Alderman Bteinmeyer made a report on the ap plication of 09 parties to retail spirituous liquors (published on the 21st and 23d insta.), recommend ing they bo granted. Adopted. Report of same oommittee on the application of J. & W. Knox for an auctioneer's license, re oommeuding that it bo granted, waa adopted. Alderman Honour, from the Committoe on Re lief, to whom wat? roft-rrud the potitiou of the ateoplemen and day men of St. Michael's steeple, made a report recommonding that the petition be granted. Also, a report of ?arno Committee on the petition of the Police Detectives for an in -orease of pay, recommending that it be granted, and that they bo allowed each 3700 per annum, payable monthly. The Mayor brought before the Connell tho case of Street Contractor of Ward No. 1 for dereliotion of duty. Baid contractor has already been fined over the amount due him as salary for one month. Alderman Bteinmeyer movod that tho pay of aaid contractor be stopped, and his sureties be notified of the same. Adop ed. The Mayor stated that it was necessary to ap point proxies to.vote in the meeting of tho Nash ville and Chattanooga Railroad Co., in which the city was interested. The Mayor BUggeated that Mr. Ooma be appointed, with power to appoint an other. Tho motion was made and carried. A motion was made to appoint Alderman Mar shall as a oity proxy to represent the city at the eleotion of tho Memphis and Charleston Railroad Co. Alderman Marshall acoepted, and the motion was carried. Council assembled, That St ctlon First of an ominanco entitled "An ordinance to reorganize tho Oity Uruard and Police Force of the city," r-tlned February 16th, -I860, be ?mendea so as to read a? follows, viz. : Fibst. That ou and after toe pas age of this bill the -Oity Guard and Police Force of the city of Charleston shall consist of ono Captain, titree First Lieutenants, -four Lieut nanta, two Orderly Sergeants, eighteen Bor age nts, one hundred and flit? Privates, or Polloemen, and eight Detective Police Agents; all of whom shall be at all times, day and night, at the command and In the service of the city. In addlt on to the above, tbero ?hall be ten steeplnmep and four daymen, who shall be em ployed solely for the duties at. present required of eteeplemen and daymen of tbe Oity uuard. The addi tional Lieutenant provl led for to be appointed in Uko manner with the other Lieutenants, and to have especial supervision over the detective branohof the police, sub jeot only to tbo orders of the Mayor or Captain of Police, and to porloim such other duties as may be assigned to li lui. Second. That the pay of the detectives be inoreased to 9700 per annum, aud that of the eteeplemen and daymen to $27 50 per month. When a motion was made to make the pay of the dotectivea the sarao nu the sergeants, viz: $800 per annum. Some diacusBion arose, but on the vote being taken, the original bill was adopt ed and passed for ita second reading. Alderman Willis movod that it he taken up for ??An third reading. Motion was adopted ana the bill road, ana its title changed to that of an ordi nance. Alderman Marshall offered a resolution that a -committeo of five bo appointed to confer with the oitizens on the speedy rebuilding of the burnt district and waste places, and to arrange some lan by which such building could be stimulated. Iderman M. drow a strong contrast between Charleston and other Southern cities which have Buffered equally, and showed that now they had Outstripped Charleston, and unloss speedy action is taken, Charleston will stagnate. The motion -was a'lopted, and the following committee ap pointed: The Mayor, Aldermen Marshall, Bavenel, Oakes and Small. Council proceeded to elect a City Physician in aplace of Dr. Baer, resigned. On the vote being -taken, Dr. Prioloau was declared elected. Alderman Butler movod that the bill regulating City Pilotage be ratified in form. Adopted.
