Thoy aro both very handsome structures, and are highly ornamental to that portion of the street. The interior of each ia handsomely and conveniently arranged. The New York Times condenses the history of tho bombardment of Valparaiso as follows: "The bombardment lasted for three hours, or from nine in the morning until noon. Only one or two per sons, who woro in tho streets, were killed. The damage to property wos confined to a fow public buildings, and half a dozen private houses; and eight million dollars aro the outside figures of the losses incurred. It is evident, from the build ings mentioned as being specially and steadily aimed at, that the Spanish commander attempted only to destroy Government property, and wo can well believo the statement that the damage dono outside of this arose mainly from the bad artillery practice of the Spanish fleet." It elates that they were of ?tat character", pre cisely, which might have -taken place, under Hke circumstances, in au j Northern city, and ?.which have taken piase, marked 'by even jgreater atrocities, in several -Northern cities, -with less of aggrava ti en to be pleaded in their extensatiom iTbey are lamentable, most lamentable and discreditable,7' says the Appeal, "to the fair fame of our ? city ; but they are incidents of that fallible bunnan na ture from whose excesses neither f.bo dwellers in Northern or Sou thorn elimo? arro exempt. Should such representations come from pretended eye-witnesses, they -will lio willfully and knowingly. We put this on record, once for all,, applicable to ?'all whom it may concern.' If any proof were wanting of the correctness of this assertion, it may be found in the fact that the latest victim of those brutalities-the colored servant killed at the ?Gayoeo .House on Thursday night-was a faithful follower and friend of his late ?master ?through the en tire war, ?tod was a favorite in the Confeder ate Army. There is nut a re tunned Cooted erate soldier here to whom he -was .known and he waa very generally known and, esteemed-?who would not have protected his1 life at tbo risk of his own. Ho was engaged in taking caro of tbe hate and .oaneeof the attendants on the Benevolent Party for the benefit of maimed Confederates, and at the time of his untimely murder had in his per sonal keeping wveral pistols put in hie charge bj Confederates, who were in ?he ball-room. Going out to call a- hack fora Confederate, he was fired upon and killed, ii has not yet been dUcovered by whom?-but certainly not by any one in sympathy with the occasion upon which he was* an atiendan!. "Further proof of what we have aeserted in iy be found in the fact that the returned Confed?ralo soldiers, while rigidly abstaining from participation in these disturbances,hold themselves, as is well known hore, in readi ness to promptly obey any requisition that may be made upon thom by the military au thorities of tho United States and the city government, to assist' in maintaining publie order?* Coming back to tbeir homes impov erished, and scrupulously respecting tbeir paroles, thoy desire peace, quiet, and good order, to the end that by patient industry, tbey may retrieve their ruined fortunes. They know what subordination to good gov ernment is, acd value it. Tbey are not the enemies of the negro, but, in Lie proper sphore, his friend and protootor ; and no one knowe this better than tho hundreds of re spectable and orderly colored men who are pursuing a life of orderly industry under their daily observation, and who look to them for protection in the midst of these dis orders. "Hero, where these facts and truths are patent, it would bo unnocossary to promul gate thom, nnd wo givo them prominonco only to correct .any misrepresentations of the evil-minded which may bo mado abroad for party purposes." -... THE RIGHT TO VOTE IN TENNESSEE. The bill regulating the right to vote, which boB lately passed tbo Legislaturo of Tennos seo, and is now tho law of that State, em bodies provisions whioh may bo inferred from the following oath which voters are required to take- : "I do solemnly swear that I havo never volun tarily borne arms against the Government of the United StateB for the purpose or with the inten tion of aiding in the late rebellion, nor havo I with any such intention at any time given aid, counsel or encouragement to said robellion, or to any aot of hostility to the Government of the United States. I further swear that I bavo never sought or accepted any office, either civil or military, or attompted to exercise tho functions of any ofllco, either civil or military, under the authority or pretended authority of tho so-called Confederate States of America, or of any insurrectionary State, hostile or opposed to the authority of tbo United Statos Government, with the intent and desire to aid said rebollion; and that I havo never given a voluntary support to any such government or au thority. So holp mo God." Any bill containing these provisions muBt disfranchise at least ni ne-te nth a of the people of Tonnessoe, taken as a whole, and in many portions of tho State, we imagine, ninety-nine in every hundred will bo debarred the right to vote. To add to the proscriptiveness of the bill, it is provided that n commissioner of registra tion ?hall be appointed., whose coneent must be obtained before any citizen can register and vote. That lommissioner is tt> be appoint ed-bt/ BROWNLOW, and will, of coarse, bo somo tool of his, who, if he allow any but BROWN LOW mon to vote, will take care to preserve a safe majority of :t*hnt class. Ia this way the ?curse of Brownlowism seems to bo fixed upon the State indefinitely. -? i . ???? i SUCCESSFUL SECESSION. It seems -that Radical logio has decided that successful -secession is right. Western Vir ginia is a -proof in point. That eecoding por tion of the Old Dominien is not only recog nized, but is allowed 'io have Senators and Representatives in Congress. Now it is ?cer tain that if a State has no right to withdraw from rho Union, a county has. less right to withdraw from a Stato. It was treason for'the Southern States to secede and form a Confoderaoy, but It is all right for cerlain oountios to secede and form a State. As there-is a West Virginia, Ten nessee is to have an 'East Tennessee, So you see ?the distinction without a difference. In the-early history of North Carolina certain dissGectod and ambitious parties endeavored to establish a State of Frankland cut of the wertem portion of the Old NorthvState, but the treasonable-effort was at onco defoated; and it was not till West Virginia revived the idea that anybody -conceived thatsuoh a thing would be tolerated by either Stateer Federal authority. a a . They knew jast as much and o irod just as much about tho theological differences involved in tho one case as they knew or cared about tho political differences! involved iu the other case. But admitting the statement to ba true in all its length and breadth, and admitting, too, that it follows that negroes .ought thenoe to be allowed to vote, it seems that the right of suffrage is not by any me ins a natural right, but flows from agreement iu political opinion with Mr. Casa LEV. That soems to be the upshot of the wholo business-those who believe as the Radicals believe would make splendid voters, while those who oppose tho Radicals bave no busi ness at the ballot-box. WANTS.
