hands of Selim Pascha, who is said to be the hoad
of tho conspiracy. It was happily discovered and
frustra ted.

BALTIMORE, January 18.-No trains have arrived
here since last night, and "navigation is completely

The negro population of Virginia has decreased
190,000.
The steamer Plattd Valley struck tho wreck of
tho gunboat Jeff. Thompson, and sunk in a few
moments in .fortv feet of water. Sixty persons
were lost, inciutung thirteen of a family named
Roberts. Most of tho cabin', passengers were
saved. The register of the boat was lost. Colonel
G us Henrv of the army of Tennessee, and wife were
saved Tho Platte-' Valley, was a packet betwoen
Mpmphis and Vicksburg, and,. wa? valued at
$40,000. She was loaded to the guaras.

TUE New York Evening Foti is not ono of those
who viow the late decision of the Supremo Court
with concern. It professes rather to find in it a
cause of gi atulation. Even upon that point in the
decision whereon tho Judges disagreed it holds
the following sensiblo theory :

hope tho people" will oblige their rulersf to adhere
to the regular forms of law. The United States
courts were open in Indiana, and other Northorn
States,.for the trial of criminals. Milligan and
others should haye been brought before these
courts, tried, and punished according to law.

Tho Forrmndbm Courier ot last Friday gives an
account of a riot in that city. It says:
Our city, on Monday last, wan ?Tscene of rioting
and lawlessness unknown beforo in its history, and
came tear resulting in tho most serious conse?

tue Sheriff, in attempting to oxecute a writ of eject?
ment, wau forcibly resister" and thrust out of the

On Munday, ho summoned to his aid a number of
the citizen? to sorvo as -?posse in executing his writ,
and again Paul Crippen, and others of like Radical
proclivities, armed' some forty or fifty negroes, and
hoisting the TJ. 8. flag over the building in dispute,
?laced them in it, determining to resist tho law.
'his being tho state of the case and tho Sheriff's
force but lbw in numbers, it was doomed prudent, in
order to avoid bloodshed, to postpone action until
advice could bo had with the proper authorities
as to the best course to be pursued. Thus tho
affair stood until evening, when J. T.- Frisbie,
the Marshal of tho city, entered the' store of
J. Conkling, a peaceablo citizen, and behaving in
a rude and unbecoming canner. was ordered
to leave, and upon his refusal to do so was
forced out and the door shut. Frisbie then
gave ordere to a lot of negroes he had at .his
bidding to break the doors and sack tho building,
which was attempted, the doors being cut in with
axes, ami had not Mayor Riddell, Mr. B. B. An?
drews, General Finnegan, and several other gen
t!cm?n intorfored promptly, it certainly would
have ended in the most serious consequences.
Much credit is due these gentlemen in queuing
tho riot. This is a simple statement of tho - facts,
in tho case, and we may well ask the question haye
wo civil law or not ? If 'so, aro'these things to go
unpunished ? There are, unfortunately, three or
four vile men in our community who call them?
selves Radicals, and got their living1 by duping and
defrauding tho poor negro and pushing them for?
ward in all their dirty work. So Tong as these
wretches are allowed to remain here we may ex
peet disturbances and troubles. All the insolence
and i subordination of ncgtOOH here come frons
tho teachings and baneful influence) of these tri?
fling men.
A convontion is to bo hold in St. Louis on the
second Tuesday in February next, for the purpose
of considering measures for tho improvement of |
the upper Mississippi River, and bringing the mat?
ter before Congress. Tho" Committeo on Finance
estimate the expense of the convention at $-10,000,
aud propose to raise that sum from the St. Louis
City Council, County Court and Chamber of Com?
merce.
