Another big printing job is before the House iu the shape of a resolution reported by Mr La tham from the Committee on Printing, authoriz ing the printing of ono hundred aud sixty-five thousand copies of tho Agricultural Report for 1865. A large number of counterfeiters were arrested in New York on Thursday by tho United States detectives. Tho particulars aro not given, furthor arrests bcinj? in contemplation. Largo quantitioa of die8, platea and presses for printing currency were soizpd. The steamer San Salvador arrived at the Sa vannah quarantine on the 18th instant with 500 re cruits for tho 7th Regulars. There were 28 cases q| cholora among them and three dcatbs during tho voyage. Thero is no eioknesB among tbo cabin passengers, but the steamer will bo kept iu quarantine for 15 days. A dispatch from Groat Falls, N. H., July 18, says : "Last evening, while twoyouug Indies, Miss Stone and Miss Maddox, were bathing in tho rivor, they ventured bcyoud their depth and wero drowned. Tho mother of Mis? Maud ?x, who went to their rese?o, was also drowned. Sho leaves a family. Tho bodies woro recovered after remain ing in the water about four hours." The Hon. 0. L. Vallandigham, the Hon. J. D. Biuout, and tho Hon. C. J. Faulkner, passed through Raltimoro on Wednesday evening, en route to Washington, for an interview with the President. Ono of tbo objects of their mission is said to be to rocommend the appointment of Hon. J. B. Wel ler, formerly Governor of tho State of Ohio, now of California, as Secret-try of War, in view of the anticipated retirement of Secretary Stanton. Steamers arriving at Now York from Galveaton, bring accounts of a terrifia three days ' gale at Indianola, beginning on tbo 12th and ending in a terrible hurricane on tho 15th instant. Four ves sels were totally wrecked; of two of them there was not a vestige left. Tbe steamer Potomac, which was on the bar at Galveston, bad disap peared. It is supposed that sho foundered at her anchorage, and that all who were on board in charge of her were lost. Her passengers bad previously been landed. Along tho routo they were insulted by both men and women, and were refused oven a drink ot wator. As orders were isssued not to trespass, the men did not enter any placo to help tbomselves, but proesod forward without quenching their thirsts." Some rich and astounding developments will soon bo made in rogard to tbo Memphis swindle It appears that tho Government lost nearly nine hundred thousand dollars through the transac tion of Pahkman, BnooKS & Co., of that city. A largo number of surreptitious five-twenty gold coupons aro daily beiDg returned to the Treasury cancelled. Tho cheat was discovered by finding two coupons bearing tbe aamo numbors, showing fraud somewhere. The duplicates appoar to have beon printed from tho aamo plato as tho genuino. Whether they are manufactured in Now York or are stolon from the Treasury and aftorwardB numbered, is a mystery yot to bo solved. Judge Wylie, of tbo District Kupnmo Court, issued a ?rit or habeas corpus, on July 18, directed to N. D. Obdway, Sergeaut-at-Arms of tho lionne of Representatives, commanding him to produce the bodies of Benjamin F. Bevkbidoe and En WAiiD TowEna, who woro arrested yesterday on the charge .if assaulting A. H. Painteb, clerk to tho Committee on Postoffices and Post Roads, and correspondent of tho Philadelphia Inquirer, Mr. OitDw.w appeared aud ruade a return on thr writ that the aecused were held in hia custody by order of the Houso of Representatives, in pur ?manco of a resolution, a copy of which was at tached. Mr. Raymond, however, of the New York Times, presents us with the full programme. In his letter, July 15, he says : "You may have notioed tho paesago in tho House, a few days sinoe, of a resolution offer ed by General Paine, of Wisconsin, calling on the States to organizo, discipline and equip thoir militia, and directing that two-thirds of tho arme, ordnance and ammunition now un der custody of the Gonoral Government ho distributed among the States? the distribution among tho loyal States to take place imme diately, and that among tho States lat?ly in rebellion to bo postponed until further or ders. Tho roBoluiion oame up from the Com mitteo on Military Affairs, aud was pushed to a vote, without debato or delay, under the previous question. It attracted no little at tention in Congress as it has in tho country; and tho public will donbtless rooeivo with incredulity the assurance that it was intend ed by those who secured Us passage as the first step toward preparations for another civil icar. "Most of the loadiug and reflecting Radi cals in Congress take this view of the politi cal futuro : If the fall eleotions result in tho ohoice of Northern Democrats enough to con stitute, when added to the members from the Southern States, a majority of tho llouso, they assume that this majority, thus consti tuted, will claim to bo the Congress, and will act accordingly, and that they will be recog nized by tho President as the body to whioh be will send his message, and whose session? be will, if the necessity should arise, protect by military force. They nssert, on the other hand, that the Union members from the loyal States?if they constitute a majority from those States?will claim to be the only legal Congress, and will, if necessary, ?Dvoko an insurrection of tbo people to maintain tbom in that position. They do not in the least conceal their purpose, in the even*, of such a collision, to appeal to force, and to 'drive tbo rival Congross, with the President and bis Cabinet and supporters, into the Potomac,' to use tho language of one of the ablest and most sincere of their number. If you will recall the remarks of Mr. Boutwell, of Massachusetts, in tho