run this road in connection with the ! main Greenville and Columbia stein, it can j serve itself and the State. A road which rnn ? ning twice a week, does not pay, may and will ? pay when run oftener. We commend this subject to thc intelligent and able gentleman who presides over the Greenville Road, and Mr. HAMMETT can add lo the reputation which he hus so deservedly ac? quired, by completing this arrangement. That, the resolution should have boen moved by a man of the practical sagacity of Governor ORB, who, to sound common sense, adds the honora? ble desire to serve his Stale, ought to be no slight recommendation to Mr. President HAM? MATT. POLITICS being slightly under thc bun in New Orleans, the newspapers have turned their attention lo literature and the linc arts. ThiiB wc find the Tiwi and the J'icayune en? gaged in a lively controversy on the "where? abouts of RAPHAEL'S famous cartoons." Con? sidering the state of the country, thc vexatious question arising out of Gen. SHEBIHAN'S inter? pretation of the registration law, considering the terrible freshets, tbe crevasses, and thc high price of corn and bacon, it must bc truly refreshing fur the inhabitants of the Crescent City to sit down to an testhotical breakfast of coffee and cartoons. The Time* holds thal 'these precious works of art are treasured in the collection of Queen VICTORIA at Hampton CourtPalacc; whereas t hc Picagvnr "delicately insinuates" that '-thc cartoons arc thc property of the British nation, and hang in the South Kensington Museum.*' This, thc Tim>i soys, is an egregious blunder, he "has seen Hiern at Hampton Court ; tho rooms ef thc South Ken? sington Museum are far too small to admit of RAPHAEL'S cartoons," and that tho blunder arose from thc fact that sketches of thc car? toons are exhibited at the museum, which thc Picayune wi critic mistook for the originals.
