We are sending out at present, a great num ber of bills for subscription and' advertising, and most earnestly request that all those who may receive them, will have the kindness to make prompt remittances. A great many of | these accounts have been standing for a year and more, and it is absolutely necessary now that they should be paid. "WTL.lt THERE BE WAR ITS EUROPE I In our' remarks last week upon the situation of afFairs in Europo, we gave it as our opinion that, for the present at least, there will be no war ; probably none this year. We will to-day again take a survey of the field, assisted by the .advices that have since come to hand. The French army deems it absolutely necessary that France should humble the arrogant, presump tuous Prussians, as they disdainfully speak of | their neighbors ; while on the other hand the Germans are tired of tho airs' J bin Crapaud gives himself, and of the. never ending refrain of the Rhine frontier ; and they are of the opinion that the sword can give.a more definite seulement to these vexed question than diplo macy, which, after years of industrious en deavor, has signally failed in adjusting the pending controversy to.the satisfaction of .both disputants. Napoleon desires a war to regain t he.pr cat ige which he has lost as the great con trolling powerin Europe. Prussia would like to fight France; to' finish the work she has so gloriously, begun, of establishing Germany upon a solid Union basis, and give her the political position aid influence, to which she is entitled by virtue of her geographical position, her pop I ulution, resources, civilization and progress, j All mark her-the first power in Europe ;' and Bismarck's genius will not rest until he has recovered that which is the birthright of his nation. This rivalry between France and Ger-r many can only be settled by. the sword. : But when we say that the French desire war, we do so with a reservation. They .naturally desire first to be properly prepared for so great a struggle. They have neither a suflicien?^ of J men at. present, nor of improved arms. A mil lion of Chassepot. guns are making, but, it is thought, cannot be completed this year. The French soldiery,'we'learn, havo a superstitious'! dread of the Prussian needle gun, and have no desire to expose themselves to its quick and fatal work1 until they'can meet it with a wea-'J non equally potent. We learn that the Cadets at_St. Cyr (the' future oflicers of the French army)j are all studying German preparatory to going on their travels,?that the French officers omit no opportunity of inflaming the minds of j their men against Prussia,?that the first cap tains and military heads in France, with inde fatigable zeal and industry, are engaged in perfecting the work of the reorganization of the army. All these are tacit confessions that France has lost her position as arbiter in the affairs of Europe, and that she is making her culean' efforts,to recover it by force of arms. I But the French people at large are not in favor of war. They find that France has lost influence, and in their opinion it is hopeless to attempt to recover it. They are opposed to tho creation of so vast an army as is proposed, alleging that while it" is extremely doubtful whether or not France, even with this gigan tic army, may be able to recover her position in the Councils of Europe, it is certain that such a force can enly work prejudicially on the liberties of the people. Hence the bitter ness of the opposition. The question of the reorganization of the army has not yet come up tor debate. A long and stormy discussion is expected, as the opposition to the measure is wide-spread and deep. The leaders of the ?f left" are constantly, endeavorjpo^^^aptrf?te the interests of the...?arpeTor from those of j France ; ancTto" snow that while the former required a war to cover up the numerous blunders of his government, there was no such, necessity for France. i The people of Luxembourg are opposed to the annexation of that territory to France. A small part -of them only, especially among nobles and officeholders, are French in their predilections, their education having been French, and their prejudices and proclivities being in the same direction. The mass of the people prefer to remain as they have been, and ire now, independent, owing allegiance only to the King of Holland. But this is impractica ble. A province of 200,000 souls is not rich enough to find the men, and support the gar rison, and keep in repair the/works of a first qlass European fortress; and if the fortress must be surrendered to other hands, it would seem to us that Prussia would be naturally se lected as its custodian; and accordingly we find that the industrial and commercial part of tho population have pronounced their preference for that Government. Prussia, on a former oc casion, made an effort to acquire possession of | the province, when the King of Holland replied that he would remain faithful to the ancient motto of his House and "hold fast," and not ?ell any part of his kingdom, as though it were a mere farm. If, notwithstanding this resolu tion, he entered into negotiations with France, it must be looked upon as proof positive of his hostility to Prussia. The Germans allege that this is due to tlie fact of the annexation by Bis marck of the little Duchy of Nassau last year ; its petty 8overign being a near relative to Ihe King of Holland. Although Holland and Belgium are perfectly secure in tieir independence, and have nothing to fear from Prussia, the King of Holland has taken pains to inspire his people with a distrust of the intentions of Bismarck, and to incline them to look to France for countenance and help. At first the French were asked to use their influence to make Prussia evacuate the fortress of Lux ambourg. From this came the proposition to cede the entire province to France, and the negotiations had already b ;en concluded, it is said, peuding only the popular vote of the people themselves, which, under the circumstances, as is well known from past ex perience in French plebiscites, would have been a mere empty form. ; But Prussia protested with some energy, and Napoleon has declared his readiness to waive his rights in the matter, if Luxembourg be permitted to occupy a neutral position. But this is impossible. The fortress is and must remain German, and his Imperial Majesty will find that he has added another to his many mistakes in his foreign policy, and that no more glory will accrue to his Government from these negotiations than from the demand on Prussia for a rectification of the French fron tier on tho Rhine. As we have said above, these and other questions that will arise can only be settled by the sword, but the time for war has not yet come. Austria has refused the offers of alliance made by France: and this was no small victory of the patriotic over the ultramontane parly. More than this, wc see it staled in German papers that the prospect of an alliance between Austria and united Germany arc daily becom ing brighter. This, it is said, is in accordance with the wishes both of the Germans ami Hun garians. That these rumors of war should have come at this time, wheu cotton, from other causes, had already reached a low ligure, is peculiarly unfortunate for our Southern country : and the longer the suspense the more depressing the effect on our great staple. True, most of the crop is sold ; but many had held on to their cotton within the last few months, because of | the great decline, under the belief that as soon as the extenUofthe crop (so much smaller than appears to"bo thought in England,) shall have become knowhj prices must improv?. Hut the rumors of a great war makes havoc of all such nice calculation?. By our latest telegrams it will ho seen that the dispute is in a fair way of being amicably adjusted: and even President Johnson's friend ly office, kindly tendered by the United Stales Senate, may be too late.
