There are steps in everything, and the term of reproach to-day will be worn as a feather in the cap some vears from now, unless the true conservative wis? dom of - tho country can be awakened-and rapidly -from its asphyxiating dream that our 'national debt is a national blessing.'' . : ' 1 , ? "And look at the effect of the Reconstruction Bill just passed over my una'vAiling veto 1 I mean j its peculiar effect aa a stop in tho direction of repu? diation, ondnot ita general effect aa a high-hand? ed meonuro of Congressional usurpation, striking out of existence so many Statos, and establishing a military despotism over more than one-third of < our geographical Union, Thia Bill auddenly adds four millions of ignorant and penniless negroes to tho voting force of the country-an accession of just so much strength to thc party whose interest it is, and must increasingly become, to favor repu? diation as a polioy. To secure the public.' credit, our effort should oo-^-if that were possible-^to res? trict, rather than to extend tho right of suffrage ; for money rapidly aggregates in a few hands, and whenever the men wno have an interest in seeing that our national debt is paid, shall have become out of all proportion few compared with those who hove an interest in its repudiation, the votes of tho many wBl carry it ; and the debt of three thousand millions will be struck out of existeno9 by ballots, just as rapidly and utterly as the similar 'amount invested in Southern negroes has been abolished during the recent war under showers of bullets." Of course the Radical prosa ia indignant; They cannot say that the President is wrong ' either in Iiis premisos or in his conclusions ; but still it is contended he ought not to give utterance to such views ; as if his commenting on so stupendous a tact could make, the slightest difference in the course of events. Instead of heeding his warning voice, he is abused as . n, wilful and -malicious prophet of evil. The New York Tribune of the 11th says: . ..:;'.... We protest against tho President's imputation on1 tho morality and honor of.the negroes.'. Many of them may be ignorant ;-jet they Know .that tho national debt is thc price of then- freedom. There may possibly be found a low caste negro here and there whom tho Copperheads can seduce into vot? ing f?r repudiation ; nut no colored person who has any self-respect or regard for his reputation would. associate with or countenance such; a; scandal to his race. There are not five legal voters in each hundred that "would not be impoverished by tho b uro attempt The mere suspicion that they might attempt it if fully in power, will consider? ably help to keep tho Copperheads in the minority for many years to como. The Tribune is doubtless, correct;, in assuming that repudiation^ the national debt would swamp moneyed men everywhere; but it should remember that the number, of those who have nothing to lose is always greater in every society than those who have. . Taxes are. onerous under all circum? stances, and when they become oppressive and there is any apparent way of escape demagogues, aro very apt to find it out, and us?
