IMPROPER BURIAL.-Tho bodies of two colored still-born childron wore biought to the Upper Guard Houso on Monday night last, having hoon picked up in Aiken street by a policeman. It seems that they had been wrapt up in a cloth and buried in the graveyard at tho corner of Columbus and Aiken streets,. but so near ibo surface of the ground that they woro discovered and dug up by dogs in tho neighborhood, and carried to tho spot whero thoy were found. One of tho bodies was porfect, hut the other was horribly mutilated by those animals. THE GAS MULTTPLIZB.-Wo havo rocoi ved from I\lr. POZNANS KI a'very neatly printed pamphlet, addressed to the citizens of Charleston, giving in? formation respecting the Gas Light Multiplier as proposed by him. As we havo previously spoken elaborately upon the merits of Mr. POZNANSKI'S project, wo need now but refer those who feel in? terested in tho matter to this publication, which is exceedingly well written, both in point of style and strength of argum nt. It shows the practical re? sults of the various experiments made by Mr. POZNANSKI during the past throe months on differ? ent buildings in tho city, besides containing many interesting memoranda relating to ga3. THE HANLON BROTHERS.-This"world-renowned corps of acrobats and gymnasts ara soon to visit our city. Thoy have won golden opinions where over they have exhib ted, and the Charlestonians will not be behind the a?e in granting them that reception that is due their unrivalled talonts. Tho MABTTNETTE Troupe were, for many years, tho beau ideal of all that was wonderful and daring, but they aro completely eclipsed by the miraculous' performances of the HANLOXS. We predict that tho Hiber? nian Hall will not only bo crowded, but jammed, as all who can raise the money will bo there. They have in their Troupo a collection of dogs, mon? keys, &c, whose performances aro as wonderful as their mosteris- They offer a rare treat to Charles? tonians, ard ono which should not Lc neglected. ? ? -o- ^ MAXOR'S COURT, January 29.-An individual who had butchered a cow on his premises in Tradd | street, and regaled tho noses of his neighbors by burning the offal, was fined $20. Jim Gibson, a colored drayman, whose caroless driving in Meeting streer, caused his vehicle to tilt, over one of tho workmen cleaning out the city drains, was made to pay $3 for his inattention. Aman, laboring under the effects of an over? dose of poison, who had laid down in the streets to sleep off its stnpifying qualities, was brought up. but tho Mayor, having had a similar case last week, and seeming to think, Uko the former, that there was more of the smell of tho extract of .corn than of poppies about this case, fined him S5. An individual, who had taken but two drinks aud then went to sleep standing against a wall, his blossoming face no doubt bringing visions to tho passers by of approaching spring and luscious wall fruit, was fleed only $2. Tho occupant of a houso, whose chimnoy had taken fire, sho having put off tho contractor when . he called, was fined $10. * COURT OF CLAIMS.-Cases bofore the Court of Claims, involving the seizure of cotton by the United States authorities directly aftor the fall of the Confederacy, have been examined by DANIEL HORLBECK, Esq., Clerk of the Circuit Court of the United States for South CaroKna, and acting as Special Commissioner to tako testimony. Tho claims oro all separate snits of claimants against the United States, and have been considered by tho proper authorities for some wockB past; Judge COOLEY appearing for the claimants in oacb in? stance. The Commission to investigate these claims sits every afternoon at 5 o'clock, and con? tinue in session until a late hour. It may not bo generally known that cases can be proa outed to this Commission, and all who have any claims for the destruction or unlawful appropriation of this particular property, should present them immedi? ately. SFRIOCS ACCIDENT,-About 12 o'clock yesterday, whilo the laborers were employed in unloading md cleansing the shelis stored on the vacant lot at the corner of Bec and President siroots, ono, by some mean.