CITY RAILWAY SCHEDULE.-Our enterprising neighbor, Col. Jos. WALKER, Printer and Stationer, with an eye always to the wants of the community, has issued an exceedingly neat little pocket schedule of the City Railway for gratuitous distri? bution. It contains the time at which each oar leaves the Old Poatoffice and the Battery, on both the King and Rutlege street lines, the times for. leaving the Shephard and Line street termini, and. the times of running on Sunday. The entire schedule can be carried in a gentleman's - vest pocket, and is not only very useful, but in its exe? cution highly ornamental. SPRING FASHIONS.-With the first green leaf that peeped from the ground the plaintive cry of the Miss McFlimseys was heard, "nothing to wear." We are happy to inform that doleful class that thoir troubles are at an end, and the only hardship remaining is the task of selecting what to wear. UNITED STATES CCUBT.-Petitions were read from W. H. R. WORKMAN, JAS. CHESTNUT and ISAAC HAXNE to be admitted to practice in the U. S. Courts of South Carolina. On motion of ISAAC HAYNE, Esq., Gen. JAS. CHESTNUT and Vi. H. R. WORKMAN wore admitted and commissioned,-and, on motion of C. H. SIMONTON, Esq., ISAAC HAYNE was admitted and coromissioned. The argument in the case of JAFFRAY & Co., vs. EMMA HIESHFIELD was postponed on account of the sickness of the counsel for the defence. There being no business for the Circuit Court, the case of D. STRAUSS ?BROS. VS. the steamer Lulu was taken up. This was a libel for damages done to goods shipped from Baltimore to Charleston. A. JJ. COHEN, Esq., appeared foi the libellants, and Messrs. CAMPBELL & SEABROOK for the resp?n? dante. This case occupied the attention of the Court during the whole morning, and was not con? cluded at the hour of adjournment. Major D. T. COBBIN, the newly appointed Dis? trict Attorney, arrived in this city on Thursday afternoon, and will open his office in one of the rooms at the United States Court House, where he can be seen by parties having business with the office. There will be criminal cases tried until Monday week, as the Grand Jury was dismissed to that time, and the interim will be omploved by the District Attorney in preparing the bills to be presented. MAYOR'S COUBT, April 5.-John Proctor and Mark Grant, two men of color, were brought up by one Singleton, who recently arrived in the city in charge of his crop of cotton, which he Bold, and after making a purchase or two, discovered that the larger portion of his money was non est inven tus, and believed that these two persons were guilty of its "taking off." The evidence not sus? taining him in his suspicions, the parties, after a long hearing, were discharged. An individual who was selling liquor without a license, was fined $100. Another, who was dispensing the ardent under a No. 1 license, was directed to deposit $50 with the City Treasurer and take out a. proper permission to retail. Prince Thomson, an unlikely colored youth, was next arraigned, as having been employed by that virtuous citizen of African descent, Ephraim Blake, to clean out lawyer's offices, and who, forgetful of the excellent advice that was tendered to him every day (in part payment of his salary), felon oualy carried away books,.penknives, blankets, &c, to the terrible damage of the reputation and in? come of his said employer. The prosecutor not only charged the prisoner with different thefts, but boldly testified that he himself had knocked him down with his stick when he threatened him, which piece of evidence was most fully sustained by Prince having a hole in his head, and a counten ance like "blood-boltered Banquo." The Mayoi sentenced him to one week's imprisonment. CHARLESTON, April 5th, 1867. JScbtors Daily News : ? GETJTLEMEN : In your ..Thursday's issue, while your reporter of local matters referring to city im? provements was in most respects correct, yet I beg leave to correct an error he has made when refer? ring o the building in course of construction cor? ner of Bogard and Rutledge streets. He says the sills are resting upon the earth without a brick foundation. In that remark he has erred, as thero is a foundation consisting of three courses of brick which is ample for such a house on.that soil-par? ticularly when it is the intention of its owner to convert it into a store in time-and, therefore, I presume it is generally considered the business of the owner of the land to put up such buildings as, first, answer his purpose and means ; next, the means of those who may afterwards occupy them. As for the style and workmanship of the buildings referred to, I wculd only remark, as the builder of them,that they are being put up strictly according to the specifications; ar d, for the indorsement of this, I refer to the owner, who is now only anxiously awaiting their completion to pay the last install? ment-as the German citizens generally do, when their work is done according to agreement. THE STREET BBIGADE.