last weok'n first caucus, I you will see this movement clearly fore shadowed?indeed avowed. He deolared his belief that an issue of force was rapidly ap proaohing, and that we muet be prepared to meet it. He acts, and all who co-operato with him in these measures profess to act, under the apprehension that the President intends to resort to force?that he means to disperse the present CongresB on its reassem bling in December if it refuses to admit the Soutborn members; and Mr. Farnsworth ascribes to Mr. Seward the declaration that ?his Congress should never reassemblo unless tue Southern members were admitted?in support of this belief. I need scarcely say that Mr. Seward never made any remark of the kind, nor that the project asorioed to the President is purely an invontion, or at best the orazy dream of a political nightmare. But in either case it serves the same purpose. It covers, and is held to justify, the determi nation to arouBO the North, and prepare fora resort to force upon the assembling of the Fortieth Congress in extra or in rogular ses sion; and this determination is avowed. Aud tho resolution to which I have referred, fur an organization of the militia and a distribu tion of arms in the Nortborn States, is tho initial step to its execution." Such a war would not be sectional, os v?i?b the first, but would bo a civil war in the fullest and diront sense of tho word. It would pervade every State, county, town, family, and household throughout the "loyal" States. It would emptiatically be a house divided against itself. Not loyalists against rebels, nor Republicans against Dem?crata, but Radicals against those of every name, ereod or party who venturo to oppose thoir Belfish aud ruinous schemes. Wo in the South are muoh less interested in this approaching orisis than our friends at the North. Not that we mean that it in of no interest to us, or of no political importance, for the contrary is kuowu to be our view. We are heart and soul oppoBod to the Radical? and tbeir diabolical sobemos and ohioanery. Wo expect much good to arise to the Souih iu a political point of view from the Pbila dolpbia Convention, in regard to which Mr Raymond suya: 'The Philadelphia Convention is another source of pauio to the Union party. By the Radicals of whom I have spoken, it is regard ed as intended to pave the way for bringiug Nortborn Democrats and Southern rebolB?nto oloeo conoert of action undor the protection of tho President at tho opening of the nest Congress for tho purposo referred to above. And by noarly tho whole Union party, as roprceontcd bore, it is buliovod that its object is to break up tho Union organization and form a new party which ehall ombruco North ern Domoorats, Southern rob?is, and euch portions of tho Union party as may bu de tached from tho old orginizition. It seems to bo ovorlooked that this Convention is call ed simply for consultation; that it is not pro posed to mnko nominations for any ofhoo, to organizo any now party, or to intorfero in any way with existing political parties. Any ono or all of those things mat/ bo done by tho Convention?but none of thom are ombracod or propoBod in tho call for it. Thoso who may do thom in convention, or support them when done, will of course be responsible for their notion. If tho Convention should take Btops hostile to tho Union parly, no ono could longor ndhoro to both. If it should mnko hostile nominations, or adopt a hostile plat form, no one could support both. But until something of that sort is notually done, it is not oaey to boc why any man of any parly may not go into consultation with his follow oitizot.B, from overy party and from evory section, without forfeiting his party relations. Tho idea that members of Congress have any right, in oauouB or elsewhere, to issuo decrees of expulsion or exclusion in such a cuso is simply absurd. "At the same time it is evident that the Philadelphia Convention is regarded with great disfavor by all sections of the Union party. "These defaults of its own havo given tho Philadelphia Convention a degree of strength which it is not wise for tho loaders of the Union party to ignoro or underrate. By judi dicious connsols at tho outsot they mighthave prevented it; at a later stage they might have controlled it; it is not yet too late to eave themselves from being ruined by it. But they will make a fatal mistake if they con tent themselves with ignoring or denouncing it" Perhaps, on the whole, it would he as well if theso Radical marplots at Washington could berelioved of some of their surplus san guinary liquid. We wish the country no harm, we want no war, but if the row could be confined to the aforenamed politicians, we should not object very vehemently. The Now York Tribune, as might be sup posed, makes light of Mr. Raymond's fears, and proceeds to show that the Radicals aro all right, serving their country as true patri ots should, but that tho "Conservatives," Copperheads, &c., are trying to cot up anoth er revolution. Grkel?y o? Ils Raymond an other Titus Oates. All the other R-idioal papers follow suit. But this, we apprehend, is Dot in itself sufficient to quiet tho fears of the country at large. Cert lia it is, tbe Republican members of Congress recently had a secret caucus in Washington, at the ghostly hour of midnight. Every man present was bound by a terrible oath not to reveal aught thut transpired in that nocturnal conclave. If wo consider the men undor whoso aus pices the caucus was held, the hour of meet ing, and tho mysterious hints we have hud of their doings, wo enn only como to one con clusion, and that is, that theso Radical Con gressmen are neither more nor less than a band of conspirators, after the Catilinarinn style, and it becomes us all to beware.
