DiBTmauxsHZD Arrival.?We have the ploaanro of saying that the splondld steam engine Pioneer, belonging to the Charleston Company of Axemen, arrived yesterday in the Quaker City, ac oompanied by Mr. Oun and Mr. Tiller, of the firm of Clafp & Jones, the bailders. We have not, as yet, had tbe gratification of seeing or knowing this elegant specimen of engine work, bat hope soon to make an acquaintance. We wish all BucoesB to oar Fire Department, and shall not be surprised, at an early day, to see it ase en tirely stoam machines. "The Battebt."?Our citizens, we feel assnred, will be pleased to learn that the White Point Oar den Bathing Hoase has been thoroughly repaired, and on the first of May will be opened to visitors, who can there enjoy the luxury of a marine bath. Refreshments will be served, and good attendance eooured. So we' learn from the posters in the streets,-and from advertisement in another col umn of The News. Messrs. Fraby A Kilboy merit th? thanks of the community for the enter prise^ they have manifested in getting this very maori dilapidated resort into first rate order, and we hope they will be handsomely rewarded by the liberal patronage of the community. A French Paper.?We learn that it is in contem plation to establish a weekly French paper in this city ;, name not yet determined on. There are many French residents in Charleston who will welcome auch an enterprise. There Are, more over, very many persons here who have enjoyed the advantages of a French education, who will be pleased to have an opportunity of keeping up their knowledge of the language.- The numerous female schools all over the State, where French is part* of the rogular curriculum, will doubtless ?vail themselves of this convonlont vehiole for ac quainting thcir pensionnaires with the mixed ver nacular of society, found nowhere'else in finch per fection as in a good newspaper. Major DuBos, we feel ABBured, would make a competent editor, and wo hope he will meet with saffloient encour agement to warrant him ; in entering apon the publication of this Journal at an early day. The Carolinian, in Colombia, B.C., basc?me to life again. Tho first number reached ub a few days ago, and makes a very presentable appear ance. After a suspension of over a year, owing to "oiroamstaaees beyond its control," this journal once more sets its sails to the breeze, and we wish it a safe and prosperous voyage. Several oases of offences oommitted some tfcne back have been brought to the consideration of the Court,and been disposed of by trial or other : wise, and we believe that but few of this charac ter now remain for consideration. In some of these there have been long delays, arising from | causes, no doubt, growing oat of the unsettled , stato of affaire during the war, bat thoy will all probably bo brought before long to a' final settle ment; and Ihe trial?f offences more recently com mitted, and df more immediate concern, will be proceeded with. Tho session yesterday was a short one, and very littleofjpublieinteresttranspired. '. '.? The OTABd Jury made a report ?f several mat ' tcr? con?rilttod to'thorn for Investigation on Tues day, which win be properly noticed when the cosca como up for trial. Other- bills were then referred to thorn, and "manytwitne'sses on the part of the State being sworn to give evidence before them, the Jury re . tired to the discharge of their duty. Some petition? for citizenship were presented, and being sustained by the required proof, the petitioners wore declared duly entitled to their certificatee. There being no further business for tho imme diate consideration of tho Court, it was adjourned at Hi o'clock to meet this morning at the aeual hour. Paovo?T Coubt.?Tom Botta, colored?Steal ing.?L. Sarobei testified that on Tuesday fore noon defendant jerked down an apron that was hanging in front of his atoro, and was patting it on when he caught him. Witness said that de fondant had stolen one before. Sentenced to thirty days' imprisonment. Samuel Freier, colored?Violating City Ordi nance.?Charlea Bentbam, colored, testified that on Tuesday last, as he was passing through Friend street, near Gen. Soiinierlx'h lot, he saw night soil, whioh had been emptied from a cart on the spot, belonging to defendant, and whioh was very filthy. The lot is In the burnt district. Sentenced to 13 fine or three days' imprisonment. Jack Mason, colored.?Disorderly Conduct.? Isaao Moye, colored soldier, testified that the de fendant, on Tuesday last, was at a colored ball In Tradd-street, and was very riotous; defendant made believe he was drunk and wanted to fight witness ; he was held baok by another man, or would have attacked witness ; defendant was so threatening that witness was going to draw hie sword. Defendant