A Boston exchange estimates that forty-two American eea-goiog craft and nineteen foreigners (bound to and from United States ports) have been reported tho past month as either totally lost or misting. They comprise seven steamers, , eight ftliips, ton barks, twolvo brigs, twenty three schooners and one sloop. Of these, twenty ty-five were wrecked, eight abandoned, seven burned, three foundered, four run down, one capsized, one exploded and eight aro missing total sixty-one. TUESDAY MORN1NQ. MAY 15, 1866. THE TRUE PHILOSOPHY AND POLICY OF THE SO UTH. We have notioed, with considerable inter est, the views of our exchanges in regard to the true policy which the South should par sue just now, but we muet confess that* we have as yet seen nothing which appears to us as being real philosophy. A New Orleans paper comes nearer the correct view than any we know of. It agrees with our ideas, that a great many of our people do not fully comprehend and appreciate the effects of the great political and social changes which the recent war liae produced, and cling too tona ciously to old ideas and opinions. This is not surprising, but quite natural and in the usual coure? of human affairs. It is vain to argue againt-t such tendencies and feeliogs. They must be left to the gradual cure and eradication of time and events. Very few of us are philosophers and logicians enough to conquer _:.d restrain our prejudices and hab its, our cherished opinions and notions. They are fortunate, indeed, and largely endowed with practical wisdom, who can immedi ately adapt themselves to sudden changes of condition and circumstances. And truly un happy and pitiable are those who, like the BOURBONS, forget nothing and learo nothing, who cling to exploded systems and ideas, and seek to perpetuate prejudices and habits, which events have or ought to have abolished and rendered obsolete. It is to be hoped that our people will leam from the sad history of this family, and from all who have imitated their folly, the great wisdom of the opposite course-of a quiok and ready adaptability to tbeir new oiroum etanoes, a cheerful acquiesoenoe in what is determined and inevitable, an earnest spirit of progr?s?*, and a just appreciation of their present ci rou me tan o es. This should be the leading characteristic of tbe new programme of Southern rehabilitation. We must turn away from the dead past, and prepare for the living present and certain future. Nothing can retard our future growth and prosperity more than a vaia and disastrous struggle with the new ideas which event? have produced and established beyond our power to assail, excludo or extirpate them. And if our peo ple do not purono this obvious course of wis dom and policy, the inevitable result must happen that they will be orowded and pushed asido hy others who will. Now we have a firm conviction that this people of the South are the equals, if not tbe superiors, of any in the world in capaoity for all human enter prises. What advantages have been gained over them hy other people, have been due to cir cumstances-not to intellectual, moral, or physic?] superiority. Given tbe same situa- | tion, tho rame motives and impulses, tbo same arena to operate on, we. do not believe that any race eau surpass our? in all the under takings and enterprises which enlist the fac ulties and ambitions of men. This has been abundaotly shown in the cosmopolitan ?itios, where the Northern and Southern and tho principal European raoea have been brought into conflict and rivalry on equal terms. In no department of business, in no sphere of life, have our people failed to hold their own with the boat representative? of the capacity \ and enturpriuQj* of other people. So it bos been in tho p?tBt; and BO it will bo in the fu ture, if our people display this virtuo of adaptability, and do not permit thonweaves to be hampered and impeded in thoir contest by old notion?, projudiooB, an obstinate pride, and vuin and weakening contests with inovi ublo events and conscquonoeB. In this- epirit **e should not fear or deprecate rivalry or competition of any Bort. All manifestations of hostility, of prejudice, or of contempt, or jealousy, for other people who o.inio among us to embark in the battle of life, aro dis creditable to our manhood. Wo should scorn to claim any advantage from tbo accident of our position. Wo should shrink from no contest with aoy people who may enter the l?Hta of boneat rivalry with us in any of the employments of human ambi tion and eucrgy. Let us learn from them, and profit by wbatevor they may bring of ideas, skill and habits whioh may be useful or valuable. Let us try and beat them in their now field. We cannot afford, even, if such a conreo were evor BO wiso, to despise any class of men who may contribute to our* source of knowledge and experience. Let UB remember the memorable examples of the polished and philosophic Grecians, who, when conquered by tho superior force of tho Ro mans, turned thoir defeat into a substantial victory by impressing their ideas, their cus toms, their philosophy and tbeir literature upon their haughty conquerors. This they did by a process of assimilation and of pol icy-of wiso adaptability to circumstances. This can never be done by a oourso of haughty contempt, timorous jealousy, or vain and use less strife and prejudice. THE ENEMIES OF SOCIAL ORDER. Tho Washington correspondent of a Boston paper says that the South is overrun hy em issaries from the North, who are encouraging the negroeB to form secret associations and to make public parades, d?monstrations and celebrations-nnd in Richmond they are often overbearing and insulting to the whites, which provokes retaliation and riots. Gen. TERRY says there is now probably over a hundred of these semi-seoret organizations among tho blacks in Richmond, and the names they as sume are often ludicrous and blasphemous, one being styled the "Holy Sous of God." There can bo no doubt that the whole ten dency of these teachings of Radical agents in the South is inimical to kindly relations between the whites and the hincks. The first thing instilled into the mind of the negro is that the Northern people are peculiarly his friends, that they it is who rescued them from a galling bondage, and wish to give them ed ucation, respectability nnd position, the argu ment involving the implication-if it be not directly taught;-that the Southern people are inimical to the negro and wish to deprive him of his rights and privileges. There is no telling what the South will oome to if thoso moral reformers and Blaok Republican crusaders continue their work amongst us. That a war of races will be the result, we have serious fears. It is the legitimate offspring of their univerBal equal ity teachings, and when it oomes, we only hope they may be found at tbeir posts to bear their share of the conflict. A CALL has been issued in Indiana, signed by a large number of prominent men who voted for LINCOLN and JOHNSON in 18C4, for a Stute Convention to sustain the res toration policy of President JOHNSON. We regard this movement us a bright indication for the future. The Republican State Con vention, whioh assembled at Indianapolis about the close of March, was controlled by the Radical element, and the resolutions adopted applauded the course of the Radical majority in Congress. Ti.e Conservative members in that budy struggled bravely against the resolutions, but, us we have taid, they were overpowered ; and we are glad to find that they, like the conservativo Repub licans in Connecticut, are resolved to repudi ate the radical element and assume the posi tion of unequivocal support of President JOHN SON. KI IF XMANCIPATON has not yet proved a bless ing to the blacks, it promises to prove a costly luxury to the whites, as appears, from the following official estimate of the expenses of the Freedmon's Bureau for the coming year: Salaries of Asaialants and 8ub-AsalBtants- S 147,600 Cierna.. 84,800 Stationery and priming. 63 000 Quarters and fuel. 16.000 Clo bing for distribution. 1,760,000 Commissary stores. 4,11-6 J50 Medical department.. 60o,(00 Transportation. 1,980.000 Behool Superintendente. 21.0?0 Site* for school-bonnes, orphan asylums, ko. 3,000,000 Sundries. 18.000 Total..$11684,460 Nearly a million of dollars a month to main tain idle negroes ! Forty years ago this sum covered the entire expenses of the Government! as?
