FRANK, who is selling a large quantity of goods, slightly damaged at the late fire, at very low prices, will no doubt cause a rush of purchasers, who are willing to get good ar? ticles at cheap rates. We feel satisfied that No. 192 King street will be visited by crowds. MILITARY.-Mr. J. W. NICHOLS has been ap? pointed Paymaster for this the Second Military District. He is ordered to report without delay to the General commanding, and subject to his approval, make e. detailed estimate for funds to be used in this special service, to embrace the period of one month next ensuing, and thereafter make in like manner further monthly estimates for such sums as may be required for the execntion of tho same acts of Congi ess. SERMON TO YOTJSG LADIES.-Trinity Church was again rilled to overflowing last night, and the audi? ence was composed principally of that class to whom the sermon was specially addressed. Ber. E. J. MEYSABDIB, the pastor, spoke of the influ? ence woman had exerted over man, even at the . earliest period, ar d showed that he? power to do good had never been lessened. Her devotion to the Saviour during his trials and hmniliation was commented upon ind a comparison was drawn be? tween the male and female characters. The sub? ject was made deeply interesting and .the sermon was listened to with, marked attention. We under? stand that this series is to be continued. JOHN CAMPSEN & Co. ?eep a large estabhahment for the sale of corn, c hay, oats, &c, at the corner of Market street and Rafer'8 alley, where they have for a number of years transacted, business with much satisfaction to their patrons. LeapfuJrl, Comptroller-General: Sra: Upon conference with several of the Tax Co dec? ors, as well as the Attorney-General, I am satisfied that he enforcements of the Acts of the General Assembly, according to their technical import will be very oppres ive to the poor who are unable to pay their taxes and lave no property, and who, in such contingency, are re? paired to be arrested and confined in jail until they do say the execution; and it will impose a ruinous burthen m the State to pay for dieting aU who may be arrested. Vhen once placed in jail, there is no power to release the telinquent until the Legislature meets. The people are borne [own by a heavy burden of debt; the crops of grain and arden produce failed last year; many families have been leprived of shelter; many more need food and clothing; icedful implements and auxiliaries of husbandry aro ?cry scarce; the laboring population in numerous locali? t?s are threatened with starvation, unless supplied with bod by the Government of the United States; the in ibility of a large portion of the people to pay taxes leaves he local authorities ^without ad?quate means of relief; nd the gravity of the situation is increased by the gen ral disposition shown by creditors to enforce, upon an tupoverished people, tho immediate collection of all buns. To suffer aU this to go on without restraint or remedy s to sacrifice the general good. The rights of creditors hall be respected; but the appeal of want and suffering mist be heeded. Moved by these considerations, thc ol lo wing regularlo us are announced: They will con inue in force, with such modifications as tho occasion nay require, until the civil government of tho respectivo States shall bo established, in accordance with the re? quirements of the Government of the United States, The Commanding General earnestly desires and confi iently behoves that the observance of these regulations, md the co-operation of all persons concerned in employ ng fairly and justly the advantages still remaining to them, will mitigate the distress now existing; and that the avenues of industry, enterprise, and the organiza? tion thUB opened, will contribute to the permanent wel? fare and future happiness of the people. Sheriffs, Coroners, aud Constables, are hereby directed to suspend for twelve calendar months the sale of all property upon execution or process, on liabilities contracted prior to the 19th of December, 1860, unless upon the written consent of the defendants, except in cases where the plaintiff, or iu his absence, his agent or attorney, shall upon oath, with corroborative testimony, ul lege and prove that the defendant is removing, or intends fraudulently to remove, his property beyond the territo? rial jurisdiction of the court. The sale of real or per? sonal property by foreclosure of mortgage is likewise suspended for twelve calendar mouths, except in cases where the payment of interest money, accruing since the 16th day of May, 1865, shall not have been made be? fore tho day of sale. XII. The practice of carrying deadly weapons, excel ty officers and soldiers in the military service of the Un ed States, is prohibited. The concealment of such wea ions on the person will be deemed an aggravation of th fiance. A violation of this order will render the offer 1er amenable to trial and punishment by Military Com aission. Whenever wounding or killing shall resul rom the use of such weapon, proof that the party carr lei ir concealed a deadly weapon, shall bo deemed evidenc if a felonious intent to take tho life of the injure* leroon. XTTL The orders heretofore issued in this Militar; Apartment, prohibiting the punishment of crimes am iffences by whipping, maiming, branding, stocks, piflor ir other corporal punishment, are in force and will b 'bey ed by all persons. XIV. The punishment of death in certain cases of bus dary and larceny, imposr d by the existing laws of th >rovisional government in this Military District, ls ab ol shed. Any person convicted of burglary; of larceny vhen the property stolen is of the value of twenty-fivi lollara; of assault and battery with intent to kill; or o my assault with a deadly weapon, shall be deemed guilt; ?f felony, and* shall be punished by imprisonment a lard labor for a term not exceeding ten years nor lesi han two years, in the discretion of the Court having ju ls diction thereof. Larceny, when the value of the prop ?rty stolen is less than twenty-fivo dollars, shall be pun shed by imprisonment at hard labor for a term not ex seeding one year, in the discretion of the Court XV. The Governors of North ana South Carolina sha! lave authority, within their jurisdictions respectively, 0 reprieve or pardon any person convicted and sentono sd by a civil court, and to remit fines and penalties. XVI. Nothing in this order shall be construed to re itrain or prevent the operation of proceedings in bank .uptcy, in accordance with tho Acts of Congress in auch ases made and provided, nor with the collection of any ax, impost, excise, or charge levied by authority of thc Tnitod States cr of the provisional Governments of North nd South Carolina ; but no imprisonment for overdue axes shall be allowed. Nor shall this order, or any law if thu provisional governments of North or South Caro? ma, operate to deny to minor;children, or children coni? ng of age, or their legal representatives, nor to suspend, a to them, any right of action, remedy, or proceeding, gainst Executors, Administrators, Trustees, Guardians, if asters or Clerks vf Equity Courts, or other officers or ?croons holding a fiduciary relation to the parties or the ubject matter of the action or proceeding.
