FRIDAY MORNING. MAY 11, 1866. THE PARLIAMENTARY REFORM RILL. The telegraph a few dayB ago announced that this bill bad passed tho House of Com mons by a majority of five. But this an nouncement'appears to have been premature. The news by the Peruvian states that a di vision on the question was expected on the morning of the 23d ult., and that the friends of the Ministry manifested the greatest anx iety relative to the probable fate of the bill. The measure ?B ono of such vital character, that the existence of the Cabinet must needs depend upon it. A mistake on such a point ia unpardonable. A viotory even, gained by a small majority, will not ensure the tenure of office. Lord PALMERSTON formed the present gnvommpnt, and ho was the only "Liberal" who could command sufficient con fidenoe/both within the ranks of his party, and with the nation at large, to venture on so bold, so radical a "constitutionni amend ment," as is proposed by the bill of the Chan cellor of the Exobequer. But tbe ministry no longer enjoys the prestige of PALMER STON^ statesmanship ; nor is it generally be? lieved, that his mantle bas fallen upon any of his colleagues And furthermore it must be remembered, that this question of reform has been agitated for a number of years, not in Parliament, it is true, but.in the "canvass." A Radical party has sprung up on the strength of it. But the late Premier never gave it the tim?. tion of. his groat name. Though he attained to the riper age of four-score years, he had not succeeded- in diverting himself of the prejudices of birth and education. He bud commenced life in the ranks of the Conserva tivo.party, had in due course of time become a Liberal, and it appears did not live long enough to learn to assimilate with JOHN BRIGHT and this now "heart of England." It is different with Mr. GLADSTONE. Ile also entered publie life as a Tory, but did so. at ao earlier period of his life than PALMER? BTON, and at a time moreover, when Liberal principle H had/mado moro progress. Conse quently we how find him advocating a mea sure, which in ?tho opinions of many, (if car ried to its logical sequence,) must revolutionize tbe British Government, We are not sur prised to learn that not a few of the leading membors of the Whig party have joined tbe ranks of the Opposition, and in the retient de bate-have denounced the Bill in terms of the most virulent invectivo. In faot up to the lu test, dates, that bave reached us by. mail, the leaders of the Conservative party had not IIB yet taken the floor. Mr. DISRAELI is not a bad strategist, and prefers to do the skirmishing with the reoent converts. New,begotten seal, we all know, is more intense and fiery than the colder off spring of reason and life-long polioy. Tbe ministry is stung to the quiok by all the hard things said by their lute adherents. Sir B. LYTTON spoke in opposition to the Bill on tho 13th. [Continuod cheering] There is a story of a famous French preacher, who, delivering a sermon on tho duty of wivo-i, said: 'I sop a woman present who ha? been guilty of disobedienco to her husband, and, in order to point her out to universal condemnation, I will fliug this breviary at lier hoad.' [Cheers.] JOHN STUART MILL spoke next, and sup* ported tbo bill in his UBual strong, logical manner. Mr. MILL is ono of the lint of living English writers and thinkers,-acknowledg ed authority in many points of mental, social and political philosophy. We naturally feel interested to know the views taken on the? subject by euch a mind. Ho began by say ing: "All that was asked for tho workingmen wae that they should have such an amount of repre sentation as that their opinions should be fairly brought before tho House, that they should be met by real argument, addressed to their otvu reason, aud that their sentiments should bo ex pressed by men who could enter into their own way of vie wine tho questions in which they were interested. [Hoar, hear.] When some persons attempted to correct the errors of the working classes, they did it as if they were talking to babies. [Hear, hear ] If they coudcBconded to argue with thom, it wau from premises that hard ly any working man would bo ready to admit. They spoke as if they thought that over}ming which appeared self-evident to themselves must appear equally self-evident to tho working man. Conoeqnently their arguments scarcely over reach ed the mark. ThcBe persons hardly ever carno into real contact with tho working man's mind, because they did not kno?v it. \Vlicn questions whioh lay near tim heart of the workingmou carno to be considered, there was no want of good will shown toward them; that he cheorfully admitted. [Hear, hear.] But all those artificial arrai?ge~ m? nts ot society, the necessity and advantage of which reqnirodto bo proved to them, and iu re spect to some of which it, was moat esseutiul that they should be proved to thom, were nsuntly taken entirely for granted. He did not beliuvo that the working classes would be found to be uno ?uvinri blo. [Hear, hear.] An ob-ervant Englishman, who had long lived in tiie United States, lately Bummed up his judgment upon the American-) in these ??ords. Ho said, 'Thoy are th? most teach able people on the face of tho earth.' " It is not our design at thiB time either to confirm or to contradict Mr. MILL'S views about the "Model Republic." Farther on he said : "As little did ho undervalue that sound eense and good feeling which had enabled the govern ing classes of this country to keep their ground and at the same time advance t ima far. Hohes prelium; cruci nonfigeris. Thoir reward was that by doing no harm they were nut hated, as other ?rivilegod classes somo times had huon. [Hear] ut was that All that the legislature of this coun try could offer to the people ? Were they to bo content with only undoing tbo mischief which they and their predecessors bad done in former times ? Were not all the great and crying evils of an old aud crowded state of society waiting to bo grap pled with? [Hear, hear.] Tue curse of igno rance, the curse of pauperism, the curse of dis ease, the curse of a population bred and nurtur ed in crime-all these things they were just be ginning to thiuk of-just touching, as it were, with tue tips of their fingers. And by the time that two or three more generations were dead and gone, they would perhaps have fonnd out the way to cope with these evil*, and to make their coun trymen's lives a little' more worth having. He could not bein thinking they would make moro progress in that good work if thoy had the classes who were the chief sufferers from the chronic maladies of our civilization regularly among them to stimulate their zeal as woll as add to their knowledge. [Hoar, hoar.]" To all this it is objected, that however sound these vie wa may be in the abstract, they becomo dangerous when they inspire a hunty and ill-considered legislation; that this bill can only be the forerunner of universal suffrage, and an entire uprooting of the most cherished British institutions. We cannot but feel the liveliest interest, however, in the struggle, and shall watch its progress, and communi ante to our readers, from time to time, any new phusOB the question may assume. P. S. The Houston Telegraph, a paper having the largest circulation of any published in Texas, says "that there Is no Ridical party among the intelligent people of the lone Star State." It is oonfined to a clique of desper ate political g i mea tera who have no hope ex cept in the suooees of Radicalism, and a few dupes scattered here and there among tbo people. The Radical strength in the Con vontion does not in any degree represent a corresponding Radical strength among the people The people did not care much who was elected to the Convention. In many in? stances they preferred to elect men who were originally opposed to t-ecet*ion and tho war. This deceived some of these men, and'they conoluded that they oould join the Radical ranks, and still be eleoted by the people. What a mistake ? They abused the trust re poeod in them by a subjugated people, in order to harmony, and joined a conspiracy to ruin tb'em, and, therefore, they, will never be trastea again." ? ' ... ?*?