rebutted this in a statement made, and said he considered his life in danger from threat? made by the prosecutor. Sentenced to a fine of $2 or two day a' imprisonmeot. David Joseph, colored.?Stealing.?Jamba Mabsb testified that the defendant stole three turkies out of his yard, and that bis boy having met him in the street, and recognizing them, brought defend ant baok to his premises, and that defendant ac* knowledged to witness that he had stolen them from him. Sentenced to ten days' imprisonment. Michael Lee, Co. F, 6th Regulars.?Drunk.? Policeman Oahey testified that he found defend ant lying down drunk on Tuesday night, in Lau rens-stTeet, and that he placed him in the Guard House. Beferred to the Captain of his oompany. Ellen Allaton, colored.?Keeping a Disorderly House.?O. W. Mabbh ?i.i. testified that dofendant lives in Coming, next the corner of Tanderhorst street, and that he lives nearly opposite to her residence, where there is dancing day and night. Witness stated that on last Monday night, be tween nine and ten o'clock, there was quite a row, and there were one or two shots fired. Witness went ont and saw a large crowd of colored per sons, and heard very obscene language?that tho house has been complained of by all theneghbors. Witness' family hayo been compelled to leave home in the day time in consequence of the ill conduot of the defendant. Lieutenant Coras, of the City Police, testified that he seldom passes this house while on duty but he hears riotouB -son duct going on, and that ho has seen drunken men and women come out of there frequently. About six wcekB ago he called on dofendant and warned her that eho would get into trouble if she did not stop her present course, but that she still con tinues to keep the same riotous establishment. Mayor's Coubt.?A seedy individual, who was so drunk that he had to be transplanted from the street to the Guard House, was fined two dollars; but not having the money, he was put in a hot house, where he oan have a chance of sprouting. A young man, who had been robbed, as he said, and was found weeping, like Caiub Mabitjs over the rniuB of Carthage, only he was on a door step, was fined two dollars, which he appeared deter mined to pay. Two men, for butting agAinst front doors late at night, were fined five dollars eaoh, and would have paid it, but they hadn't it. Whitetoobd Smith, D.D.?The New Or leans Time?, of the 18th, in giving an acoount of a Bible Meeting of the General Conf?rence of the Methodist Episcopal Churoh South, says : " The opening exeroises by Bev. Drs. W. A. Smith, of Virginia, and J. Bobino, of Texas, were solemn and impressivo, but the two addresses by Bev. Br. Whttztoobd ?Smith, of South Carolina, and Bev. Dr. P. P. Nbbxt, of Alabama, were apparent ly the principal attractions of the evening, and certainly were most gratifying to. an audienoe as sembled by anticipations so elevated as not to be easily met. This appreciation of exalted and im passioned and yet chastened and classic elo quence, was manifested by a rapt attention, con stituting tho highest tribute an orator can re ceivo.*' FntST National Bank.?The Columbia Phoenix of yesterday enya: "We are glad to learn that the First National Bank of Columbia was organ ized in this city on yesterday. The following gen tlemen were elected as Directors; : Col. John S. Pbzstom, L D. Childs, E. J. Anraun, J. G. Oibbbb, J. P.'Botjtbkbn, O. H. Baldwin and 0. Wabinq." "The institution is expected to go into opera tion at an early day, and we learn that Col. Tuza ros leavoa this morning for Washington to com plete the arrangements for the immediate opening of tho bank. We haye no doubt but this bank will be a great accommodation to the com munity, and the names of the directors are a suf ficient guarantee to insure buccohh." Teleobapb Lmi to Gbebnvtltjc.?The Colum bia Phoenix says; "Some years ago, when we were suffering from the want of a direct line north wards, via Charlotte, N. 0., Col. Bullock, the able and energetlo head of the Southern. Express Company, made arrangements with the. Charlotte and South Carolina Bailroad Company, and the Express Oompany built the line. About the same time we learn that he proffered some similar ar rangement to the Greenville Bailroad Oompany, and we learn that the Express Oompany are now running their messengers and freight over this road. This reminds as of the former proffer of Col. Bullock, and we have no doubt that, when the matter is brought to bis attention, he will go to work and erect th? line. This line would be of great importance to the people of the State, both in the upper and lower sections, connecting moun tain and seaboard, and would doubtless bring ad ditional business to tho Express Oompany man aged by Col.
