They failed to redeem that pledge, and the ' same people come again to thc Demo eratic party, asking them to give them ' a Legislature that, will carry out their wishes, and an Administration to en ! force it. The Prohibitionists protest against being made, in thc eyes of thc law, i partners in the sale of whiskey as a . beverage, a H tl if the State insists upon lit as a revenue measure, that thc . State of South Carolina cannot pay its ! running expenses without the revenue j from the sale of liquor. Let this question be fairly under stood by thc people, and not pretend 1 that it is a prohibition measure, when j the State is into it for the prout in it j and the benefit of the politicians who control it. I submit, as a prohibition ; measure it is a failure, and that as a business investment for tho State it i- also a failure, and it is destined to ; wreck the politicians who arc trying I to keen and get office by the influence ol the machinery connected with it. ; and that no man cati touch it without '?. his character being injured by it. The men in this State, however, aver age very well with the men in other Stares of the I nion. Ten per cent, of the Massachusetts militia failed to stand the physical tests, one-fifth of the lirst regiment of Maine was rejected, including the Lieutenant Colonel of thc regiment, and in the District of Columbia thc number of those rejected for physical causes ranged from 10 to -0 per cent, lt has been so in all the other States, and the disappointment of thc; volunteers in South Carolina who have failed to pass muster is .shared by thousands of equally gallant and spirited young men in all parts of the country. The number of those rejected among the Charleston volunteers wa" excep tionally large because of the excep tional conditions required of the artil lery branch of the service. There were thou sands of the same sort in tin- Confed erate ranks, and they made very good lighting material Tho powers of en durance were marvellous, and their spirit wa.- unquenchable. We have no doubt that a majority of those who have been rejected at thc recent examinations in this and other States would make as efficient soldier?, stand as much punishment and light as haiti as their fortunate follows who happened to weigh enough to pass muster. The rejected have the satis faction of knowing that they have not been found deficient in courage, how ever short they have fallen in weight. Perhaps when the next call for volun teers is made the regulations will be modified so as to admit thc lighter weights to service. At any rate, there are thousands of them, and they make a powerful reserve force upon which the (rovernmeut can draw in necessity. The heavier men must do the tight i og, and the rest of us can cheer them on to thc discharge of their high duty.
