The new charter for the University of London, concerning the examination of women, is drawn with such a breadth of expression as to admit not only of examinations such as those of the Univer? sities of Oxford and Cambridge, which would be -useful to governesses and others, and test general education, but also of special examinations for de? sees. The Britisli Medical Journal says : "This would, of course,, be opposed under present cir? cumstances, although we believe that the legal members of the University are willing formally to admit ladies to examinations and diplomas in law, And the medical members i :ould not oppose their admission to degrees in Didichie. A Montreal (Canada) paper, of the 11th, says : In official circles lhere is an uneasy feeling as to the possibility of Great Britain being drawn into the vortex of the corning war in Europe, and tho money market thereby bocoming so stringent as to prevent the international railroad loan and other loans on provincial account being raised. It ia also apprehended that if Great Britain were to fro to war with Russia on the Eastern question, the United States, as the aHy of the latter, would at? tack the British North American Provinces, thus drawing all the disposable British troops to this continent, and leaving Franco single-handed to ??ghi Russia. In such a case, British Columbia would be lost. The freedmen'bad ? great mass meeting in Augusta, Ga., on Saturday last, at which many speeches were delivered; among them one by ex-Gov. HERSCHEL.V. JOHNSON. He said that he could address the colored people as his friends; he wished them well, desired their prosperity and advancement in the social scale and success in all virtuous and worthy aims He said he had reason to be their friend. When this war began, in the Providence of God under the laws of the land, as they then existed I owned a large number of slaves. During all our intercourse, while they stood in that relation to me, I can say that I never perpetrated, intention tionally, toward them on act of injustice or op Sression. Nearly all of them are in my service to? ny. They axe my friends. They are contented they are happy. They expect to share equally with me tho fruits of their labor. I have em? ployed them the present year in the business of agriculture. The written Contract between us is that they are to receive one-half of all that is mado upon the plantation, and if they are faithful, and Providence sends sunshine and rain, they will realize a handsome remuneration for their toil, and I shall see to it that they receive every dollar to which they may be entitled. The relations be? tween me ana them, before they were emancipated, waa that-of mutual confidence, kindness and friendship. Since their emancipation, that rela? tion has undergone very little change. He then proceeded to tell them that it was a great mistake to suppose that those who were recently slaveholders cherish feelings of un? kindness toward the negro race. It is not so. The tone and temper of all the better and more sensible people, so rar as 1 have been enabled to ascertain, are kind, magnanimous and just. ANNEXATION. .?rWhen: Mr: SEWAED recently made a pur? chase of 450,000 square miles of Russian Ter? ritory, and "annexed" it to thc. United States, some averred he had "presented the country with a "suckedvrange," and othcrp tl rut he had got a. "big thing cn ice;" but heyer I this we have heard of no serious compinia*,. .'Ls far as we know, the question was no' even submitted to the "plebiscite." The ;seals. wtdrusses, Esquimaux, Indians and P.ussiau fur-traders, who constitute the population of that delightful district, were not asked for their consent to this summary, transfer of their allegiance; but as yet no objection has been heard of from them. Annexations are not so . peaceably con? summated in Europe Rivers of blood are shed before an acre even of royal domain is permitted to change masters. But, not withstanding these sanguinary conditions, such schemes are al ways on foot. Thus we find at this present moment France casting a covetous eye upon Belgium and the Bavarian Rhine Province, Prussia with her grasp on Luxembourg, and, in fact, on all of Germany not already thoroughly Prussian. Italy has her eye on the Tyrol, and the Ancient Illyria. Greece wants Crete and the other Turkish Greek Provinces; md the Russian Eagle will swoop down and ;obble up the remainder of Turkey, perhaps nagnanimously resigning the Danubian Prin? cipalities to Austria. A great European war nay see some or all of these, and perhaps, nany other changes brought about. We were led into this strain of thought on ieeing ai article in last Saturday's Courrier, des Etats TM*, on "The Annexation of Belgium." IL OLLIVIER, in his speech in the Corps Legis ddf, March 15, Baid "France pught not to have me hand constantly stretched toward the ?thine, and the other toward Belgium; and for his he said there was one reason stronger than ill the rest; and it is this, that the populations >f those territories do not desire annexation." The Courrier des Etats Unis takes M. OLLIVIER leverely to task for so indiscreet an utter tnce. It denies the premise, and will not as lent to his conclusion. It maintains), on the jontrary, that if Belgium were consulted, like Savoy and Nice* by the voice of universal suff? rage, a large majority would vote in favor of tnnexation to France. Where did M. EMILE DE GIRARDIX, recently condemned to pay a fine of 4000 francs for writing in his newspaper, La Liberte, an article headed "Len Meilleures Deslinees," has announced that he will not prosecute the appeal, of which he had given nofice at the time his sentence was pro? nounced. He says he has had the most ample satisfaction in the numerous letters he has re? ceived from tho best and most distinguished men in Franco, tendering him their congratulations and sympathy, and encouraging him in his no? ble martyrdom in the cause of liberty. There have been attacks on the Government in La Liberte, since thc date of the trial, every whit as s?vore- as the one whiefc caused his convic? tion.
