The thread manufactured there is said to be quite oven and fine. We have not heard that it has yet commenoed weaving. Mr. HESTON, the cashier of the Fanners' Bank of Wilmington, Delaware, is charged with a defalca? tion of nearly $10,000. The Dandee (Scotland) Advertiser says : "In the Small Debt .Court, recently, a very clever retort was given by a witness in reply to a question. The witness, who was an elderly man, was asked if he knew a 'hare'from a rabbit? The man exhibited some amazement, and did not appear to think the lawyer vron in earnest. The question was then re? peated, when the witness, with great composure, quietly replied, 'Do ye ken a horse fae a ooo?' The reply, as may be imagined, excited great mer? riment." > . GABXBALDI hos issued a stirring electoral mani? festa to the Italian people. . Its precise effect is sot yet known, for a cable dispatch of yesterday informs as that the result of the general election is still doubtful, as in about one-half of the places xtew elections must be held. GARIBALDI himself has, of course, been re-elected, and will be the leader o i the. opposition against thc Ministry. As regards the great question of Italian politics-the annexation of Borne-GARIBALDI stated, in a re? cent speech at Bolog: that he preferred a peace? able solution, but that if no other means a failed, recourse mast again be had to revolution. Mr. HOFFMAN sends to tho Quincy (Fla.) Cbm monweal?i the following terse account of thc present condition of things in Texas : "Provisions cheap and abundant; corn selling about 75 cents per bushel; pork 4 and 5 cents per pound. CHARLESTOWN" TUESDAY MORNING, MARCH 19, 1867. THE TROUBLES IN YORK DISTRICT. We are indeed'iiejoiced to see that however serious the apprehension, there was no positive violence' at the late session of the Court of Com' mon Pleas at Yorkville. All that really happened appears to be that a respectable committee of the citizens waited upon the presiding judge, and communicated to him their fears that the people would"not permit the Court to proceed in tho ad? judication of civil issues. Judge MUNRO did what all who know him might have been sure he vould do-his duty, and the Court has proceeded to the discharge of its business. No language of ours can describe the injury to the character and the highest interests o' the State if justice is ever ob? structed by mob violence. It could afford no pos? sible present relief, and would create infinitely graver, private and public distress in the future. But this incident should not be disregarded, and it proves the sharp and general distress which afflicts our whole community. The fact that the docket at Yorkvillo was orowded with summary precess cases-and this is true, in some of tho ad? join .ug Districts-shows how unusual is the in? debtedness of the country, and how inadequate tho means to meet it. Surely the present' condition of the State oilers trouble and perplexity enough to the people not to need tho aggravation of an universal and ruin? ous sale of its property. We understand that even in this city the sale of real estate has been of lato made at unprecedented sacrifice. Weare neither lawy ers nor judges, but it does seem to us that it is vorv desirable that ?ales should if possi? ble, be delayed until a return to something like a settled condition of interest and industry restores a fair value to real esftte. This pressure of suits now ia producing another evil which is doing in? justice to creditors in general. In the country it is becoming a practice, whioh is not to be approved that whenever a creditor persists in suing, his debt is defeated by a con? fession of judgment, which not only deprives him but the bulk of the creditors of tho benefit of any assets. Now if, as we understand it, tho new bank? rupt law gives the power bf making involuntary bankruptcy, and of setting aside such confessions, there will be no end to litigation. This proceed? ing at Yorkville, the resolutions at Newberry, and j other popular movements, show that pur people are learning that most dangerous lesson of distin? guishing, or rather, we should say, .trying to dis? tinguish between the moral and the legal obliga? tion of a just debt. We think almost any remedy that the art of legal ingenuity can devise is l.>etter than such demoralization. IMMIGRATION-COOLIES IN THE DITE ST INDIES. There is no subject of more immediate interest te this State than its supply of labor. But it is one upon which we need information before we can have judicious action, because the question ie com? plicated in our case, by the fact that the different sections of the State require different kinds of Laborers. As far as the up-country is concerned, the question will settle itself, although its solution nay be hastened by concert of action among the landowners, and by judicious legislation. With a healthy and delicious climate, a soil where a basis sf red clay makes with the proper manure, a Bure foundation for the culture of the grasses and ?rains, capable of largo development by moans of ihe grasses, into a stock-raising country. With a tiardy population accustomed to work, and holding < is a general rule, small farms, the moment atten-1 ion is directed to its advantages and facilities af? forded for reaching it, we have little doubt but ?hat it will attract capital and enterprise. Even low the cheapness of the lands and the fact [unfortunate in itself, we admit), that much jf the property in these sections must be sold nake it worth the consideration of many *f the ow countiy planters, whose capital has been re luced by the war, who are unwilling to encounter ;he difficulties and the enormous expense which at present attend all agricultural enterprise on the roast, and whose remaining means would secure mmes always healthy, and where judicious work vould guarantee independence, if not wealth. But, mr chief difficulty will be in the low couniry-a rreat deal of tho labor of the country has boen Irawn away by the high wages offered in the West. Che system of ten acre grants has very much dc noralized the native labor, and the malaria of the ?b?nate seems to present insuperable obstacles to in immigration of white labor. We do not pro? wse to discuss thi8 question now, as we hope to eturn to it at some future time for the purpose of idler illustration. But wo would call attention to ho interesting debate in tho British Parliament, diich wo publish this morning, on the subject of he Coolie immigrationin to the West Indian islands. Ir. ADDERLYs official statements in regard to its onduct and its success aro worth consideration, nd some of his remarks will be found to have special application to our own condition.
