The amendment has already passeu the House, but is not likely to receive the re.juisite two-thirds vole of the. Scuatc. The latter has come to re gard itself as too select to como in such close contact with the dear peo ple. The third amendment is design ed to provide for certain emergencies not fully covered by the constitution. As. matters now stand, tho electoral vote for President ami V ice President is canvassed on tho first Wednesday of February, and should both die before March 1 there would bo no one to take thc Presidency, lt is tu pro vide against such contingency that the amendment is proposed.
