WEDNESDAY MORNING, AUGUST 1, 18"6. JEFFEBSON DAVIS IN CONGBESS. One of the most curious pieces of history connected with tho late war, and the acts and jobs arising out of it, will he a veracious narrative of the pursuit and capture of Jef ferson Davis,-if it is over written,-the Btory of his imprisonment, the unscrupulous and disgraoeful meaos resorted to to procure evi denoe suffioient for his conviction, the numer ous vexatious delays to prevent his trial, the persistent malignancy with which the entire Radical press have never coased to slander bis name and heap obloquy upon his head ; and ?Dally, the nine months' labor of the Ju dicial Committi o of Congres?, w li i oh, on Friday last, resulted in the birth of a report, soven polid columns in length, in the small typo of the New York daily papers. From ?he faot 01 this report being brought ia onl v the day bofore adjournment, we have a right to infer that Congress prolonged its session to this late date solely to give the committee time to hatch up a ?trong case against the aroh rebel. And now let us examine the nature of the brood thus painfully and tediously brought into being. H*ve they proved anything that we did not k,now before ? llavo they brought to light any complicity with the murderers of Lincoln ? No, they do not even pretend to this; and yet this was the only task of the Committee. it should be remembered, too, that this Committee was vested with the largest powers, far exceeding ?ven those of the Executive; could and did send for persons and papers ; was not limited as to time, and certainly lacked not the will to muke out a Btrong case against the pri-oncr. No oase was ever brougnt into court so well "gotten up;" no prosocuting officer ever exerted half the zeal and energy in preparing testimony to insure tho conviction of the prisoner, as did the mom hers of this Committeo irr tho present cubo It was, indend. a labor of love with them. DAViB -??."ted ?uBtioe, but tho Judiciary \joiu mittee (strange misaomor) thirsted for ven geance. ** Detectives were*employed in-all parts of the country to ferret out everything thut could, by the remotest possibility, be made to havo any bearing upon the case. UnsuooesBful in this, ths detectives were discharged, and others employed, whose busin ess it was to fiad testimony that shall convict Mr. Davis of complicity with tho murder of Mr. Lincoln, as in duty bound, the detectives went to work and found the necessary wit nesses. Their affidavits wero taken, and they proved everything the Committee oould wish. Underwood also, as we have recently seen ia the papers, testified before the Com* mittee that he thought a jury might be packed in Richmond who would convictMr. Davis. The Committee rubbed their hands with glee. They had it a sure thing now, when just at the very moment when they felt cer tain of their game, several of the aforenamed witnesses reoanted, telling the Committee that they had been induced by large promises to make the affidavits ; Mut that the same were false, and as to Mr. Davis thoy knew nothing at all about him. All this was published ia full in the New York Herald. The publica tion raised a row in the Committee, and in the Ridioal ranks generally, hut there has bean no categorical deni*! of the allegation. The N. Y. Tribune, in its review of the Commit tee's report very feebly says : "The Committeo have properly rejected the testimony of the witnesses who avowed their own falsehood, with what motive does not appear." Dr. L?eber's archivos furnish proofs first, with regard to Davis' decrees regarding ne groes bearing arms. This was a mero retalia tory war measure, not unjustifiable uuder tbe oireumstanoes. But as it was never put into exeoution, and as even the Tribune passes it by, we will not lose words in its defonoe. The second, third and fourth part of the report all relate to tho treatment of Union prisoners in the several Confederate prisons. There has been a great deal said and written on this subjeot,-muoh that is, alas! bat too true, and a great deal more that is false, and written, too, by mea who knew they were lying. After looking over the documents here adduced, we are on the whole very well satisfied that they havo boon brought to light ; for they will at least show that our offioere were not indifferent to the Bufferings of the prisoners. The faot of their privations (by no means as great as is attempted to be made out in the hirst of Yankee sensation books on tho subject) attracted the attention of the officers in obarge, who sought to do all they could to ameliorate their condition. That many letters and endorsements were frequently written, producing but very inadequate re sults, may be very trae. C," should havo written a letter to Jefferson Davis on tho oondttion of tho prisoners at JTloronoo, is quite oreditablo to tbo Bfiid lady, but docs not nocossarily crimi nal? Mr. Davis. So far from it, the report shows that this letter was not thrown nsido, but at once acted upon, roferrod to tbo proper officers, with a view to invoBtigato tbo obargos therein proferred. So with other dooumonts. Yet in tho face of this lamo apology for making out their charge, tho Tribune says : "Davis himsolf waa immediately responsible for the? inhum.n troatmont of tbo Unioi. prisoners of war, and, by inference, was none too religious a character to direot tho des perate wirk which remained," i. o., aid in the assassination of Lincoln. Mark the malevo lence of this Bontence, to say nothing of the bad English in which it ie couohod. Of the treatment our prisoners received at Point Lookout, Fort Delaware, Rook Island, Elmina, Forts Warren, Lafayotte and MuHenry, in the infamous dens at St. Louie-, and ia the hulks oil the coasts of Georgia and Florida,-we shall say nothing here, boouuso it were UBeloss. _nd yet could we make out jnHt ob strong a caso in their behalf, and upon well authenticated testimony, as any true statement that ever carno from the Union prisoners. And docs not history abound with similar talcs of horror in almost every war ? Have the British prison-Bhips been forgotten, and the French and the Spanish ? Why take euch tenacious hold upon these1-unfortunate concomitants of war ? It has again and again been proven that this treatment was not owing to any wilful barbarity, but arose from the circumstances of the time. Was not McGjce acquitted in Raleigh, aftor tbe most strenuous exertions on the part of the War Department for his conviction ? Major Turner was kept in prison for many months because ho happened to be command ant of Libby Prison. Would he have been released if it bad been possible to convict him of (bo crimea charged against bim? We would not impute suoh neglect of duty to the United States Department of Justice. Wirz was made a soapegoat. IIo foil a vic tim to the mob, who would have blood. The animus of the "report," aa well as of all of the numerous vindictivo diatribes we daily see, is the same. They know thoy oannot accomplish this upon a mero charge of treason, so they move heaven and earth to find him guilty of some rhiniT olse. So it would appear that nine months is not sufficient time, even with the unlimited pow ers of this inquisition.