^, exploded and instantly killed a color? ed man namod Sentry Miller. The unfortunato man was employed to unload these shells, and was engaged in the performance of his duty at tho time of the explosion. Ho waa almost torn to pieces, and portions of his body and fragments of shell being scattered in every ilircctiou, some of latter passing through tho fonces and buildings'in the neighborhood. One white man and throe ne? groes, standing near, were also injured-ono of the latter, named Den Sad bun*, so seriously ihat hi* left arm was.amputatcd near the shoulder, and he was sent to tho hospital. Coroner WHITING was promptly notified, and im? mediately ompannclied a jury, who returned a ver? dict that the deceased came to his death by the ac? cidental explosion of a shell which he was unload? ing. It is a providential circumstance that eo few ? were injured, as this lot has bean used for some time for the purpose of storing these shells, and there were quito a number wound, besides much loose" powder. . In ?consequence of this accident, the military authorities have decided that no further unloading of shells shall take place. Im? munity from danger is very apt to create reckless? ness, and it is astonishing to think how careless men become while handling these dangerous im ploments. It is to be hoped that this accident will tend to secure greater vigilanco, and thus prevent its re-occurrance in the future. REGULA? Report was adopted. Alderman WRAGG presonted tho report from thc Keeper of the Tidal Drains. Alderman WILLIS offered a report from the Com? mittee on the application of the residents of Ward No. 7, relative to the condition of Mall and tho im? provements needed, and moved that it lay over until the election of tho City Engineer. Alderman STELNAIEYEE offered a report upon tho petition of several parties for Licenses No. il, and one for a junk shop license. Tho report was adopted. On motioi of Alderman RAVENEL, tho Mayor was authorized to attend the meeting of tho Gas Company, as the representative of Council.. The Bill to establish the office of City Civil En "gineorwas takenup for its second reading, and the different sections considered separately, amend? ed and adopted. Alderman RAVENEL moved that the Bill be re? printed as amended, and reported on at tho next meeting. Carried. The.Bill to rogulate the constructing and run? ning of Street Railroads came np for its second reading, and, on motion of Alderman ENSTON, was postponed to next meeting. Tho Mayor was instructed to authorize the Prin? cipal of the High School to procuro the apparatus, Jcc., necessary for the School. Alderman HONOUR presonted tho petition of several ministers and citizens, praying to be al? lowed tho use of the upper story of tho Work House as a homo for tho destitute and aged, pro? posing to refit and arrange tho building at their own expense, and they pray a Bpeedy action on the part of Counc;l; ho, therefore, offered the follow? ing resolution: Besotted, That the .upper portion of tho Work House oe furnished to thc pastors of tho different churches for tho use of such indigent ladies ns they may direct, and the Committee on Public Bu Mings be directed to examine tho roof of tho Work House, and may bo allowed to make such changes as are necessary. Tho Committee on Lighting the City made a re? port on the expediency of lighting the city lamps by means of Mr. POZNANSKI'S multiplier, which, on motion of Alderman RAVENEL, was postponed for consideration until the next meeting. Alderman RAVENEL asked the attention of Coun? cil to the fact that there was a debt of ?1 large amount clue for the refounding of St. Michaers chimes, and moved that $938 87 of it be paid by Council; which was adopted. Alderman COURTENAY offered a resolution that tho reports of tho Committeo on the Roper Hos? pital be received as information, and that tho mat? ter be referred to thc Trustees of the Roper Hos? pital and a Committee of Conference be appointed; which was carried, and the Mayor appointed Al? dermen COURTENAY, OAKES and WHLLDEN to derve upon the Committee. TUE SACRED CONCERT at St. Paul's Church last night was an eminent success. The Church was well filled with a very recherche audience. Every pieco'of the well selected programme was favor? ably received ; and oven the critics could scarcely take oxception to tho performance. Tho introduc? tion from tho Stabat Mater Oratorio was a fino orchestrai piece. Tho solos in tho Te Beum and Infiammatus wore excellently rendered ; and the chorus produced a fine offect ; at times reminding us of the Miserere of tho Sistine Chapel. Tho Anthem "Ad tc Domine" was given in true operatic stylo ; and the "Organ Solo" was a raro treat. In fact everything was gocd, and every? thing .pleased. To Prof. ECKEL, the organist of St. Paul's, a great deal of credit is due for this splendid entertainment ; and he had tho good for? tuno to be well sustained by an ablo corps of ama? teurs.