-It was a cheering sight to the dusty denizens of Meeting street to see the raid made yesterday upon the street by that bold brigade. The charge was equal to that of the im? mortal 600, and was received with decided favor by those who had long suffered from the infliction of dust A large amount of dirt has been removed and heaped in piles against the side-walk. Not satisfied with the spade, the laborers swept and garnished the entire street, and that portion of it near the Charleston Hotel, is now an ornament to the city. The superflous dirt can be used for the purpose of filling in the excavated lots, and its loss will not be deplored by those who have fre? quently anathametized it when blown into their eyes. TEMPLE OF FASHION.-That portion of Kiag street opposite Hasel hos always boen thronged by the devotees of fashion who wero eager to ob? tain the latest novelty. No. 269, tho great "Hat Emporium," was the principal object of attraction, and Mr. JOHNSON'S assortment of hats always com? manded the attontjon of the public. He has re? cently added to his stock, and is now prepared to offer the finest selection of hats, both for gentle? men and ladies, that has ever been exhibited in this city. The hats ore of all classes, kinds, con? ditions and colors, and there is no difficulty in ob? taining s correct fit. In addition to his ladies' hats and bonnets, Mr. JOHNSON has a large stock of trimmings, flowers, ?cc, which cannot fail to please his lady customers. SCHOOL EXAMINATION.-WO had the pleasure yes? terday of being present at the examination of Mr*. HOPSON PINCKNEY'S Female Seminary, No. 6 Aiken's Row. The Principal, Mrs. P., examined her most advanced classes yesterday in Chemistry and Rhetoric, and the young ladies showed, by .their ready answers, that they had besn well ?mandad in tho principles of the several branches bf study. The whole will form a handsome volume of between five and six hundred pages octavo, neatly bound in cloth, It will be prefaced by a memoir of the Bishop, from the vigorous and polished pen of THOMAS M. HANOXEL, Esq., of Charleston, and the best acces? sible photographic vignette.likeness will be given os a frontispiece." General Scott's Circular Letter. We publish below a very judicious circular letter from General SCOTT, addressed to the colored pop? ulation. We hope his advice will be followed, and if the company itself cannot find a solution of the difficulty, that an issue will be amicably mado up, submitted to the court, argued fully by competent counsel on both sides, and decided. The decision of the court will be respected, we are sure, by all of our citizens, whatever be their prejudices or opinions. [C?rcuZar Letter :] The attention of the Assistant Commissioner has been called to a late attempt, by the colored people, to obtain, through force, a recognition of certain rights which have hitherto been denied them. Suoh attempts will certainly not further the recognition of their rights, but will, on the contrary, retard their acknowledgment. Whenever the colored people think that any of their rights are withheld, they should appceal to such authorities as are constituted to decide upon the justness of their claims, who will undoubtedly secure to them all rights and privileges. Th ? ? As? sistant Commissioner is confident that the Major General Commanding the Second Military District will afford to all tho amplest facilities to obtain their rights as conferred by recent Acts of Con? gress. Thc dignity of the law must be respected. Whenever a community sets aside law and appeals to physical force, disorder and confusion follow, and Bociety drifts into a state of anarchy, in which the safety of life and property depends upon tho mercy of an unthinking mob. Such a state of affairs the Assistant Commis? sioner desires to prevent, for it will unquestion ably array against the people the military power of the government. He, therefore, hopes that the colo red citizens will observo all laws now in force : and seek protection from such as are unjust and prejudicial, only through the channels provided by law. R. K.
